Srinagar, 23rd May 2026: The Lieutenant Governor, Shri Manoj Sinha today Joined Nasha Mukt Jammu Kashmir Padyatra in Shopian where citizens from all walks of life vowed that narco‑terrorists will be driven out from every corner of UT of Jammu Kashmir.

Addressing the gathering, the Lieutenant Governor said this collective resolve heralds the dawn of a new era.

“From every lane and by‑lane of UT, voices are rising in unison, demanding that not a single drug smuggler be spared. What began 43 days ago in Jammu has now surged into a powerful grassroots movement, echoing across communities with unstoppable force,” the Lieutenant Governor said.

The Lieutenant Governor said that by destroying the lives of our children, thousands of smugglers and narco-terrorists have built their own dark fiefdoms. He said each brick of that sordid realm is being pulled down. The cup of suffering borne by the people at the hands of drug smugglers has overflowed; their collective cry of “no more” has risen into an unstoppable roar. He further stated that every drug sold in our towns and villages is like a bullet pressed against the chest of the people.

“Wherever drug smugglers and drug traffickers take root, their first victims are our youth. I know that many parents across Jammu Kashmir live under this shadow of fear, constantly worried that their family could be the next target. We must banish that fear completely and ensure safety for every household in the Union Territory,” the Lieutenant Governor said.

The Lieutenant Governor also highlighted that more than 7,000 women’s committees have been formed in Jammu Kashmir and it is now the administration’s duty to empower these committees and ensure they can work effectively. In the past 43 days, 797 FIRs have been registered and 894 drug smugglers and peddlers have been sent behind bars. 59 traffickers have been arrested under PIT‑NDPS provisions. 81 narcotic palaces built with the traffickers’ black money have been demolished. 101 immovable properties have been attached and seized. Other assets worth crores have been attached. 457 driving licenses have been suspended. Recommendations have been made to cancel passports of 22 smugglers and to cancel registrations of 606 vehicles. Large quantities of drugs have been seized. About 5,641 drug stores were inspected; licenses of 268 stores were suspended or cancelled, and FIRs filed against 6 drug stores.

A comprehensive rehabilitation policy is also being prepared. The Lieutenant Governor said that our aim is not only to free addicted youth through de‑addiction programs but also to reintegrate them into the mainstream by providing employment and jobs.

Jammu, 21st May 2026: The Lieutenant Governor, Shri Manoj Sinha today laid the foundation stone of Akshaya Patra’s centralized kitchen facility in Katra. Once operational, this facility will provide 5000 nutritious meals to school children every day. On the occasion, the Lieutenant Governor also spoke about Akshaya Patra’s future projects in Union Territory of Jammu Kashmir including upcoming kitchen facility in Jammu.

"I urged stronger collaboration between Government and Social Organisations to empower younger generation. We must ensure that school children receive balanced, nourishing meals. Every child deserves access to healthy food and we need to make sure no child is left behind," the Lieutenant Governor said.

The Lieutenant Governor spoke on legacy in ordinary life emphasising that it rests on 3 questions - what are we creating, what are we preserving, and what will we hand over to future generations? He said we must add another question to that list: what are we feeding our children? He further observed that nutrition of our young generation will shape our future.



The Lieutenant Governor stated that a hungry child cannot learn, and a school that cannot feed its children cannot honestly create equal opportunities for progress. He said that decades of global research and their outcomes have shown that nutrition and education are not separate things; education rests on the foundation of good nutrition.

"Children who eat balanced, nutritious meals concentrate better, retain information more effectively, and participate more actively in class. Protein, vitamins, and a balanced diet supply the basic energy for thinking and understanding of a child. I want every school in Jammu Kashmir to remember, when we provide nutritious meals in schools, we are not merely filling stomachs but we are shaping future thinking.

The next generation is not just our future but they are the living expression of the dream and aspiration we wish to build as a nation. Their education, health, and confidence are a shared pledge and a collective responsibility of society. The values, knowledge, and faith we instill in children today will shape Jammu Kashmir’s and India’s decades to come," the Lieutenant Governor said.

