AKWA IBOM GOVERNOR CELEBRATES SENATOR UDOMA AT 72

Akwa Ibom State Governor, Pastor Umo Eno, PhD, has congratulated Senator Udoma Udo Udoma, CON, on the occasion of his 72nd birthday.

In a message delivered through his Chief Press Secretary, Ekerete Udoh, the Governor, on behalf of the Government and people of Akwa Ibom State, joined the family, friends and associates of the statesman to celebrate a life marked by integrity, excellence and uncommon service.

In keeping with my promise to clear the backlog of gratuities, I have approved the release of an additional ₦2.3 billion for payment.

With this latest release, we have now paid nearly ₦80 billion out of the ₦111 billion backlog of gratuities and other emoluments dating back to 2012, we inherited in 2023.

We will continue to steadily reduce the backlog because our retirees deserve dignity and respect.

Beyond gratuities, we remain committed to social investment. So far, 335 ARISE Compassionate Homes have been delivered, with a target of 500 in this first term. Through the ARISE Elderly Care Initiative, elders receive monthly support across our wards, while over 10,000 vulnerable citizens are covered under the ARISE Medical Insurance Scheme at no cost.

We will keep walking the talk, building infrastructure, supporting our people, and ensuring that no one is left behind.

Governor Eno Releases Additional N2.3bn for Payment of Gratuities

…Total payment made now stands at almost N80bn from total inherited backlog of N111bn

In fulfillment of his promise to the Akwa Ibom people to continually pay down the backlog of gratuities, a fact he emphasized during the presentation of the 2026 Budget, Governor Umo Eno, PhD, has released an additional sum of N2.3 billion for the payment of gratuities.

With the release of this amount, Governor Eno has so far paid about N80 billion in gratuities and other emoluments since assuming office on May 29, 2023.

It will be recalled that on assumption of office, the Governor met a backlog of N111 billion in gratuities and other emoluments dating back to 2012.

Governor Eno had promised during the 2023 campaigns to regularly release funds to pay down the backlog, a promise he has been keeping with passion and intensity.

The payment of gratuities ties into a key focus of his administration, which is social investment and a commitment to compassionate and altruistic pursuits.

The Governor had made this point clear in his inaugural address, promising to be the voice and symbol of the vulnerable, drawing from his life story of triumph over adversity.

Today, nearly three years after coming into office, 335 ARISE Compassionate Homes have been built and handed over to beneficiaries, and he remains on track to fulfill the promise of building and delivering 500 units in his first term in office.

Fifty elders continue to receive N50,000 monthly support on a rotational basis drawn from all 369 wards in the state through the ARISE Elderly Care Initiative, alongside over 10,000 of the most vulnerable who have been enrolled in the ARISE Medical Insurance Scheme free of charge.

He is doing all these while still executing audacious projects that cut across tourism, aviation, agriculture, infrastructure, healthcare, education, power, among others.

Governor Eno is indeed walking the talk. The people are happy, and it can only get better.

TEXT OF PRESS BRIEFING ON THE PURPORTED INTER-AGENCY COMMITTEE REPORT On OIL WELLS

Gentlemen of the Press,

The Akwa Ibom State Government has carefully reviewed recent media reports suggesting that oil wells attributed to Akwa Ibom State may be “returned” to Cross River State following the submission of a “report” by a Federal Government Inter-Agency Committee to the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC).

We consider it necessary to restate the facts clearly and authoritatively, in order to prevent misinformation and deliberate distortion of constitutional realities.

Firstly, the Revenue Mobilisation Allocation and Fiscal Commission has publicly clarified that what it received on 13th February 2026 is a draft report — not a decision, not an approved recommendation, and certainly not a reallocation of oil wells. The Commission has described the circulating claims as speculative and not reflective of any final position.

Beyond this procedural clarification lies a more fundamental issue — the binding authority of the Supreme Court of Nigeria and the settled history of this dispute.

In Suit No. 124/1999, Cross River State sued Akwa Ibom State over two principal matters:
1. The northern non-estuarine boundary involving 24 villages of Oku, Itu, and Ayadehe in Itu Local Government Area of Akwa Ibom State; and
2. The southern estuarine boundary where the oil wells are located.

On 24th June 2005, the Supreme Court ruled in favour of Cross River State only with respect to portions of the northern boundary. The Court dismissed Cross River’s claim over the estuarine southern territory, where all the oil wells are situated.

In its landmark pronouncement, the Court made it clear that the October 10, 2002 judgment of the International Court of Justice on the land and maritime boundary between Nigeria and Cameroon had fundamentally altered Cross River State’s coastal status. The Court held that the ICJ decision effectively eliminated Cross River’

135 Akwa Ibom Youths Graduate from Free ARISE ICT Programme

…as Gov. Eno pledges expanded digital skills partnerships

No fewer than 135 young people in Akwa Ibom State on Saturday, January 31, 2026, graduated from a free, intensive ICT training programme at the ARISE ICT Hub, Uyo.

