Arawa, Bougainville: Yesterday marked an important milestone in LMEL’s journey in Bougainville, reflecting another meaningful step toward local empowerment and sustainable community development.
The occasion celebrated the onboarding and formal handover of a Class Six License to LMEL’s first Bougainville female Light Vehicle Driver — a proud achievement that highlights the growing role of women in Bougainville’s workforce and the Company’s commitment to developing local talent.
B. Prabhakaran, Managing Director, Lloyds Metals, commented on the occasion: “At LMEL, we believe true progress is built together with the community. Our commitment goes beyond business, it is about creating opportunities, supporting social development, and empowering local people to grow alongside us. This milestone reflects what can be achieved when communities, landowners, and organizations work hand in hand toward a shared future.”
The event was attended by Mr. Mark Dovai and Ms. Miriam Damana, Hon. Minister for Lands Mr. Henry Potabu, Chief John Duni from the Department of Lands, and members of the LMEL team.
In recognition of their continued support as customary land custodians of the Mogen Junction area, LMEL also carried out a formal handover of licenses to Mr. Mark Dovai and Ms. Miriam Damana, further strengthening the relationship between the Company, landowners, and the wider community.

070526 HUTJENA SECONDARY SCHOOL REMINDS PARENTS AND GUARDIANS THAT PROJECT FEES FOR ABLUTION BLOCK IS DUE AS AGREED

The management of Bougainville’s Premier Secondary School, the Hutjena Secondary school is reminding Parents and Guardians that the FIFTY KINA fee for the building of a new ablution block for the school in now due and Parents and Guardians have the end of this month to make their payments to the School.
The biggest school has not received much support from the Government in terms of changing old buildings that the school continues to utilize till today.

Leaders Reach Amicable Resolution on Long-Standing Bougainville Funding Matter
Port Moresby, 5 May 2026
The leadership of the Autonomous Bougainville Government and the National Government have successfully
reached an amicable and unified resolution to a long-standing legal matter arising from OS 85 of 2025, marking a
significant milestone in cooperative governance, fiscal reconciliation, and service delivery.
Vice President Hon. Ezekiel Masatt, Hon. Albert Punghau, Minister for Treasury and Finance, Hon. Patrick Nisira,
Minister for Technical Services, and Hon. Peter L. Tsiamalili Jr., Minister for National Works and Highways and
Regional Member for Bougainville, convened over the past two days in Port Moresby to bring finality to the matter
through constructive dialogue and principled engagement.
Following the National Court ruling, all parties entered into good-faith negotiations with the shared intention of
resolving outstanding issues prior to escalation to the Supreme Court. This process has now culminated in a
mutually agreed position, formalised through a Leadership Resolution adopted on 5 May 2026.
Central to the discussions was the acknowledgment that the Infrastructure Account contained both the Prime
Minister’s Commitment funds and the Regional Member’s Infrastructure and Public Investment Programme (PIP)
allocations, thereby requiring a coordinated, transparent, and jointly verified reconciliation process to ensure
integrity in public financial management and equitable service delivery outcomes.
Key Outcomes of the Resolution
• Reconciliation of Funds: A jointly agreed and verified financial position has been accepted, restoring clarity
and confidence in the management of public funds.
• Recognition of Development Expenditure: All committed expenditures undertaken for legitimate
development purposes have been recognised as valid and aligned with service delivery objectives.
• Future Funding Alignment: It has been agreed that future budget frameworks must clearly reflect Prime
Minister’s Commitments as RDG arrears, ensuring consistency with Section 326 of the Constitution and the
Organic Law on Peace-Building in Bougainville.
• Strengthened Governance and Transparency: The resolution reinforces adherence to national public finance
frameworks, promoting accountability, transparency, and coordinated intergovernmental financial management.
A Decision for Unity and Service Delivery
At the core of this resolution is a collective decision by all leaders to prioritise unity, mutual understanding, and the
welfare of the people of Bougainville over prolonged legal proceedings.

• A forward-looking approach focused on development delivery rather than dispute

Lloyds Metals has extended critical support to the people of Bougainville, initiating the distribution of essential supplies including rice, meat, and canned food. The company has already airlifted relief materials comprising of 2.5 tonnes of essential items to Buka and is preparing to deliver an additional 35 tonnes of essential food supplies to communities in need.
Lloyds Metals is committed to supplying a total 50 tonnes of essentials and are working on ground to ensure that the most affected sections receive the necessary aid.
Recognizing the challenges faced by remote regions, Lloyds Metals is also mobilizing medical aid and planning targeted outreach to ensure no area is left unsupported. Helicopters will be deployed to access hard-to-reach locations, enabling the timely delivery of both food and healthcare assistance.

Tracking to the east, this system is expected to pass near the western side of Fiji, but should remain offshore — though rainbands and gusty winds are still possible.
