The resolution on strengthening the promotion of mental and public health programs in Baguio has been approved by the city council recently.
It shall also be forwarded to the Mental Health Unit, City Health Services Office (MHU-CHSO) for their information and appropriate action.
Adopted from the proposal of Scout Official for a Day (SOFAD) Councilor Ehrol Yhael Fernandez, it is anchored on Republic Act 11036, also known as the “Mental Health Act, signed into law by then President Rodrigo Roa Duterte in July 2017.
Said RA provides that “responsive primary mental health services shall be developed and integrated as part of the basic health services at the appropriate level of care, particularly at the city, municipal and barangay level.”
It also states that “mental health conditions are treated and prevented, and persons affected by mental health conditions can exercise the full range of human rights, and participate fully in society and at work, free from stigmatization and discrimination.”
“There is a need to strengthen and raise the promotion of mental and public health programs to a higher level to reach a wider audience,” the approved resolution states.
In Baguio, the increase of individuals with mental health problems is quite alarming and aggravated by insufficient mental health professionals and facilities to address the growing demand in addressing mental health issues, resolution states further. - jgfianza