The graduation ceremony marked the successful completion of the capacity-building initiative sponsored by the Personal Assistant to the Governor on Volunteer Services, Ambassador Sunday Usikhifo, and held at the ARISE ICT Hub, No. 8 Etuk Street, Uyo.

Congratulating the graduands, Akwa Ibom State Governor, Pastor Umo Eno, commended their dedication and applauded the sponsor for aligning the initiative with the objectives of his ARISE Agenda.

The Governor, who was represented by the Commissioner for Science and Digital Economy, Engr. Frank Ekpenyong, reaffirmed his administration’s commitment to strategic partnerships that will equip more youths with relevant digital skills and position them to harness opportunities in the rapidly growing digital economy.

He noted that the state government would continue to support initiatives that promote innovation, entrepreneurship, and technology-driven employment, adding that discussions were already underway to expand collaborations with public and private sector players in the ICT space.

In a goodwill message, the Commissioner for Youths Development, Dr. Ekerette Ekanem, hailed the sponsor for his consistent efforts toward youth empowerment and development.

Earlier, in his welcome address, Ambassador Sunday Usikhifo described the ceremony as a checkpoint in a journey powered by curiosity, persistence, and problem-solving. He explained that the training was deliberately designed to move participants beyond basic computer use to practical skills in building, securing, and optimising digital systems.

“ICT is not just about computers; it is about communication, connection, and turning ideas into impact,” he said.

Linking the programme to the digital transformation goals embedded in Governor Umo Eno’s ARISE Agenda, the Governor’s aide urged the graduates to see technology as a tool for solving real human problems. He cited the recently launched ARISE Youth Employment Portal as an example of how digital solutions can simplify processes and create opportunities at scale.

Amb. Usikhifo stressed that while technologies and programming languages will continue to evolve, the most valuable asset the trainees had acquired was the mindset to keep learning and adapting.

“Use your skills responsibly. Build systems that include, not exclude. Create technology that serves people, not just profit. Protect data, respect privacy, and remember that behind every user is a human being,” he charged.

He encouraged the graduates to be bold innovators and lifelong learners, noting that while some would go on to work with global firms, others would build home-grown solutions for their communities.

“You are not just users of technology; you are shapers of the future,” he declared.

The sponsor also appreciated parents and guardians for their support and commended the instructors and facilitators for their patience and dedication throughout the training period. He further hinted at post-training support for outstanding participants, including mentorship and linkages to internships and startup opportunities, to ensure the skills acquired translate into tangible economic value.

High-performing students were recognised during the ceremony, while all 135 graduands received certificates of completion amid applause from families, friends, and invited guests.

The event attracted stakeholders from the technology ecosystem, government officials, and youth groups, all of whom described the initiative as a practical step toward reducing unemployment and building a digitally skilled workforce in Akwa Ibom State.

The Chairman of the State Civil Service Commission, Mrs. Ekereobong Umoh, disclosed this on Monday during the commencement of the exercise at the commission’s headquarters, explaining that the decision to start with health professionals was in line with a specific directive by Governor Umo Eno to urgently strengthen the state’s medical workforce.

According to her, candidates currently being screened include pharmacists, radiographers, medical officers and pharmacy technicians, among others.

“We are starting with the health sector, which has about 25 cadres that we are going to address within the next two weeks or so,” Umoh said.

“His Excellency gave a separate approval that many health workers should be recruited to strengthen the service.”

She commended Governor Eno for instituting what she described as a transparent and merit-driven recruitment process, stressing that political patronage has been eliminated.

“The era of ‘who you know’ is over. This is a process where if you pass, you pass,” she stated.

Mrs. Umoh explained that only candidates who scored 50 per cent and above in the CBT were shortlisted for the oral interview, adding that anyone who appeared at the venue without meeting the benchmark was immediately disqualified.

She also warned candidates to present original copies of their academic and professional certificates, noting that the civil service does not process appointments based on result notifications alone.

“Some candidates came with notifications of results. We have told them to go back and bring their original certificates. That is what the civil service works with,” she clarified.

The commission chairman further revealed that the Ministry of Science and Digital Economy is collaborating with the commission by handling candidate accreditation to ensure the credibility and integrity of the exercise.

Addressing concerns about possible “godfatherism,” Umoh assured the public that recruitment would be strictly based on available vacancies and merit.

“If you don’t have anybody, you have God and you have the process set up by the Governor. Then you are good to go,” she said, reaffirming her commitment to integrity.

She added that while not all vacancies could be filled at once, successful candidates would be absorbed progressively as positions become available.

Some of the candidates expressed satisfaction with the conduct of the exercise, describing it as seamless and credible.

They commended Governor Umo Eno for providing a conducive environment and ensuring transparency.

One of the candidates, Dr. Victor Edom from Uruan Local Government Area, said he was invited for the oral interview after scoring over 70 per cent in the CBT.

“I received the email inviting me for the interview on Friday, and I thank God I was able to attend today. I appreciate the Governor for this transparent process,” he said.
