LEICESTER LOCAL POLICING: APPEAL TO FIND MISSING 13-YEAR-OLD GIRL

Police are appealing for the public's help to find a missing teenager from Loughborough.

Layla Willis, 13, was last seen in the Thorpe Hill area of Loughborough at around 1pm on Tuesday 16 June.

Layla is described as white, around 5ft tall, of medium build, with long brown hair.

She was last seen wearing:
▪️ Grey hooded top
▪️ Black leggings
▪️ Black Nike trainers

Officers say active enquiries are ongoing and they are extremely concerned for Layla's welfare.

Anyone who has seen Layla or knows where she may be is urged to contact police on 101, quoting incident 441 of 16 June.

LEICESTER LOCAL ENVIRONMENT: SCHOOLS, COLLEGES AND BUSINESSES BACK CLEAN AIR DAY

Schools, colleges and workplaces across Leicester are preparing to take part in Clean Air Day on Thursday 18 June.

The national campaign aims to raise awareness of air pollution and encourage people to make simple changes that can improve air quality and create healthier communities.

Students at Beauchamp City Sixth Form College will work with local street art collective Graffwerk to design a mural promoting the message: "Switch Off Your Engine for Cleaner Air". A large-scale mural based on the students' ideas will then be painted in Dover Street later this month.

In the lead-up to Clean Air Day, new "Switch Off Your Engine" signs have also been installed outside six Leicester schools, encouraging drivers to reduce pollution while waiting to collect pupils.

Meanwhile, some of Leicester's biggest employers are getting involved too. Staff at Hastings Direct will be encouraged to take lunchtime walks using routes from the Choose How You Move programme to explore Leicester's green spaces and hidden gems.

Visitors to the Haymarket Shopping Centre between 12pm and 2pm on Thursday will also be able to learn more about improving air quality, active travel, stopping smoking and making more sustainable travel choices.

Assistant City Mayor Geoff Whittle said even small changes can make a real difference to wellbeing and air quality, adding that Clean Air Day is an opportunity for everyone to learn more about creating a cleaner, healthier Leicester.

LEICESTER LOCAL OPINION: HAS LEICESTER CHANGED TOO FAST?

A growing online debate has revealed deep divisions over identity, community and the future direction of Leicester.

Leicester has long been seen as one of Britain’s most successful multicultural cities, with generations of different communities living, working and growing together.

For decades, many residents proudly described Leicester as a place where people from different backgrounds generally got on well and shared a strong sense of civic pride.

Many people point to 2015–16 as a modern high point for confidence in the city.

Leicester City shocked the world by winning the Premier League, Richard III placed Leicester at the centre of global headlines, Kasabian were dominating festivals and charts, and actor Richard Armitage had recently finished filming The Hobbit.

For a moment, Leicester felt ambitious, united and firmly in the national spotlight.

But some residents now say the city has changed too quickly in recent years.

Concerns raised repeatedly by locals include:
• pressure on housing and public services
• anti-social behaviour
• the changing city centre
• loss of community identity
• whether different communities still mix as much as they once did

Some commenters argued immigration — both legal and illegal — has increased too rapidly, leaving parts of the city feeling disconnected and placing strain on services and cohesion.

Others strongly rejected that view, arguing Leicester’s diversity remains one of its greatest strengths and warning against blaming migration for wider national problems such as austerity, underinvestment and economic decline.

Many residents also pointed out that every major UK city is facing similar debates around identity, growth, housing, crime and social change.

The discussion highlights just how strongly people still feel about Leicester — and how much civic pride still exists beneath the frustration and disagreements.

The bigger question is:

Has Leicester lost some of its community spirit — or is the city simply evolving like everywhere else?

LEICESTER LOCAL CRIME: FURTHER ARREST IN LINKED FI****MS DISCHARGE INVESTIGATION

Police have made a further arrest as part of an ongoing investigation into three fi****ms discharge incidents across Leicestershire.

The incidents happened in Cort Crescent, Braunstone, on 2 June, and in Brascote Lane, Newbold Verdon, and Station Road, Glenfield, on 9 June.

A 31-year-old man was arrested on Monday night on suspicion of conspiracy to possess a firearm with intent to endanger life.

A 34-year-old woman previously arrested on suspicion of assisting an offender has also now been further arrested on suspicion of conspiracy to possess a firearm with intent to endanger life.

