Celebrant Circle welcomes proposals that seek to create a fairer legal framework for couples of all faiths, beliefs and backgrounds.
"Modern Britain is wonderfully diverse," Shelley said.
"Marriage law should reflect that diversity whilst maintaining the dignity and importance of the commitment being made. Couples should never feel they have to compromise between having a ceremony that reflects who they are and one that provides them with legal recognition."
Celebrant Circle welcomes and supports the proposal that anyone authorised to conduct a legal marriage should be required to meet clear and consistently high professional standards.
However, high standards should not automatically be equated with holding a particular formal qualification.
Established professional celebrants should not be required to undertake an additional NOCN qualification, or Diploma at considerable cost, particularly when many have already invested substantially in comprehensive celebrant training, continuing professional development and years of successful professional practice.
Existing qualifications do not always reflect the full scope of modern celebrancy, which extends far beyond researching and writing a ceremony. The role requires empathy, authenticity, inclusivity, confident delivery, excellent communication skills and the ability to work sensitively with couples, families and other wedding professionals.
These qualities cannot be adequately assessed through written essays alone. What is needed is a robust professional framework, supported by clear standards of competence, continuing professional development, accountability and a strong code of ethics and values.
Any system introduced should recognise prior training and professional experience, rather than placing unnecessary administrative and financial barriers in the way of capable celebrants or discouraging talented individuals from entering the profession.
