IEBC Moves Narok County Tallying operation From Maasai Mara University to Bomas after Tension and unrest... like our page for daily updates no charges

Narok County returning officer Dr. Sidney Namulungu said that there is a 'breach of peace' at the tallying centre and proceeding with the declaration of the governor-elect shall not be feasible.

The Independent Electoral and Boundaries Commission (IEBC) has shifted operations of Narok County tallying centre to the Bomas of Kenya due to unrest in the premise.

In a statement on Sunday, Narok county returning officer Dr. Sidney Namulungu said that there is a 'breach of peace' at the tallying centre and proceeding with the declaration of the governor-elect shall not be feasible.

Namulungu therefore noted that the governor results shall be announced at the National Tallying Centre in Bomas.

"However due to the breach of peace at the county tallying centre, it will be impossible to continue with declaration of the county governor election result at the tallying centre," read the statement.

"Owing to the foregoing, the proceedings at the IEBC Narok County tallying centre Maasai Mara University are hereby moved to the National Tallying Centre at Bomas of Kenya." Like our page for daily updates no charges

Kenyans have expressed their dissatisfaction with the verification process since it began, with some wondering why there is a delay and others wondering what procedure is being followed to make the announcements.

As the call to speed up the tallying process continues, the IEBC has come out to clarify the concerns raised and explain the order they are following.

1. Verification of transmitted image of results Forms 34A against original Forms 34B.

The IEBC was to verify results from both electronically submitted Forms 34A and physical (original) Forms 34A submitted at the National Tallying Centre by County Returning Officers during this process, which has already been completed.

2. Verification of constituency Forms 34A against their respective original Forms 34A.

The verified Forms 34A are compared to the physical Forms 34B, which are also submitted by the County Returning Officer's (CRO's).

CROs were required to submit two forms to the National Tallying Center: Forms 34A and 34B.

The commission is currently at this stage and has already verified 133 Forms, compared to the total number of constituencies that voted.

However, some Returning Officers have yet to arrive at the location to submit their documents for processing.

3. Collation of Form 34C and confirmation of the constitutional threshold of 50 per cent plus one vote and a 25 per cent majority of counties.

Forms 34B will now be compiled (collated) into a single document, resulting in Form 34C.

The commission will confirm who has achieved the required 50 per cent plus one per cent to determine the winner.

Presidential results.

As the country waits for the Independent Electoral and Boundaries Commission (IEBC) chairperson Wafula Chebukati to announce the presidential results, Kenyans have been attempting to debunk the debate over Forms 34A, which have taken center stage in the vote tallying process.

According to the IEBC, various forms are used in the verification of presidential election results.

It is worth noting that all Forms 34 are used to document Presidential results.

The following is a list of the forms and their functions:

Form 34A.

It is used to record results from polling stations. The County Returning Officers complete and sign the document, which is then submitted to the IEBC portal and accessed at the National polling station, the Bomas of Kenya.

The form includes the number of votes cast for each presidential candidate, the total number of registered voters in that station, and the number of rejected, protested, disputed, and valid votes.

Form 34B.

This document is used to collate all the numbers from different polling stations and class them under the constituency level bracket.

It entails the polling station codes, station name, numbers of registered voters, vote totals for each candidate, and the number of valid votes cast.

This means that there are 290 Forms 34B representing the number of constituencies.

The process helps to verify whether what was indicated in Form 34A matches what is in Form 34B.

Form 34C.

This is a compilation of all Forms 34B into one document. It is the official document from which chairman Chebukati will announce the results and declare the president.

The verification process however takes time as one form can take a returning officer anywhere between 20 to 30 minutes. That translates to long hours considering the fact that there are 290 forms...like our page for daily updates no charges
