. : A Leader a People Cannot Abandon

By Acj Favour Amuka NMI

There are moments in the life of a people when leadership is not merely about politics, it is about destiny. Enugu State is in such a moment.

Governor Peter Ndubuisi Mbah did not come into office with noise. He came with preparation. He came with clarity. He came with a blueprint. And in a remarkably short time, he has altered the rhythm of governance in a way that many once believed was impossible.

Today, the evidence speaks louder than any campaign slogan ever could.

Communities that once felt forgotten now feel connected. Roads are not promises written on billboards, they are visible arteries of economic revival. Farmers move produce with less struggle. Traders spend less on transportation. Families travel with greater ease. Infrastructure is no longer symbolic, it is functional.

Security, which once cast a shadow of fear in parts of the state, is being confronted with firmness and intelligence. There is a renewed sense of safety. Markets operate with confidence. Investors make inquiries without hesitation. When security improves, dignity returns to the people. That dignity matters.

What distinguishes Governor Mbah is not just what he is building, it is how he is building it. His governance is structured, intentional, and deeply interconnected. Education is being redesigned to prepare children for a digital future. Agriculture is being aligned with industrial growth. Technology is strengthening transparency and efficiency. This is not scattered development. It is coordinated transformation.

Great progress demands time. No serious reform matures overnight. To interrupt a carefully designed system simply for the sake of political change would be to gamble with the future. Societies rise when they sustain excellence, not when they disrupt it.

There is also a moral dimension to leadership. When a leader works with discipline, delivers measurable results, and governs with focus, the people have a responsibility to acknowledge it. Democracies do not thrive only by changing leaders. They thrive by retaining effective ones.

Beyond party lines, beyond personal affiliations, a growing number of citizens recognize the seriousness of this administration. Respect cannot be manufactured. It is earned. Governor Mbah has earned it through relentless work.

Enugu is rising, not by accident, but by design.

In moments like this, the decision before the people becomes clear. Do we protect progress, or do we risk returning to cycles of unfinished ambition? Do we reward competence, or do we normalize mediocrity?

History favors societies that recognize when they have found steady hands.

Governor Peter Ndubuisi Mbah represents steady hands. Focused leadership. Measured strength. Vision backed by ex*****on.

A people who have begun to see what is possible should never settle for less again.

Ndi Enugu, our tomorrow is here!

*Budget of Renewed Momentum Unleashed, as Mbah Takes Unprcedented Steps to the Development of Enugu State.*

By Dr. Reuben Onyishi(Ugoachataberu)

Governor Mbah of Enugu State has, by the budget he presented to the Enugu State House of Assembly, on Tuesday, 2nd December 2025, taken giant steps in the developmental trajectories of Enugu State. The budget sum is unheard of in the history of Enugu State, a whooping N1.62 trillion. It is stunning and amazing, given that Enugu is not an oil producing state that takes from the derivatives. As a matter of fact, Enugu had been regarded as a civil service state until Mbah came on board and turned the state around.

What the governor has done over the past two years is intentional and targets a humongous economic growth of the state. The intention is to make Enugu one of the best three subnational economies in Nigeria by revving up the GDP of the state to &30 billion, make Enugu the first choice of investment destination, tourism and living, and then ultimately reduce the state's poverty headcount index to zero per cent. Mbah, by every bit of his actions, is driven by these objectives.

Under Mbah's watch, the budget as at 2024 when he had fully taken over was (he assumed office in the middle of 2023) N521.5 billion, consisting of N414.3 billion capital expenditire, representing 79 per cent of the total budget sum, and N107.2 billion recurrent expenditure, representing 21 per cent of the entire budget sum. The budget aimed to engender disruptive economic growth, radical infrastrictural development, and efficient services. It was tagged the budget of "Disruptive Economic Growth." It was, indeed, disruptive as the state had never received such fiscal estimation in its life. Yet, it was morning on a creation day. The budget structure pointed to where the administration was headed for. Capital expenditure took a far larger chunk of the budget than recurrent expenditure. Needless to say, the budget did 100 per cent in performance, as it was prudently implemented.

