Hard truth: your ads are not selling. They are leaking revenue.
The leak is rarely the CPM or the platform. You do not have an ad problem, you have a conversion system problem. Stop optimizing for clicks; start designing for decisions. It is message to market mismatch, a weak post-click path, and tracking gaps. Fix the path from impression to bank. Map each ad to one intent, one promise, one action. Tighten audiences and cut vanity placements. Speed up pages, surface social proof above the fold, and make a single primary CTA impossible to miss. Install conversion guardrails: negative keywords, frequency caps, dayparting, and budget to top converting segments. Measure what matters: CAC, MER, and holdout lift. Ask of every dollar, what did it add that would not have happened anyway?