On the occasion, the Lieutenant Governor applauded self-less service of Akshay Patra, which is among the world's largest NGOs in the school meal sector, currently serving over 20 lakh children across 16 states and 3 UTs.

Speaking on the occasion, the Lieutenant Governor said the Nari Shakti, honored by Lal Ded National Award, has achieved remarkable accomplishments in their respective fields. Srinagar, 19th May 2026: Lieutenant Governor, Shri Manoj Sinha today, joined people’s movement against drugs in Pulwama and addressed the citizens. He urged the people to strike the final blow against drug abuse, so together we dismantle the narco-terror network and save our young generation from addiction.

“This past month, Jammu Kashmir has witnessed public spirit awaken. In Baramulla I saw thousands raising their voices against drugs. Similarly, in Jammu, Samba, Udhampur, Kathua, Srinagar and other districts I saw young people and parents resolutely committed to this fight,” the Lieutenant Governor said.

When drug smugglers earn money, our youth lose their future and that money arm terrorists against innocents in Jammu Kashmir. That is why my resolve is unshakable and my promise firm that we will remove drug smugglers and peddlers from Jammu Kashmir's soil,” the Lieutenant Governor said.

Lieutenant Governor warned the narco-terror ecosystem that they no longer can hide and the law enforcement agencies are on their trail.

“We will hunt you down even in your deepest hideouts. Our mission is not just arrests but the complete destruction of narco-terror empire and tearing out the very roots from which this poison spreads,” the Lieutenant Governor said.

It is pertinent to mention that since 11th April, about 897 drug smugglers and peddlers have been arrested. Recommendations have been made to cancel passports of 18 traffickers. Additionally, driving licenses of 382 traffickers and peddlers and registrations of 386 vehicles have been cancelled. Forty-nine immovable properties have been seized and 45 properties demolished.

Across both Jammu and Kashmir divisions nearly 5,045 drug stores have been inspected; licenses of 225 drug stores have been suspended, licenses of 27 stores cancelled, and FIRs registered against 6 stores. From 11th April until now, 393,000 programs have been held throughout Jammu and Kashmir, with millions taking part through awareness and outreach activities. To strengthen ground-level monitoring and rehabilitation, 6,646 village women’s committees and 2,997 youth clubs have been formed across Jammu and Kashmir, to block drug trafficking and ensure rehabilitation of those trapped by addiction. More than 100 helpline calls are being received each day, and over 52,000 patients have received treatment in addiction treatment facilities so far.

“As this 100-days campaign advances, we must fuel its momentum. Stay vigilant. Stay united. I want people of Jammu Kashmir to remember that stopping one peddler saves a life, and every life saved weakens terror in the valley. Together, we will break addiction’s chains in Jammu Kashmir, end terrorism, and light up our streets, homes, and future. A month ago, we dreamed of a drug‑free Jammu Kashmir. Today, we are proving it is real,” the Lieutenant Governor said.

