The ST Bachao Andolan Committee on Friday issued a strong warning to the Arunachal Pradesh government, stating that a four-day statewide bandh will be enforced if no concrete response is given within six days regarding its revised memorandum on the Inner Line Permit (ILP) system and illegal settlement concerns.

The committee stated that the growing concerns over unchecked illegal entry and settlement in the state have created fear and uncertainty among indigenous tribal communities. According to the members, immediate and effective measures are necessary to safeguard the rights, identity, land, and demographic balance of the native tribal population of Arunachal Pradesh.

Earlier in the day, representatives of the committee submitted a petition at the Chief Ministerโ€™s Office, urging the government to initiate what they described as a transparent, inclusive, and wider consultative process on issues directly affecting the indigenous people of the state. The delegation stressed that all stakeholders, community-based organisations, and tribal representatives should be taken into confidence before any major policy decisions are implemented.

The committee further emphasized that the existing ILP mechanism must be strengthened and strictly enforced to prevent misuse and loopholes that allegedly allow illegal entry and long-term settlement. Members claimed that failure to address these concerns at the earliest could lead to larger social and political unrest across the state.

In recent months, Arunachal Pradesh has witnessed protests, public demonstrations, and bandh calls in several regions over ILP-related concerns and demands for stronger protection of tribal rights. With the latest warning issued by the ST Bachao Andolan, political pressure on the state government is expected to intensify further in the coming days if the demands remain unresolved.

AAPSU Seeks Major Education Reforms, Flags Teacher Shortage and Infrastructure Gaps in Arunachal.

All Arunachal Pradesh Students' Union has called for extensive reforms in the education sector across Arunachal Pradesh by submitting a 27-point memorandum to Education Minister P. D. Sona. The memorandum raised several concerns, including shortage of teachers, inadequate infrastructure, delays in scholarship disbursement and issues related to university administration.

A delegation headed by AAPSU president Meje Taku and general secretary Mato Bui met the minister in Itanagar on Wednesday and appealed for urgent action in schools, colleges and higher educational institutions throughout the state.

The union stated that nearly 52 government schools are functioning without regular Principals or Vice Principals, affecting both administration and academic performance. AAPSU urged the government to make timely appointments to vacant leadership posts and initiate recruitment drives for Primary Teachers, Trained Graduate Teachers and Post Graduate Teachers.

The student body also expressed concern over the lack of Physical Education and Music teachers in government schools while demanding stricter implementation of the National Education Policy (NEP) 2020 and the Right to Education Act. It further sought improvement of school infrastructure in remote and border regions, standardised fee structures and timely implementation of welfare schemes such as mid-day meals, textbooks and uniforms.

At the higher education level, AAPSU highlighted shortages of teaching staff in colleges and demanded recruitment of Assistant Professors and Associate Professors. The union also proposed introduction of new academic departments in several government colleges to expand educational opportunities for students.

The memorandum additionally raised concerns regarding vacant administrative positions at Arunachal Pradesh University and Rajiv Gandhi University. AAPSU demanded appointment of regular Vice Chancellors and expansion of infrastructure facilities, including hostels, staff quarters and water treatment systems.

The union further sought the introduction of a dedicated State Research Fellowship for APST PhD scholars and flagged delays in the Umbrella Scholarship scheme, stating that delayed scholarship payments create difficulties for students studying both within and outside the state.

Apart from academic reforms, AAPSU also called for establishment of professional institutions in medicine, agriculture, horticulture and nursing, along with foreign language programmes and overseas career guidance initiatives.

Education Minister P. D. Sona received the memorandum and assured the delegation that the concerns raised would be addressed. AAPSU stated that it would continue following up with the government to ensure timely implementation of its demands.

Traffic Police Personnel Equipped with Body Cameras to Boost Transparency and Road Safety.

Arunachal Pradesh Traffic Police has introduced Body Worn Cameras for all traffic personnel as part of a major initiative aimed at improving transparency, accountability and professionalism during official duty hours.

The decision comes amid growing public concern and discussions over the conduct of certain police personnel, traffic officials and check gate staff, especially regarding allegations of bribery and irregularities during enforcement and verification procedures. Authorities believe the cameras will help ensure fair, transparent and accountable policing practices.

Officials stated that the Body Worn Cameras will support better traffic management, smoother regulation of vehicular movement and lawful interaction between citizens and enforcement personnel. The devices are also expected to strengthen real-time monitoring and improve accountability during field operations.

Earlier, Tumme Amo had announced that advanced CCTV surveillance systems with night-vision capability would be installed at sensitive locations, including check gate offices and ILP verification areas. According to officials, the surveillance systems will be directly monitored by the DIGP and concerned Superintendents of Police (SPs).

Authorities said the initiative would help modernise policing standards, improve public trust and strengthen road discipline across the state. Traffic officials have also appealed to citizens to cooperate with on-duty personnel and follow traffic regulations responsibly to ensure public safety and prevent accidents.

