VPN/proxy traffic can be blocked using IP/ASN ACLs, DNS filtering, SNI filtering, TLS fingerprinting, JA3/JA4-based classification, protocol classification and DPI.

But DPI is not decryption. HTTPS/TLS 1.3 and VPN tunnels encrypt the Layer 7 payload, so plaintext keyword inspection is generally not possible without TLS interception or access to the decrypted session.

Encrypted traffic is typically blocked using metadata, known endpoints, protocol fingerprints and policy rules, not by reading the encrypted payload itself.