The Institution of Engineers (India), Jammu Centre celebrated World Telecommunication & Information Society Day on 17th May, 2026 with the theme “Digital Lifelines-Strengthening Resilience in Connected World”. The event was attended by Engineers from various Departments, Organizations and Senior Engineers along with Members of the Committee of IEI, Jammu Centre.
Dr. Piyush Singla, IAS, Secretary to the Government, IT Department, J&K Govt. graced the occasion as Chief Guest, Sh. Ajay Khajuria, Professor-of-Practice, MIET, Jammu, Advisor-KPMG; Former Marketing Head–Bharti Airtel, J&K was the Keynote Speakers. Er. Anil Verma, FIE Chairman, IEI, Jammu Centre presided over the function.
Er Anil Verma, FIE; Chairman in his Welcome Address touched the pros & cons of the present days Digital Lifelines. While glorifying their versatility, he lamented that although the ecosystem of present times is quite enabling but it is equally mind disabling. The Artificial Intelligence has completely enslaved the humans and has halted their thinking & innovative capabilities. He requested all the stakeholders to work in tandem to develop mechanisms to strengthen resilience in breaking this technological inertia of human minds. This will go a long way in checking the self-imposed inrush of digital euphoria in the World. He also emphasized that professionals should develop such systems which strengthen the cyber security network of our nation.
Sh. Ajay Khajuria, Keynote Speaker dwelt at length about the importance of connectivity in the present day’s World’s and informed that 95% of the internet connectivity in the World is through submarine cables and resilience needs to be built to safeguard them to stay connected. He suggested multiple fibre routes, backup power systems to sustain uptime and graphically separated sites of Data Centres for resilience. He concluded that when networks stay strong, societies stay strong.
During the seminar Er. B. L. Rawal, FIE; Er. Gopal Krishan Sharma, FIE; Er. Ranjeev Sawhney, MIE & Er. Joy Ganjoo, AM Technologist also presented their papers on the theme.

The speakers advocated for telecom as “Essential Service” with no complete shutdowns and establishment of separate CERT for J&K. They also asked for safeguarding the digital systems from floods and other such nature’s furies. They also stressed that Digital resilience is now a public safety requirement and all the concerned need to work in the direction for ensuring that this becomes a reality.
The Chief Guest deliberated about various initiatives being undertaken by the government under Digital and technological driven administration and development of resilient digital infrastructure. He advised everyone to use data with diligence keeping in mind cyber hygiene. He also informed the house that J&K State Data Centre is now ISO Certified and our applications are one of the best in the World. He highlighted the initiatives being taken up by the government under e-governance, online citizen services, development of digital public platforms, e-office implementations, cyber security initiatives and transparent digital administration.

Lieutenant Governor completes his self-enumeration, urges citizens of Jammu Kashmir to self-enumerate their household details and fulfil their civic duty



Srinagar 17th May 2026: The Lieutenant Governor, Shri Manoj Sinha completed his self-enumeration today, marking the beginning of the House listing and Housing Census (HLO) operations in the UT of Jammu Kashmir. Lieutenant Governor said that census 2027 assumes historic significance as it is India’s first fully digital and paperless Census integrating advanced digital technologies, mobile-based data collection systems and self-enumeration mechanisms. He said the exercise is aimed at ensuring greater efficiency, transparency, accuracy and real-time monitoring of operations.

Lieutenant Governor further observed that Census 2027 carries special significance for the UT in view of urban expansion, migration trends, expansion of municipal jurisdictions and evolving developmental priorities. The Census will generate reliable and granular datasets essential for evidence-based governance, targeted welfare delivery and long-term planning.

Self-Enumeration period from 17 May 2026 to 31 May 2026 will collect information regarding several key aspects of the housing and conditions of buildings. Questions in this phase will cover aspects such as Housing conditions, Household assets, Amenities and facilities, Access to sanitation and drinking water, Type of construction, Communication and transport facilities, Availability of electricity and internet.

The second phase which is the Population Enumeration will be conducted in February 2027 in normal areas while in snow-bound and non-synchronous areas of Jammu & Kashmir will be conducted earlier in September 2027 as per notified timelines with separate operational arrangements and logistics planning. This phase will collect demographic and socio-economic information relating to Population, Age, Gender, Literacy, Occupation, Migration, Marital status, Disability, Fertility and other demographic indicators.

Extensive preparatory activities have already been initiated across the Union Territory in coordination with the Office of the Registrar General and Census Commissioner, India. More than 27,000 field functionaries, including Enumerators and Supervisors, are being deployed across Jammu & Kashmir and their registration and digital integration are being undertaken through the Census Management and Monitoring System (CMMS). QR-coded appointment letters and identity cards are also being generated through the digital platform.

