ALICOR COMMENDS HOUSE OF REPRESENTATIVES FOR PASSAGE OF LANDMARK COMMUNITY RADIO ACT — URGES SENATE CONCURRENCE

The Association of Liberia Community Radio (ALICOR) extends its profound appreciation to the Honorable House of Representatives for the historic passage of the “Act for the Ownership, Management, Licensing, Sustainability, and Operations of Community Radio Stations in Liberia.” This landmark legislation marks a significant step forward in strengthening grassroots communication, promoting media freedom, and empowering rural communities with reliable, independent, and accessible information.

The House of Representatives' passage of this Act demonstrates a strong commitment to advancing democratic participation, enhancing community development, and safeguarding the role of community radio as a vital platform for civic engagement and national cohesion. ALICOR acknowledges the tireless efforts of lawmakers, civil society partners, media advocates, and community stakeholders who contributed to shaping this critical legislation.

ALICOR Spotlight highlights the professional journey of an enterprising journalist from Rivercess County — Aaron Geezay of the Rivercess Broadcasting Service

Broadcast Journalist | Youth Advocate | Education Promoter

In the heart of Liberia’s southeastern region, where the River Cess River meets the Atlantic, one name has steadily become synonymous with community voice and change — Aaron Wesley Geezay.

A devoted broadcast journalist, youth advocate, and education promoter, Aaron has spent much of his professional life using the power of radio and community engagement to inform, educate, and inspire transformation across River Cess County.

Aaron currently serves as Station Manager of the River Cess Broadcasting Service (RBS) — the county’s first and most influential media institution — and as the County Correspondent for the Liberia Broadcasting System (LBS).

His journalistic reach extends far beyond the microphone; his voice has become a trusted medium through which rural communities connect with national conversations and decision-makers.

A Journey Rooted in Community and Service
Aaron’s journey into journalism began with a passion for storytelling and public service.

After earning his diploma in journalism from the Thomas P. Fallah (T-FIVE) Professional School of Journalism in Neezoe, Paynesville, he began his career at Excel Communications Network (Radio 5) in Monrovia, a station owned by former Montserrado County Representative Thomas P. Fallah.

In 2015, driven by a sense of purpose and a desire to serve his people, Aaron returned home to River Cess County to join RBS Radio. There, he quickly rose through the ranks — from an eager field reporter to a respected manager and mentor.

Over the years, his work has evolved from basic reporting to development-oriented journalism, focused on amplifying local voices and addressing issues of governance, education, health, youth empowerment, environment, and natural resource management.

Through his reporting with RBS, DCN Radio, and other national outlets, Aaron has become a household name in River Cess.

His stories are known for their balance, clarity, and strong community connection — traits that have earned him both professional respect and public admiration.

Champion of Development Journalism

For Aaron, journalism is not merely about headlines — it is a tool for community transformation. His consistent coverage of education, governance, and youth participation has sparked public discussions that influence policy and drive social change.

Aaron’s contributions have not gone unnoticed. He is a two-time award winner of the Liberia Media Center’s Best Forest Reporter of the Year, an award supported by the European Union through the Multi-stakeholder Forest Governance and Accountability Project (MFGAP).

In 2022, he shared second place with colleague Eric Opa Doue, and three years later, he again secured the second-place honor — a testament to his excellence in environmental and forest reporting.

Beyond his personal achievements, Aaron has become a pillar of mentorship, guiding young reporters in River Cess to uphold the values of truth, integrity, and service in journalism.

His leadership continues to strengthen community media across the county.

Youth Leadership and Education Advocacy
Aaron’s impact extends far beyond the newsroom. As the Founder and Executive Director of Youth in Action for the Promotion of Quality Education (YAPQUE) — a youth-led, community-based organization established in 2017 — he has dedicated himself to improving education in rural Liberia.

YAPQUE’s mission centers on increasing school enrollment and retention through play-based learning and community engagement. Under Aaron’s leadership, the organization has partnered with Mercy Corps through the EJO Project, funded by Play International, to promote education, inclusion, and social responsibility among young people in River Cess.

Through awareness campaigns, youth dialogues, and educational events, Aaron and his team have worked tirelessly to align community initiatives with the Ministry of Education’s goals, giving children not just access to classrooms, but opportunities to thrive within them.
Impact and Legacy
Aaron’s work reflects a rare blend of professionalism and purpose. He has:
• Advocated for improved educational opportunities and infrastructure in rural communities.
• Promoted youth involvement in local decision-making and leadership.
• Used radio to amplify marginalized voices and drive civic engagement.
• Helped bridge communication gaps between citizens, authorities, and development partners.