Impatient with the growth plan, Mbah came up with yet another stunning budget outlay in 2025, tagged "Budget of Exponential Growth and Inclusive Prosperity" presented on 26th Novemeber, 2024, passed by the Enugu State House of Assembly and signed into law on 24 December, 2024 with a total of N971.84 billion, structured with a humongous sum of N837.9 billion slated for capital expenditure, representing 86 per cent of the total budget sum, while the sum of N133.1 billion, being 14 per cent of the expenditure plan, was projected for recurrent expenditure.

Looking at the previous budget of 2024, capital expenditure rose by over 100 per cent while recurrent expenditure was crashed to the abysmal low, from 21 per cent in the 2024 budget to 14 per cent in the 2025 budget. This was a signpost to Mbah's determination to channel the state's resources to infrastructural development with an eye on social services as education alone, as it was in the 2024 budget, securing 33 per cent of the entire budget sum.

How then did the 2025 budget fare. That will tell whether there is even any need to such an unheard-of estimate in 2026. FAAC projection for 2025 was 150 billion; the actual receipt was 230 billion. IGR would have exceeded 400 billion by the end of the year, which was 221.6 per cent increase from 2024 IGR. Total revenue came up to N836 billion. A total sum of N138 billion was spent on salaries, pensions and essential government services, which stood at 92 per cent performance. Capital projects took N667 billion, spent on roads, schools, hospitals, water infrastructure, transport terminals and revamped state assets. Now, looking at the budget summarily, a total of N971 billion was estimated, and the actual was N805 billion, leaving a performance rate of 82.9 per cent. So, the total budget implementation against N971 billion was 83 per cent approximately, meaning that almost everything provided for in the budget was met.

The 2026 budget is indeed a budget of Renewed Momentum, a quantum leap from the previous budgets, and a daring one at that, a whooping N1.62 trillion, being an increase of 66.5 per cent from the 2025 budget. The capital expenditure is projected at 1.2 trillion, which is 80 per cent of the entire budget sum and recurrent expenditure estimated at 321 billion, representing 20 per cent of the budget. FAAC receipts are projected at N387 billion, and IGR N870 billion. Capital receipt is estimated at N329 billion.

Meanwhile, looking at the sectoral breakdown of the budget, education, as it was in the two previous budgets, is getting 32.5 per cent. Admin sector is getting N128 billion while the economic sector is getting a copius sum of N825.9 billion. The social sector is projected to get N644 billion, taking 40 per cent of the budget.

From the budget, it is clear that Mbah is taking, this time, giant steps in the development of the state. He would build, this time, smart secondary schools, farm estates in the 260 wards of the state, build 1200 kilometres of urban roads, 10 kilometres of road in each of the 260 wards, build transport terminals at Emene, Udi, Awgu, 4-Corner and Obollo Afor, complete 40-kilometre Owo-Ubahu-Amankanu-Neke-Ikem dual carriage way,, complete the dualization of Abakapa Nike-Ugwuogo- Opi Nsukka Road, bring in 200 sedan for city taxi, procure 14 more airplanes for Enugu Air, bring the number of aircrafts in the fleet to 20; complete the C wing of the state secretariat, build 15000 mass housing units which is the first phase of the 30,000 housing units as planned; complete and fully equip the 260 type-2 hospitals, upgrade 51 secondary health facility and complete and fully equip the 300-bed Enugu International Hospital and structurally upgrade parklane. In sports, the Nnamdi Azikiwe Stadium and Awgu Games Village shall be refurbished in preparation for the hosting of the National Sports Festival. A total of 11 billion is budgeted for the second phase of security surveillance in 12 additional local governments, while Awhum waterfall and caves, Nsude and Ngwo pine forest, Akwuke sand beach shall all be revamped and zip lines built in some of them, the first of its kind in the nation.

