AAPSU Sets August 15 Deadline on 80:20 Job Reservation Issue, Warns of Statewide Bandh:

Itanagar, August 10, 2026: The All Arunachal Pradesh Students’ Union (AAPSU) on Monday met the High Power Committee constituted by the Government of Arunachal Pradesh to discuss issues relating to the 80:20 job reservation ratio and recruitment rules for examinations conducted by the Arunachal Pradesh Public Service Commission (APPSC) and the Arunachal Pradesh Staff Selection Board (APSSB).

Addressing the media after the meeting, AAPSU said it had submitted proposals seeking mandatory Permanent Residence Certificate (PRC) and Arunachal Pradesh Scheduled Tribe (APST) certificates for candidates appearing in APPSC and APSSB recruitment examinations. The union also demanded that knowledge of the local dialect be made a mandatory eligibility criterion to ensure greater employment opportunities for indigenous candidates.

AAPSU has set August 15, 2026, as the deadline for the state government to act on its demands. The union urged the government to convene a Cabinet meeting and issue the necessary Cabinet order to incorporate the proposed provisions into the Recruitment Rules governing APPSC and APSSB recruitments.

Warning of intensified agitation, AAPSU announced that if the government fails to take a decision within the stipulated timeframe, it will launch the first phase of a 12-hour statewide bandh on August 17, 2026.

The union said the proposed agitation aims to press the government to take a concrete decision on the recruitment framework and the 80:20 reservation issue while safeguarding the employment interests of local candidates in APPSC and APSSB recruitments across Arunachal Pradesh.

The developments are expected to draw significant public and political attention as the August 15 deadline approaches.

Supreme Court Summons Arunachal Chief Secretary, Home Secretary Over Alleged Non-Cooperation in ₹1,200+ Crore CBI Probe:

The Supreme Court has issued notices to the Arunachal Pradesh Chief Secretary and Principal Secretary (Home) after the Central Bureau of Investigation (CBI) informed the apex court that it was allegedly facing non-cooperation from the State government in its investigation into alleged irregularities involving public works contracts worth over ₹1,200 crore.

A Bench comprising Justices Vikram Nath and Sandeep Mehta took note of the CBI's status report, which stated that the investigation was being hindered due to difficulties in obtaining official records from the State government.

Taking serious note of the agency's submissions, the Supreme Court directed the Chief Secretary and Principal Secretary (Home) to file their responses and personally appear before the court on August 24. The Bench has also sought an explanation regarding the alleged failure to provide documents requested by the investigating agency.

The case stems from a Public Interest Litigation (PIL) filed by the Save Mon Region Federation, seeking a CBI or Special Investigation Team (SIT) probe into allegations that public works contracts worth more than ₹1,200 crore were awarded to firms allegedly linked to family members and close associates of Chief Minister Pema Khandu.

The Supreme Court had earlier ordered the CBI to investigate the allegations and submit a status report. The matter will now come up for further hearing on August 24, when the two senior State officials are required to appear before the court.
The allegations are under investigation, and no findings of guilt have been made by the court.

The order, dated 1 August 2026, states that the decision was taken based on resolutions adopted by the forum and recommendations submitted to the Advisor. The terminated members include Chairman Bupak Dui, Convenor Giokia Madam Pakba, Secretary (Finance) Vinot Ramching, RTI Chairman Radik Timba, Secretary (Health & Hygiene) Deto Pakba, and Action Committee member Pakda Pakba Dukam.