Through his voice and vision, Aaron Geezay continues to prove that journalism — when grounded in service and empathy — can be one of the most powerful tools for community empowerment and national development.

FOR IMMEDIATE RELEASE

PUL Condemns Sentencing of Journalist to 30 Days in Jail

(September 10, 2025): The Press Union of Liberia (PUL) strongly condemns the wrongful sentencing of Liberian journalist Eric Opa Doue to 30 days in prison on a baseless charge of criminal coercion by the Cestos City Magisterial Court in Rivercess County.

On Monday, September 8, 2025, Magistrate Dixon Yeahgar ordered journalist Doue jailed, in what the PUL describes as a calculated scheme by certain judicial and state actors to intimidate, harass, and silence independent journalists.

The Union is deeply concerned that Magistrate Yeahgar, acting in concert with the newly appointed County Attorney of Rivercess, Martin Tumoe, and police officer Ojuku Weeks, blatantly ignored an earlier in-chambers settlement.

Under that arrangement, journalist Doue was mandated to retract and apologize for his publication concerning Officer Weeks — a requirement he evidently complied with through multiple retractions and public apologies.

Despite this, these justice actors still pressed ahead to have him handcuffed and imprisoned, subjecting him to humiliation.

“Frankly, Magistrate Yeahgar has committed a grave misapplication of justice by wrongly detaining the journalist under a charge that has nothing to do with the facts of the case. He has allowed himself to be used as an instrument of intimidation against the press,” the PUL declared.

The Union views this action as an abuse of judicial power, which undermines the recent pledges by newly installed Chief Justice Yamie Quiqui Gbeisay to ensure fair and impartial application of the rule of law.

The PUL further questions the discriminatory handling of a similar case involving journalist Methuselah Gaye, who published a similar story and later retracted and apologized.

Gaye was set free and had the charges dropped.

“This contradiction strongly suggests that journalist Doue is being targeted for his history of critical reporting on governance issues in Rivercess County,” the Union emphasized.

What makes this case even more troubling is the timing of Attorney Tumoe’s recent appointment as Rivercess County Attorney by President Joseph Boakai, raising serious public concern over whether the jailing of journalist Doue was a reward for his persecution.

The PUL calls for the immediate release of journalist Eric Opa Doue, stressing that he is not a criminal and should never have been jailed under false pretenses.

Meanwhile, journalist Doue’s lawyer, Attorney Bruce Boweh, who is working at the request of the PUL, has expressed disappointment in the court’s decision, noting that despite a mutually agreed settlement, the Court still chose to send the journalist to jail.

The ongoing detention of journalist Doue marks the fourth attempts to have him placed behind bars since August 13, 2025 in order to suppress his freedom of press and expression.

Background and timeline:

August 13, 2025: Eric Opa Doue was arrested by court sheriffs at the direction of Associate Magistrate Debah Zuku Debah of the Yarpah Town Magisterial Court. Following his release on the same day, he was instructed to reappear on August 18, 2025, which he did but without a lawyer. He was subsequently informed by the Magistrate to re-appear with a legal counsel by August 20, 2025, or risks re-arrest.

August 14, 2025: Methuselah Gaye was detained following a complaint by police officer Ojuku Weeks, who filed a criminal coercion charge as a private prosecutor. Officer Weeks alleged that the journalists had published “false allegation” linking him to narcotics possession and bribery.

August 15, 2025: Journalist Gaye was temporary released after posting bail without legal counsel, while Eric Opa Doue was taken to prison on 15 August 2025, at Cestos Prison, unable to immediately pay the cash bond.

August 16, 2025: Eric was released, based on personal recognizance, after spending a night in jail.

August 20, 2025: The Yarpah Town Magisterial Court dropped the “criminal contempt of court” charge against journalists Eric Opa Doue and Methuselah Gaye after legal representation and concerted advocacy efforts by the PUL.

September 3, 2025: Both journalists Eric Opa Doue and Methusaleh Gaye appeared before the Cestos City Magisterial Court as part of the start of hearings into the charge of Criminal Coercion filed by police officer Ojuku Weeks.

