I wanted to share an update on two Bills designed to make life easier for tradies that have now passed their first reading in Parliament.
For a long time, our building consent system has been bogged down by delays. Even straightforward plumbing and drainlaying jobs get held up by long inspection wait times, which frustrates tradies and costs homeowners time and money. We’re changing that.
The first Bill (Self Certification by Plumbers and Drainlayers Bill) will allow skilled plumbers and drainlayers with a solid track record to sign off on their own work. Electricians and gasfitters have done this for years, and it works well. This won’t apply to complex or higher-risk projects, but the change will free up councils to focus on processing those faster.
To give a sense of the scale, around 16,000 new standalone homes were consented in 2024, and most of those included plumbing or drainage work that could have been self-certified.
The second Bill we put forward is all about strengthening standards across the wider building sector. If we’re giving trusted professionals more responsibility, then we need to make sure the disciplinary and complaints processes are fit for purpose. That means more tools for the Licensed Building Practitioners Registrar, better systems for handling complaints, and new Codes of Ethics for key trades. It also means publishing details of suspensions so Kiwis can steer clear of bad operators.
New Zealand was built by skilled tradies who take real pride in their work. Cracking down on cowboys protects the reputation of the whole industry and backs those who are just trying to get on with the job, while giving Kiwis confidence that their homes are in the hands of people supported by strong checks and balances.
I’m looking forward to these Bills progressing as we keep pushing to make it easier and more affordable to build in New Zealand.