Bravehearts Koli Hali and Baku Ropuk Save Child From Drowning in Subansiri River.

DUMPORIJO, May 22: A potentially fatal incident was narrowly averted in the Dumporijo region of Arunachal Pradesh after a young boy, believed to be around 11 to 12 years old, was swept away by the strong current of the Subansiri River while collecting firewood near the residence of Rode Bui Sir. The incident created panic among people present near the riverside as the child struggled to stay afloat in the fast-flowing water.

Eyewitnesses said two boys who were fishing from the D**g village side were the first to notice the child being carried away by the river current. They immediately raised an alarm by shouting for help, alerting people nearby. At that moment, several individuals were present along the riverside close to the Bidam Marde Stone Crusher area. According to locals, the boy had already drifted towards the middle of the river and was desperately crying out for help while battling the powerful current.

Without wasting a moment, a brave local youth identified as Koli Hali jumped into the river to save the child. Battling the strong current, he managed to reach the boy and hold onto him. However, after swimming nearly 300 metres with the child, exhaustion began to overpower him, forcing him to briefly stop and rest on a large rock situated in the middle of the river.

As the rescue operation became increasingly dangerous, another courageous youth, Baku Ropuk, stepped forward and continued the rescue mission. Taking responsibility for the childโ€™s safety, he swam nearly 500 metres while carrying and supporting the boy through the rushing water in an attempt to reach the riverbank safely. Witnesses said the situation remained critical as the river current continued to pose a serious threat to both the rescuer and the child.

By the time they approached the shore, Baku Ropuk had become completely exhausted and was reportedly on the verge of drowning himself. Seeing the emergency unfold, people gathered near the riverbank quickly extended bamboo poles towards them and managed to pull all three individuals safely out of the water. The successful rescue drew praise from local residents, who commended the bravery and selfless actions of the two youths who risked their own lives to save the child.

Following the incident, local residents and community members appealed to parents and guardians not to send children to collect firewood from the Subansiri River, especially during the rainy season when water levels and river currents become extremely dangerous. They stressed that no amount of firewood is more valuable than the life and safety of a child.

RUKSIN, May 21: In a major crackdown against ILP violations, police personnel from Ruksin Police Station in Arunachal Pradesh detained 19 individuals on Wednesday for allegedly attempting to enter the state without valid Inner Line Permits (ILP) through the Ruksin check gate in East Siang district.

According to police officials, the majority of the detained persons were residents of neighbouring Assam, while two individuals were from Meghalaya and one person belonged to Bihar. After completing all necessary legal procedures and verification formalities, the detainees were later externed through the Ruksin gate and sent back from the state boundary.

District police authorities stated that the intensified operation is part of an ongoing routine enforcement drive being conducted across various entry points along the Arunachal-Assam border to prevent unauthorised entry of outsiders into the state. Officials said regular checking and verification exercises are being carried out to ensure strict implementation of the Inner Line Permit system, which remains mandatory for non-residents entering Arunachal Pradesh.

Police sources further informed that checking drives against illegal migrants have been significantly strengthened in recent weeks following the ongoing ST Bachao movement across the state. Authorities have increased surveillance at border gates and vulnerable entry routes amid growing public concern over illegal migration and identity-related issues.

The issue has also drawn strong reactions from several local organisations, student unions and community groups, many of whom have been urging the state government to intensify action against illegal migrants entering Arunachal Pradesh without valid documentation. Some organisations have additionally demanded re-verification of Scheduled Tribe (ST) status certificates of individuals allegedly not belonging to any indigenous Arunachali tribe by origin.

Police officials reiterated that strict enforcement of ILP regulations will continue across all districts and warned that anyone found violating entry norms may face legal action under existing laws. Authorities also assured that routine drives and verification checks would remain active to safeguard the interests and demographic security of the state.

Arunachal Pradesh government has imposed a statewide ban on the use of to***co products inside hospitals and healthcare institutions, officials confirmed on May 21.

The directive, issued by Health and Family Welfare Commissioner Pawan Kumar Sain, came into force from May 19 under the Ci******es and Other To***co Products Act (COTPA), 2003.

The order covers all government and private healthcare facilities, including district hospitals, Community Health Centres (CHCs), Primary Health Centres (PHCs), sub-centres and medical colleges across the state.

Under the new guidelines, smoking, gutkha, chewing to***co and all other to***co products have been completely banned within hospital premises, including buildings, offices, roads, parking areas, corridors and gardens.

Authorities have instructed healthcare institutions to install visible โ€œNo To***co Zoneโ€ and โ€œTo***co Killsโ€ signboards and place collection boxes at entry gates for visitors carrying to***co products.

To ensure proper enforcement, hospital authorities have been directed to appoint designated To***co Monitors to supervise implementation and report violations.