During the hearings, the Cestos City Magisterial Court dropped the criminal coercion charge against Methuselah Gaye at the request of the State Prosecutor or County Attorney, Martin N. Tumoe, acting on behalf of officer Weeks, a private prosecutor.

The decision to drop the charge against journalist Gaye was made because the State Prosecutor said he was apologetic and remorseful unlike his colleague Eric Opa Doue.

However, an in-chambers settlement was reached for Eric to apologize and retract his publication, and then re-appear before the court with evidence, something he did, but was yet sentenced to 30-days in prison because he did not submit a hardcopy of the newspapers in which the publications were made.

Their rise to leadership positions demonstrates how grassroots broadcasters are transitioning into prominent roles on the national stage.

FOR IMMEDIATE RELEASE

Magisterial Court Drops Criminal Charge Against Journalists in Rivercess After Advocacy and Legal Representation by PUL

(August 21, 2025): In a significant victory for press freedom, the Yarpah Town Magisterial Court in Rivercess County has agreed to drop the “criminal contempt of court” charge against Liberian journalists Eric Opa Doue and Methuselah Gaye. This decision comes after legal representation and concerted advocacy efforts by the Press Union of Liberia (PUL).

The court’s decision was delivered by Magistrate Debah Zuku Debah on August 20, 2025, after a compelling pleading by Attorney Bruce Boweh, who was appointed by the PUL to safeguard the interests of the journalists.

While the criminal contempt charges were agreed to be dropped, the Magistrate has imposed the minimum fine of fifty United States Dollars on each of the journalists and has required them to submit a formal written apology to the Court, along with a retraction of their allegations of court bribery disseminated through their media outlets.

The successful representation by Attorney Boweh marks an important triumph, safeguarding the rights of Doue and Gaye from ongoing harassment, intimidation, and threats that sought to undermine their journalistic freedom.

PUL President Julius Kanubah expressed relief at the Magisterial court’s decision, emphasizing the importance of the Kamara Abdullah Kamara Act of Press Freedom and Liberia's commitment to the Declaration of Table Mountain.

Attorney Boweh, who traveled to Rivercess on August 19, stated before the Court that while the journalists' reports contained factual inaccuracies, these were not intended to detract from the Court’s integrity; rather, they aimed to inform the public on a critical issue.

Prior to his involvement, Attorney Boweh affirmed his commitment to the PUL and the Court to disclose any substantiated evidence of bribery, and should there be none, to advocate for the dismissal of the criminal contempt charge by acknowledging the shortcomings in the journalists’ report.

Following a thorough assessment, Attorney Boweh concluded that the journalists lacked credible evidence to support their claims of bribery against the Court, having relied instead on unnamed informants and conjecture.

This finding was consistent with the PUL’s earlier evaluations and the journalists’ own admission of their inaccuracies, which they have publicly acknowledged and apologized for—a practice deemed acceptable in both journalistic ethics and legal proceedings.

Background:
Eric Opa Doue was apprehended by court marshals on August 13, 2025, at the behest of Associate Magistrate Debah Zuku Debah. After a release, he was instructed to appear before the court on August 18, 2025, but attended without legal representation. The Magistrate subsequently mandated his reappearance with legal counsel by August 20, 2025, to avoid the risk of re-arrest.

In the second case of criminal coercion, Methuselah Gaye was detained on August 14, 2025, following a complaint lodged by police officer Ojuku Weeks, who is acting as a private prosecutor. Officer Weeks alleged that the journalists had made “false allegation” implicating him in narcotics-related offenses and bribery.

Both journalists spent a night in custody, later released upon meeting stringent bail conditions: Gaye paid a cash bond of 60,000 Liberian dollars or USD 300, while Doue was released after paying 2,000 Liberian dollars or USD 10, with support from community figures in Rivercess County.

The PUL condemned the arrests as part of what appears to be a coordinated effort to stifle journalistic expression in Rivercess County, raising concerns over the refusal of Public Defender Abraham Nyounway to provide legal representation to the journalists.

Pending before the Cestos City Magisterial Court is a case of criminal coercion against the journalists, overseen by Associate Magistrate Dixon Yeahgar. The PUL will collaborate with journalists Doue and Gaye, along with Attorney Boweh, to seek a just and amicable resolution in the days ahead.

