When even a high-ranking government official's own driver gets ticketed for breaking traffic rules, it sends a powerful message โ€” and for LTO Director Gaudioso "Didoy" Geduspan, that message is exactly the point.

This was the statement of LTO Director Geduspan in an interview with Talking Point host Tonette Toledo, where he shared a personal anecdote underscoring the principle that no one is above the law โ€” not even those enforcing it.

Geduspan first informed the host that his driver was recently apprehended by the Public Safety and Transportation Management Office (PSTMO) of Iloilo City, under the leadership of Col. Garbanzos, for beating a red light. Riding in the vehicle at the time was Geduspan's wife, Col. Geduspan. The driver was issued a ticket and subsequently paid the corresponding penalty.

Director Geduspan commended Col. Garbanzos for his team's professionalism and consistency in enforcing traffic rules without exception, describing the incident as proof that his personnel deserve to be recognized as models of impartial law enforcement. For his part, Col. Garbanzos expressed appreciation that a high-ranking government official welcomed and upheld the fair application of the law, even when it applied to his own household.

In a separate development, the LTO's National Office upheld Director Geduspan's recommendation to revoke the driver's license of a lawyer, Atty. Lira, who was apprehended for multiple traffic violations.

BAROTAC VIEJO, Iloilo โ€” For many young Filipinos, securing a Student Permit is a routine first step toward learning how to drive. For three Indigenous youth from the remote Sitio Nagpana in Barangay Lipata, however, it was a dream hindered by distance, limited transportation, and financial hardship.

That dream is now within reach, thanks to the initiative of the LTO Barotac Viejo District Office headed by Mr. Ryan John A. Apalacio, which sponsored the Student Permit applications of Neco, Edward, and Enil after learning about their circumstances during a recent Road Safety Campaign in the community.

Each of the three young men carries aspirations rooted in determination and a desire to uplift not only their own lives but also those of their families and community.

Neco is pursuing a degree in Automotive Technology and hopes to build a career in the automotive industry. Edward is studying Education with the goal of becoming a teacher and serving fellow members of his community. Meanwhile, Enil assists his father in transporting agricultural products from their remote sitio to the town proper, where reliable public transportation remains limited.

Despite their ambitions, the cost of obtaining a Student Permit remained a significant obstacle.

During the LTO's outreach activity in Sitio Nagpana, personnel took the time to listen to residents and better understand the challenges they face. The stories of the three young men stood out, highlighting both the realities of living in a geographically isolated Indigenous community and their determination to create better opportunities for themselves.

Recognizing the importance of supporting their aspirations, the LTO Barotac Viejo District Office covered the processing of their Student Permit applications, allowing them to take the first step toward becoming responsible and licensed drivers.

The initiative reflects the commitment of LTO Region 6, under the leadership of Regional Director Atty. Gaudioso P. Geduspan II, to make government services more accessible, particularly for Filipinos living in geographically isolated and disadvantaged areas.

Beyond issuing permits, the agency continues to promote road safety education while ensuring that government programs reach communities that often face barriers to access.

For the three beneficiaries, the assistance represents far more than financial support. It is a recognition of their aspirations and an opportunity to pursue education, employment, and livelihood with greater confidence.

As the LTO continues to strengthen its community outreach efforts, stories like those of Neco, Edward, and Enil demonstrate that meaningful public service is measured not only by the services delivered but also by the lives transformed. In Sitio Nagpana, a Student Permit became more than a government documentโ€”it became a symbol of opportunity, inclusion, and hope for a brighter future.

Suno sa LTO, โ€œThe alleged violation falls under Section 34(c) of Republic Act No. 4136, which requires motor vehicles to be equipped with devices that allow drivers to vary the intensity of their headlights. The law also requires motorists to dim their headlights or tilt the beams downward when driving on well-lit streets or when approaching another vehicle on a public highway.โ€

Sa idalum naman sang Section I(B)(6) sang Joint Administrative Order (JAO) No. 2014-01, gina-classify ang failure sa pag-dim sang headlights kon may kasugata nga motor vehicle nga โ€œAll Other Violations of Traffic Rules and Regulations.โ€

โ€œThe order further provides that failure to respond within the prescribed period will be deemed a waiver of the registered owner's right to be heard, allowing the case to be resolved based on the available evidence,โ€ dugang pa sa pahayag sang LTO.

โ€œPublic safety is non-negotiable.