Both suspects have since been released on police bail while enquiries continue.

Police say all three incidents are believed to be linked and part of an ongoing dispute between people known to each other.

Damage was caused to properties in all three incidents, while a car was also damaged in Newbold Verdon. Thankfully, nobody was injured.

Detective Inspector Louise Rooke said dedicated officers and detectives continue to carry out extensive enquiries, while neighbourhood patrols remain in affected areas to reassure residents.

A 40-year-old man previously arrested on suspicion of conspiracy to possess a firearm with intent to endanger life has already been released on police bail, while a 36-year-old woman arrested on suspicion of assisting an offender has been released under investigation.

Police are appealing for help to find 16-year-old Christian Hlabangana, who was reported missing from Nottinghamshire on 21 May and may now be in the Leicester area.

Officers say enquiries have been ongoing, including CCTV checks and speaking to people known to Christian.

Christian was last seen wearing a grey Trailberg coat, black tracksuit bottoms and black trainers.

Anyone who has seen Christian or has information about where he may be is asked to contact police on 101.

LEICESTER LOCAL HISTORY: CITY MAYOR PRAISES “EXCEPTIONAL” MARKET PLACE ARCHAEOLOGY FINDINGS

Archaeologists who spent eight months excavating beneath Leicester Market have been praised by City Mayor Sir Peter Soulsby after uncovering more than 2,000 years of the city’s history.

The University of Leicester Archaeological Services (ULAS) team discovered an extraordinary sequence of remains beneath the market place, including Roman buildings, burials, industrial activity, Anglo-Saxon deposits, medieval market surfaces and major 16th century civic structures.

Sir Peter described the work carried out by the archaeologists as “exceptional” and said the discoveries had exceeded expectations.

The excavation, which cost more than £1 million, took place as part of Leicester’s wider market regeneration scheme. An increase of £1.9 million to the overall project budget is expected to be approved next month as work continues.

Although the main dig is now complete, archaeologists will remain on site during further groundworks to monitor and record any additional discoveries.

Elsewhere in the regeneration project, restoration work is also set to begin on the historic Corn Exchange staircase — known locally as the “Rialto Bridge” — with support from Historic England and Leicester City Council funding.

The restored staircase, newly improved market square and return of the Duke of Rutland statue are all expected to play a major role in the future look of Leicester city centre.

LEICESTER LOCAL CRIME: OVER 70s TARGETED BY COURIER FRAUD SCAMMERS

Police are urging people across Leicester and Leicestershire to warn elderly relatives, friends and neighbours after a rise in cruel courier fraud scams targeting older people.

Fraudsters often pretend to be police officers or bank staff and pressure victims into handing over cash, bank cards, jewellery or expensive items.

In many cases, victims are falsely told their bank account is at risk or that they are helping with a police investigation before a “courier” is sent to collect valuables from their home.

Nationally, reports of courier fraud have risen by almost 10%, with more than £21 million stolen in 2025 alone. In Leicestershire, victims lost more than £65,000 last year.

Police say people aged over 70 remain the biggest target group, with criminals increasingly using pressure tactics, fear and urgency to manipulate victims.

LEICESTER LOCAL EDUCATION: SEND IMPROVEMENTS RECOGNISED NATIONALLY

Leicestershire’s support for children and young people with special educational needs and disabilities (SEND) has been recognised nationally following major improvements over the last three years.

The Department for Education and NHS England have officially lifted the county out of its improvement plan after inspectors found significant progress in SEND services.

One of the biggest improvements has been the time taken to complete Education, Health and Care Plans (EHCPs), which has fallen from an average of 58 weeks to just 18 weeks — now below the national 20-week target. Officials say no young person in Leicestershire is currently waiting longer than the legal timeframe.

Demand for SEND support continues to rise rapidly, with more than 9,000 EHCPs now in place across the county — an increase of more than 500 in just six months.

Leicestershire County Council says work since 2022 has included expanding specialist support teams, improving joint working with NHS partners and schools, and investing in better digital systems.

Plans have also been announced for a new £30 million special school in Harborough to create additional specialist places in the south of the county.

Councillor Charles Pugsley said the recognition showed “real progress” was being made for children, young people and families, while council leader Dan Harrison described it as “a major achievement” for everyone involved.

Leicestershire was originally placed on an accelerated improvement plan in December 2022 following concerns around SEND support and waiting times.
