Traffic (Minor Offences) Rules and the charges motorists face following the rollout of the new NTSA Instant Fines system.

A. Charges on vehicle identification offences.
1. Driving without number plates or with incorrectly fixed plates → sh10,000
2. Failing to carry a valid inspection certificate → sh10,000
3. Driving without the correct licence endorsement for your vehicle class → sh3,000
4. Failing to renew your driving licence → sh1,000
5. Failing to carry or produce your driving licence when requested by police → sh1,000
6. Driving a psv while unqualified → sh5,000
7. Owner or operator employing an unlicensed psv driver or conductor → sh10,000
8. Failing to fit or maintain prescribed speed governor in psv or commercial vehicle → sh10,000
9. Failure to carry functional fire extinguisher or fire kit in psv → sh2,000
10. Failure to carry reflective/warning signs (lifesavers) when vehicle obstructs traffic → sh2,000
11. Failure to have seat belts in motor vehicle as prescribed → sh1,000 per missing/incorrect seat

B. Speeding offences: If you drive above the speed limit, the fines are:
1. Exceeding speed limit by 1–5 km/h → Warning
2. Exceeding speed limit by 6–10 km/h → sh500
3. Exceeding speed limit by 11–15 km/h → sh3,000
4. Exceeding speed limit by 16–20 km/h → sh10,000.

C. Traffic rule violations: If you fail to follow road rules, the fines are:
1. Ignoring a police officer’s instructions → sh3,000
2. Ignoring traffic signs → sh3,000
3. Failing to stop when instructed by a police officer → sh5,000

D. Obstruction offences: If your vehicle blocks or obstructs traffic, the fines are:
1. Leaving a vehicle in a position that obstructs traffic → sh10,000
2. Failing to display reflective triangles or warning signs when vehicle obstructs traffic → sh3,000.

E. Pedestrian & pavement offences: If you break these rules, the fines are;
1. Driving on a pavement or pedestrian walkway → sh5,000
2. Pedestrian willfully obstructing traffic → sh500

F. PSV offences: If you break these rules, the fines are:
1. Driving a PSV while unqualified → sh5,000
2. Owner or operator employing an unlicensed PSV driver or conductor → sh10,000
3. PSV driver or conductor not wearing uniform or special badge → sh2,000
4. Allowing an unauthorized person to drive a PSV → sh3,000

G. Motorcycle offences: If you break these rules, the fines are;
1. Carrying more than one pillion passenger → sh1,000
2. Riding without protective gear → sh1,000 per rider

H. Passenger & conduct offences: If you break these rules, the fines are:
1. Touting → sh3,000
2. Failing to refund fare for incomplete journey → sh3,000
3. Passenger boarding or alighting at unauthorized place → sh1,000
4. PSV driver picking or setting down passengers outside authorized bus stops → sh3,000

I. Belt offences: If you break these rules, the fines are:
1. Missing or faulty seat belts in a vehicle → sh1,000 per missing/incorrect seat
2. Not wearing a seat belt while vehicle is in motion → sh500
3. PSV conductor failing to keep seat belts in clean, dry, and usable condition → sh500

J. Vehicle safety equipment offences: If you break these rules, the fines are:
1. Failure to carry reflective/warning signs (lifesavers) → sh2,000
2. PSV without functional fire extinguisher or fire kit → sh2,000
3. PSV or commercial vehicle not fitted with prescribed speed governor → sh10,000

K. Mobile phone use while driving; If you break this rule, the fine is:
1. Using a mobile phone while the vehicle is in motion → sh2,000

L. Public transport offences: If you break these rules, the fines are:
1. Picking or setting down passengers outside authorized bus stops or terminals → sh3,000
2. Passenger boarding or alighting from a matatu/omnibus at unauthorized place → sh1,000

M. Passenger safety offences: If you break this rule, the fine is:
1. Travelling with part of your body outside a moving vehicle → sh1,000

A Thai ship was hit by unidentified projectiles in the Strait of Hormuz, causing and an explosion at the stern and fire in the engine room, Thailand’s transport ministry said on Wednesday.

The Thai-flagged bulk carrier Mayuree Naree was struck off the northern coast of Oman amid the Iran war.

The ministry said 20 crew members were rescued after abandoning the vessel in a lifeboat and were picked up by the Omani navy and three were still missing.
