What is an Arrival Control Determination (Section 84B)?
An Arrival Control Determination (ACD) is a ministerial power that allows the Australian government to temporarily stop certain temporary visa holders from travelling to Australia, even if they already have a valid visa. 
This power can be exercised by the Department of Home Affairs through the Home Affairs Minister.
A valid visa no longer automatically guarantees you can travel to Australia.
If an Arrival Control Determination is issued:
• Certain visa holders outside Australia can be prevented from boarding flights.
• Airlines must deny boarding even if the visa is still valid.
• The rule can apply to groups of people, such as:
• specific visa subclasses
• nationals from certain countries
• travellers affected by global events. 
The Minister may use an ACD when events overseas increase the risk that temporary visa holders might not leave Australia, such as:
• War or conflict
• Political crisis
• Economic collapse
• Large migration surges
• Other global emergencies. 
Duration
• Valid for up to 6 months
• Can be extended repeatedly if necessary. 
Who is affected?
Potentially affected:
• Visitor visa holders
• Student visa holders
• Business or short-term visa holders
• Any temporary visa holder outside Australia
Not affected:
• People already inside Australia
• Australian citizens
• Permanent residents
• Immediate family of citizens/PR
Example:
Imagine:
• 10,000 tourists from a country have visitor visas
• Suddenly a war or crisis happens in that country
• Government fears many may claim asylum
The Minister can issue an Arrival Control Determination and pause their ability to enter Australia, even though their visas were already granted.
The aim is to protect the integrity of Australia’s migration system and allow the government to react quickly to global crises without cancelling thousands of visas individually.