A comprehensive multi-tier training framework has been put in place for effective capacity building of Census functionaries. National Trainers have trained Master Trainers, who subsequently conducted training of Field Trainers across districts. Training programmes for Enumerators and Supervisors through trained Field Trainers are being organised in phased batches with focus on Census concepts and definitions, field protocols, use of mobile-based applications, digital data capture systems, household engagement techniques, facilitation of self-enumeration and adherence to data confidentiality provisions.

Special operational planning is also being undertaken for remote, hilly and snow-bound areas of Jammu & Kashmir to ensure timely completion of Census activities under challenging geographical and climatic conditions. Separate operational arrangements, logistics planning and deployment strategies are being put in place for such areas.

A robust multi-layered digital security architecture has been established to safeguard integrity and confidentiality of data at every stage of collection, transmission, storage and processing. Key safeguards include end-to-end encryption, secure digital transmission protocols, protected data storage systems, role-based access controls and certified data centres designated as Critical Information Infrastructure.

Self-Enumeration represents one of the most important and citizen-centric innovations in Census 2027 and is expected to transform public participation in the Census process. Through this facility, households will be able to directly submit their Census information digitally through a secure online portal during the notified period.

Srinagar, 14th May 2026: Lieutenant Governor Shri Manoj Sinha today inaugurated the 'Shaurya Gatha' Complex at SM Hill in Tangdhar, Karnah in Kupwara District. The initiative marked a significant milestone in the promotion of battlefield tourism, heritage preservation and border area development.

The Lieutenant Governor applauded Northern Command, Chinar Corps, and all officers, soldiers, engineers, workforce and local residents for the completion of the prestigious project in a short span of time. He said our brave soldiers laid down their lives to defend the motherland, and their courage and sacrifice should be instilled in every Indian as a powerful source of pride and inspiration.

“The dedication of our forces and people is the true strength of the nation. The Shaurya Gatha Complex stands as a tribute to the valour and sacrifices of Indian soldiers. This initiative will create new opportunities for border area and battlefield tourism, homestays, local crafts and youth entrepreneurship,” the Lieutenant Governor said.

The Lieutenant Governor also highlighted the stark contrast between development on this side of the Line of Control and the conditions in illegally Pakistan-occupied Kashmir, noting that Jammu & Kashmir is witnessing an era of peace, progress and prosperity, while PoJK continues to suffer from neglect and misgovernance. He reaffirmed that Jammu & Kashmir was, is and will always remain an integral part of India.

“Jammu & Kashmir is moving forward with development on all fronts. There is a renewed sense of self-confidence, and the society is prosperous and peaceful than ever before,” the Lieutenant Governor said.

He also reiterated that the administration is committed to the development of the border region. He observed that the initiative like promotion of valour site under Bharat Rannbhoomi Darshan initiative will usher economic growth and prosperity in Tangdhar-Karnah region, besides showcasing the rich defence legacy and culture of the region.

He said that seven villages of Tangdhar, Karnah have been included under the Vibrant Village Programme, ensuring improved infrastructure, livelihood opportunities and quality of life.

Highlighting the importance of the Sadhna Tunnel, the Lieutenant Governor stated that it will significantly enhance connectivity, security, and economic activity in the region by providing all-weather access and facilitating trade, education, healthcare and disaster response.

"I urge citizens across the nation to visit Shaurya Gatha Complex and plan their holidays at the offbeat destinations of Kupwara", the Lieutenant Governor said.

The Lieutenant Governor also lauded the Army for their significant contribution to the Nasha Mukt Jammu Kashmir campaign.

"Tangdhar remains a strategic location where our neighbour persistently attempt to escalate narco-smuggling activities. The development of an airport-like facility by the Army in the region will serve as a critical asset in our mission against drug smuggling," he said.

The Lieutenant Governor also called upon the police department and security forces to maintain the highest level of alertness. Our surveillance must be foolproof to ensure that no illegal drugs enters our territory, he further said.

He also expressed his deepest gratitude to the people, especially the school students for their unwavering support to Nasha Mukt J&K campaign.
