he LRWA was originally formed as the BRCMA (Bituminous Roof Coating Manufacturers Association), in the 1970’s in order to promote good practice in the industry. In the early 90’s it became apparent that growth in non-bituminous products was active and the association reinvented itself as ELRA (European Liquid Roofing Association) incorporating all liquid roofing systems. Additionally the organisat

ion was being recognised as an industry voice and thus became involved with the drafting of European standards. In 2005 a second reinvention recognising the wider markets that the liquid waterproofing was being used in, resulted in the formation of ELWA (European Liquid Waterproofing Assocation)

In 2010 the association recognised the need for an industry voice for the fastest growing sector of the roofing market in the UK and refocused once again to include Roofing. The association re-launched to become the Liquid Roofing and Waterproofing Association.

A new draft standard, 'BS 8670-2:2026, Competence frameworks for the built environment - Part 2: Core criteria for construction product competence - Code of practice', has now been published for public comment, closing 13th July.

The document aims to bring greater consistency across how construction products and product information are managed throughout their lifecycle, and could influence how responsibilities are delegated across organisations and supply chains.

This is an important development for everyone involved in liquid roofing and waterproofing, from manufacturers and specifiers to contractors and installers.

Yesterday, the LRWA attended the CCPI webinar: 'Construction Product Reform White Paper - Get Prepared for Reforms', chaired by Amanda Long (CEO, CPI Ltd), with speakers from the Ministry of Housing, Communities and Local Government (MHCLG) and the Office for Product Safety and Standards (OPSS).

πŸ”‘ Key takeaways:
* Know which regime applies to your products. The new framework has two routes: products covered by a designated standard remain subject to CPR/UKCA requirements (with strengthened information obligations); all other products will fall under a new General Safety Requirement (GSR). Most liquid roofing and waterproofing products will sit under one or the other - knowing which is your starting point for compliance.

* The GSR is not a light-touch requirement. Manufacturers must assess and manage risks arising from all intended and reasonably foreseeable uses of their products. Regulations are expected late 2026, with at least 12 months notice before commencement. PAS 2000, published by BSI in February 2026, is the recommended practical reference for getting compliance-ready now.

* CE/UKCA marking is not a safety mark. It confirms a product has been tested and a Declaration of Performance issued against a harmonised or designated standard - nothing more. It does not confirm fitness for a specific application or safety in use. Specifiers and contractors must not rely on it as such.

* Product information and marketing are now areas of legal liability. Every performance claim, in technical datasheets, declarations of performance, and marketing materials, must be evidenced. The National Regulator will have powers to investigate misleading claims and enforce infringements. No contract clause in the supply chain removes that responsibility.

* CCPI registration is a practical step you can take today. The Code for Construction Product Information (CCPI) is explicitly welcomed in the White Paper at sections 7.2.3 and 7.2.4 as the industry-led mechanism for raising standards in product information and marketing. Its requirements align directly with the new information obligations, and with the product information section of PAS 2000.