Alas! It is massive what Mbah proposed to do this time, and, indeed, they shall all be done given that they are founded on already built assets. The New Enugu City, for instance, is expected to rake in , with mathematical precision, the sum of N300 billion. What all this means is that Mbah has really rejiged the economy of Enugu State and has opened up the state for utter development. Looking at this unprecedented big ticket budget, Enugu is taking its place in the annals of the big subnational economies in the country.Enugu has deeply entered the trillions in the order of Rivers and Lagos. Already, the state in 2024 became the best in fiscal viability in the country, following its humongous increase in IGR. While 2024 was valorised, the IGR came up to a stunning N400 billion in 2025, 221 per cent per cent quantum leap. It is not yet known to anyone, nor has it entered into the hearts of men what Mbah prepares for Enugu State. In four to eight years of Enugu under Mbah's watch, it shall be Uhuru.

PUBLIC WARNING: THE UGLY TRUTH ABOUT UCHE NNAJI’S FORGERY SCANDAL, AND WHY THE UNN VICE CHANCELLOR MUST NOT BE DRAGGED INTO HIS SELF-INFLICTED DISGRACE

ACJ-FAVOUR AMUKA'S DESK

*...Forgery + Perjury + False Declaration + Abuse of Public Office = Automatic Criminal Conviction, Kuje Prison has more than enough space to host him for years.*

That Uche Nnaji still roams about Nigeria’s political corridors pretending to be a statesman is an embarrassment of national proportions. The disgrace that follows him is not hearsay, not conjecture, not conspiracy, it is documented, traceable, and self-inflicted. And the Nigerian public deserves to know every detail.

The letter issued by the Vice-Chancellor of the University of Nigeria, Nsukka (UNN), Prof. Ortuanya, comes on the heels of an earlier pronouncement by the National Youth Service Corps (NYSC), which had distanced itself from the discharge certificate purportedly belonging to the minister. The certificate in question, bearing the serial number A231309 and dated 1986, had already been flagged by the NYSC as invalid months before the latest development.

According to findings by the investigative media team, several contradictions undermine the minister’s narrative. A major point of concern is the timeline between his alleged graduation and the service year he claims to have completed. While the degree certificate he presents carries a July 1986 date, the NYSC certificate shows that he supposedly served from April 16, 1985, to May 15, 1986. This presents two major anomalies:

1. The service duration curiously spans 13 months, instead of the statutory 12-month programme.

2. More critically, the commencement date of the alleged service year predates his claimed graduation date by roughly three months, implying that he began national service before even obtaining his degree—an unprecedented occurrence in the history of NYSC since its establishment in 1970.
The irregularities deepen when examining the signatory on the certificate. At the time the minister claims to have been in service, the NYSC was headed by Col. Edet Akpan, who served as Director of the Corps between January 1984 and December 1987. However, the certificate presented by the minister is signed by Col. Animashaun Braimoh, who only assumed office later as the fifth head of the NYSC between January 1988 and December 1990, a period that does not align with the minister’s alleged service year.

Another inconsistency arises from the designation of the NYSC’s chief executive during the mid-1980s. Official records show that the head of the Corps was referred to as “Director” throughout that era. The titles “National Director” and subsequently “Director General” were adopted years later, well into the 1990s. Yet, the minister’s purported discharge certificate carries the signature of a “National Director” in 1986, long before that nomenclature was introduced.

Taken together, these discrepancies, conflicting dates, incorrect signatories, and the use of anachronistic official titles, cast serious doubt on the authenticity of the certificate and the claims surrounding it.

1. THE UNDENIABLE FACT: UCHE NNAJI SUBMITTED A FORGED DEGREE CERTIFICATE

The University of Nigeria, Nsukka (UNN) has made its position unambiguously clear:
The university did NOT issue the degree certificate Nnaji paraded before the Nigerian Senate during his ministerial screening.

This is not coming from rumour merchants.
This is coming from official UNN correspondence, signed and released through proper administrative channels.