Julius Kanubah

FOR IMMEDIATE RELEASE

PUL Deploys Legal Representation for Journalists Facing Criminal Charges in Rivercess

(August 20, 2025): The Press Union of Liberia (PUL) has deployed distinguished journalist and Attorney-at-Law Bruce Boweh to represent two Liberian journalists, Eric Opa Doue and Methuselah Gaye, who are currently facing criminal charges in Rivercess County.

The charges of “criminal contempt of court” and “criminal coercion” stem from publications by the journalists that allege corruption within the Yarpah Town Magisterial Court, specifically claims of bribery and the controversial release of a police officer allegedly apprehended with narcotics.

In addressing the situation, PUL President Julius Kanubah emphasized the Union’s strong commitment to ensuring the journalists’ freedom from the criminal charges, expressing gratitude to Atty. Boweh for taking on this critical role.

“The unfettered freedom of journalists is of paramount concern to the Union,” Kanubah stated.

Bruce Boweh, a former editor at the Liberia Broadcasting System and an award-winning judicial correspondent of the erstwhile Independent Star Radio Liberia, possesses more than two decades of experience characterized by ethical journalism, integrity, and media leadership.

“We are confident that Bruce will utilize his extensive knowledge of journalism and law to plea effectively for our colleagues, seeking the dismissal of all criminal charges through legal arguments and constructive dialogue,” asserted Kanubah.

The PUL emphasizes the importance of dropping the criminal charges, noting that anti-free speech offenses have been decriminalized under the Kamara Abdullah Kamara Act of Press Freedom. Additionally, Liberia's commitment to the Declaration of Table Mountain, which calls for the abolition of criminal defamation laws, reinforces this stance. “No journalist should endure harassment, intimidation, or silencing due to published content, particularly when such content has been clarified and rectified,” the PUL states.

Background:

On August 13, 2025, Eric Opa Doue was arrested by court sheriffs at the direction of Associate Magistrate Debah Zuku Debah of the Yarpah Town Magisterial Court. Following his release, he was instructed to reappear on August 18, 2025, which he did but without a lawyer. He was subsequently informed by the Magistrate to re-appear with a legal counsel by August 20, 2025, or risks re-arrest.

On August 14, 2025, Methuselah Gaye was detained following a complaint by police officer Ojuku Weeks, who filed the criminal coercion charge as a private prosecutor. Officer Weeks alleged that the journalists had published “false allegation” linking him to narcotics possession and bribery.

Subsequently, both journalists were temporarily released after spending a night each in jail and meeting excessive financial and community bail conditions—Methuselah upon paying a cash bond of 60,000 Liberian dollars (USD 300) and Eric upon paying 2,000 Liberian dollars and with the support of prominent Rivercess County figures.

The PUL criticized the arrests and excessive cash bond fees, labeling them as part of what appears to be a coordinated effort to harass, intimidate and silence journalists in Rivercess County. The Union also questioned the refusal of Public Defender Abraham Nyounway to represent the journalists.

The PUL is monitoring the situation and will provide update after today’s court re-appearance by the journalists at the Yarpah Town Magisterial Court, presided over by Magistrate Debah Zuku Debah.

For Immediate Release

ALICOR Welcomes U.S. Government’s Concern over Aggression against the Media

Monrovia, Liberia — August 17, 2025 — The Association of Liberia Community Radio (ALICOR) welcomes the United States Government’s 2024 Human Rights Report highlighting aggression against the media, particularly community radio stations, with specific reference to the recent case involving Radio Kakata.

In that case, then Margibi County Superintendent Victoria Duncan — now Circuit Judge of the 13th Judicial Circuit Court — forcibly removed Mr. Jerry Quoi, citing alleged financial malpractice. This action, for which she had no legal authority, represents a troubling misuse of power to silence the media and a clear violation of press freedom.

ALICOR hopes this acknowledgment will serve as a warning to public officials who may attempt to use their positions to suppress the media. Community radio stations, though often under-resourced, play a vital role in advancing national priorities by promoting peace, reconciliation, and development.

The association also recalls numerous attacks on community radio stations over the years, often carried out by government officials seeking to evade accountability for their actions. ALICOR reaffirms its commitment to defending the independence of Liberia’s community radio network and ensuring that journalists can work without fear of censorship or political interference.

ALICOR envisions an environment where community radio stations can serve freely as the voice of the voiceless — free from censorship, intimidation, or harassment.