The Health Department stated that the initiative aims to strengthen to***co control measures and create healthier healthcare environments by reducing the harmful effects of to***co use and second-hand smoke exposure.

Officials also clarified that no smoking zones or designated smoking areas will be allowed anywhere inside hospital campuses.

The government warned that violations of the directive could lead to disciplinary and legal action under existing laws and regulations.

The department further informed that to***co cessation counselling and support services are available at district hospitals and medical colleges for individuals seeking help to quit to***co use.

New Daily Market Launched at Holongi to Support Border Trade and Local Farmers.

A new daily market has been inaugurated at Holongi town in Papum Pare district along the Assam-Arunachal border, with the aim of boosting local livelihoods and promoting the โ€œVocal for Localโ€ initiative. The newly opened โ€œHigang Khu Daily Marketโ€ is expected to provide fresh opportunities for tribal farmers, small vendors, and local traders from the border region.

The market was formally inaugurated by Takar Rava, Additional Deputy Commissioner (ADC) of Balijan, in the presence of Nabam Nisam, President of the Holongi Huto Market Welfare Committee. The initiative has been facilitated by the Higang Khu Society with the objective of encouraging local trade and community participation.

The newly established market is expected to serve as an important platform for local tribal farmers and vendors to directly sell fresh organic vegetables, fruits, agricultural produce, and other indigenous products. Organizers believe the initiative will strengthen the rural economy while encouraging the promotion of locally produced goods in the border areas.

Women vendors who attended the inaugural programme welcomed the initiative and stated that the market would improve economic opportunities for local communities while also helping strengthen social and cultural relations between the people of Assam and Arunachal Pradesh. Vendors appealed to residents of the Capital Complex area to visit Holongi market for fresh organic produce instead of travelling to Harmoti or Gohpur, while assuring customers of fair and affordable prices.

Tap Tapum Higang, the proprietor of the land where the market has been established, stated that the initiative was launched as a community service rather than a profit-oriented venture. He said the market would help promote trade and strengthen ties between the two neighbouring states. To encourage participation, the usual daily vendor fee of โ‚น100 has been temporarily waived. ADC Takar Rava appreciated the initiative and assured administrative support while also urging vendors and visitors to maintain cleanliness and hygiene within the market premises.

Murtem Questions Legality of ANSU Counting and Oath-Taking Procedure.

All Nyishi Studentsโ€™ Union (ANSU) has found itself at the center of a fresh controversy surrounding its recent election and oath-taking process, after ANSU Vice-President Tadak Lardak Murtem publicly raised serious objections regarding the legality and constitutional validity of the developments within the organization. Referring to the ANSU Constitution and Bye-Laws, Murtem questioned whether the procedures followed during the leadership transition were conducted in accordance with the organizationโ€™s established constitutional framework. The issue has now sparked discussions among student leaders, supporters, and members of the Nyishi community regarding the transparency and legitimacy of the process.

Murtem stated that the ANSU Constitution serves as the โ€œsacred guiding documentโ€ of the organization and emphasized that every decision taken by the union must strictly adhere to its constitutional provisions. According to him, the constitution clearly specifies that the outgoing President is solely responsible for administering the oath to the newly elected President. However, he argued that after the court suspended the powers of President-elect Lezen Gyadi, no person or authority remained constitutionally empowered to carry out the oath-taking ceremony. He maintained that any process conducted outside the framework of the constitution would amount to a violation of the unionโ€™s democratic principles and institutional guidelines.

In his statement, Murtem also directed several questions toward Romesh Maga and the individuals associated with the election process. He questioned the legality of continuing the counting procedure despite the matter being under court consideration and sought clarification regarding the constitutional basis for proceeding with the oath-taking ceremony. Murtem further alleged that the counting process was conducted without the presence of the Returning Officer (RO) and Presiding Officer, which, according to him, raises serious concerns over procedural transparency. He additionally claimed that the ballot counting was completed hurriedly without the presence of candidates and their authorized counting agents, thereby creating doubts about the fairness and credibility of the process.

Despite his criticism of the developments, Murtem stated that he continues to maintain complete faith and respect in the Nyishi Elite Society (NES), which has been involved in overseeing and mediating matters related to the issue. He explained that it was out of respect for NES and its leadership that he had refrained from holding any public press conference or media interaction until now. However, he indicated that he would soon meet the concerned authorities and subsequently hold an official press briefing to present his concerns and position before the public in detail.

Reaffirming his commitment to the organization, Murtem declared that he would continue his fight to safeguard the ANSU Constitution and Bye-Laws and ensure that the rights and interests of future student leaders are protected. He stressed that constitutional values and democratic procedures within student organizations must be upheld at all costs to preserve institutional integrity and public trust. โ€œNo one can breach the Constitution of ANSU,โ€ Murtem stated firmly, adding that the organizationโ€™s constitutional framework must remain above personal or political interests.