Worse still, UNN records show that:

As of 1986, Nnaji was still resitting MCB 431 (Virology)

He never passed the course

He never graduated

Therefore, he could never have legitimately obtained a 1985 degree certificate

Yet he submitted one.

That, by every legal definition, is forgery.

2. FORGERY BECAME PERJURY THE MOMENT HE SWORE AN OATH

During his ministerial screening, Nnaji did not merely submit forged documents,
he swore an oath affirming that those documents were authentic.

That is the textbook definition of:

Perjury

False declaration under oath

Criminal misrepresentation

In any country with a functioning justice system, the next place for someone who commits perjury in the Senate is Kuje Prison, not a ministerial seat.

3. THE NYSC CONFIRMED HIS “CERTIFICATE” IS ALSO SUSPICIOUS

The NYSC disowned the discharge certificate he submitted for screening.

At this point, even a blind man can see that the pattern is not coincidence,
it is deliberate fraud.

4. THE UNN VICE CHANCELLOR IS NOT THE VILLAIN, HE IS DOING HIS JOB

What is most shameful is the desperate attempt by the Nnaji camp to drag the Vice Chancellor, Prof. Ortuanya, into a matter he has no hand in.

A Vice Chancellor responding to an official inquiry, especially one originating from a reputable national newsroom, is performing a constitutional, administrative responsibility.

He is the custodian of the university Senate records.
He must respond to:

FOI requests

ROI requests

Journalistic inquiries

Government panels

International verification enquiries

And any legitimate demand for academic authentication

The UNN constitution demands transparency, not secrecy.

The VC cannot, and must not, lie simply because a disgraced ex-minister wishes the truth to disappear.

5. THE PUBLIC MUST KNOW HOW NNAJI TRIED TO MANIPULATE THE SYSTEM

One of the most disturbing revelations is that:

The earlier confirmation that misled the public was NOT signed by the Registrar

It was signed by a woman who signed “on behalf of the Registrar”

The letter was sent from a personal email, not the university’s official channel

It was printed on UNN letterhead without proper authorization

This alone is a punishable administrative offence.

This is why the Registrar later issued a clean, authoritative rejoinder disowning the certificate.

Meaning:

Every “confirmation” Nnaji relies on has collapsed in the face of proper verification.

6. THE EDUCATION MINISTRY PANEL IS SITTING ON DAMNING FACTS

Reliable insiders state that the committee set up by the Ministry of Education has uncovered even more disturbing details, details so damaging that releasing them may:

Embarrass the Presidency

Raise serious questions about due diligence

And make Nigerians question the integrity of the federal appointment process

If the panel releases what it has found, it will be the final nail in the coffin for Nnaji’s political future.

7. THIS IS WHY THE TINUBU GOVERNMENT MUST DISTANCE ITSELF IMMEDIATELY

President Tinubu cannot afford this stain.
2027 is not far.
Nigeria’s diplomatic image cannot carry the weight of a ministerial forgery scandal.

Distancing the administration from Nnaji is not optional, it is survival politics.

8. UCHE NNAJI SHOULD THANK GOD THIS IS NIGERIA, IN ANY SERIOUS COUNTRY HE WOULD BE IN PRISON BY NOW

Let us be frank:

If this were the UK, US, Canada, or even South Africa, Nnaji would already be:

Arrested

Charged

Prosecuted

Stripped of privileges

And jailed

Forgery + Perjury + False Declaration + Abuse of Public Office = Automatic Criminal Conviction

But because Nigeria sometimes tolerates criminal audacity, he is still walking around, smiling, plotting political comebacks, and attacking innocent institutions.

9. PUBLIC ADVICE TO UCHE NNAJI

For his own good, and for whatever remains of his dignity,
Uche Nnaji should:

Stay away from politics

Stop dragging UNN into his self-made disgrace

Stop harassing a Vice Chancellor who only told the truth

And seriously consider removing himself from public view

Because if the law finally lands on his table, Kuje Prison has more than enough space to host him for years.
