PNP STATEMENT ON PUBLIC ASSEMBLY AND THE RULE OF LAW

The Philippine National Police fully respects the constitutional right of every Filipino to peacefully assemble and express their views. We recognize that peaceful public assembly is an essential part of a democratic society, and we remain committed to protecting that right.

At the same time, the exercise of any right comes with the responsibility to observe the law. Compliance with the legal requirements governing public assemblies, including securing the necessary permits when required, is not a mere formality. These measures are in place to help ensure public safety, maintain order, and protect the rights of both participants and the general public.

Respect for the rule of law must be consistent. Those who invoke it are likewise expected to observe the legal requirements that apply to everyone. No advocacy, no matter how strongly held, places any individual or group beyond the reach of laws that apply equally to all.

The PNP will continue to exercise maximum tolerance, remain impartial, and perform its duty in accordance with the Constitution and the law. Our objective is not to restrict lawful expression but to ensure that democratic freedoms are exercised responsibly, peacefully, and with due regard for the rights and safety of the wider public.

PNP STATEMENT ON THE ONGOING PUBLIC ASSEMBLY ALONG EDSA

The Philippine National Police (PNP) continues to closely monitor the ongoing public assembly at the People Power Monument along EDSA and has implemented appropriate security measures to ensure the safety of participants, commuters, motorists, and the general public.

Effective 5:00 a.m. today, June 30, 2026, the Police Regional Offices 3 and 4A, the National Capital Region Police Office (NCRPO), the National Support Units (NSUs), and Crame-based PNP offices and units were placed under Full Alert Status. All personnel have been directed to maintain full operational readiness and perform their duties in accordance with established operational procedures.

As of 9:00 a.m., a total of 5,936 police and allied security personnel have been deployed in key areas, including the People Power Monument, EDSA Shrine, the Senate of the Philippines, Mendiola, Ayala Bridge, the U.S. Embassy, Liwasang Bonifacio, and other identified locations. Civil Disturbance Management contingents, including the Reactionary Standby Support Forces (RSSF) and Quick Reaction Forces, remain on standby to respond immediately should the need arise.

The PNP recognizes and respects the constitutional right of every Filipino to peacefully assemble and express their views. Police personnel deployed on the ground have been instructed to exercise maximum tolerance, remain impartial, uphold human rights, and carry out their duties with professionalism and restraint.

The PNP likewise calls on all participants to keep the activity peaceful and orderly and encourages the public to cooperate with authorities and observe traffic advisories in areas affected by the assembly. The PNP remains committed to maintaining peace and order while safeguarding both public safety and the constitutional rights of every Filipino.

PUBLIC TIP IGNITES 12-HOUR HUNT, PNP CAPTURES MOST WANTED R**E SUSPECT

The Philippine National Police (PNP), under the leadership of PGEN Jose Melencio C. Nartatez Jr., arrested a most wanted person facing two counts of Statutory R**e after a concerned citizen’s tip ignited a 12-hour manhunt that ended with the suspect’s capture on June 26, 2026.

The operation stemmed from information immediately acted upon by the Police Regional Office 3 (PRO3). Through the combined efforts of the Regional Special Operations Group 3–Regional Intelligence Division (RSOG3-RID), the PRO3 Cyber Patrol of the Regional Intelligence Division, and the Sta. Maria Municipal Police Station, authorities promptly validated the intelligence through online and social media monitoring, enabling them to identify and locate the accused. The manhunt led in the successful service of a Warrant of Arrest for two counts of Statutory R**e issued by the Regional Trial Court, Branch 61, Angeles City, Pampanga, with no recommended bail.

“Every wanted person taken into custody strengthens the rule of law and reinforces public confidence that justice will catch up with those who attempt to evade it. We will continue pursuing fugitives through intelligence-driven operations and strong community partnership,” said PGEN Jose Melencio C. Nartatez Jr.

“Ang tagumpay ng operasyong ito ay patunay na may malaking papel ang mamamayan sa pagpapanatili ng kapayapaan at kaayusan. Sa bawat impormasyong ibinabahagi sa pulisya, mas napapabilis ang pag-aresto sa mga akusado at ang pagpapatupad ng batas,” he added.

The successful operation reflects the PNP Focus Agenda, a strategic framework for organizational transformation designed to make police service more responsive, accountable, and community-centered. This accomplishment underscores the key priorities on Enhanced Managing Police Operations and Active Community Support, demonstrating how intelligence-driven police action, strengthened by timely information from the public, enables the rapid identification, tracking, and arrest of wanted persons.

As the PNP intensifies intelligence-driven operations against wanted persons under the directive of President Ferdinand R. Marcos Jr., it remains steadfast in assuring the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”

PNP HIGHLIGHTS REMOVAL OF 3,429 LOOSE FI****MS IN WESTERN VISAYAS

The Philippine National Police (PNP) commended the Police Regional Office 6 (PRO6) for its sustained campaign against loose fi****ms after 3,429 fi****ms were removed from communities across Western Visayas through voluntary surrender, focused police operations, and strengthened cooperation with local stakeholders.

The accomplishment was presented by PRO6 during a media briefing on Monday, underscoring the region's continuing efforts to prevent gun-related incidents and promote safer communities.

The campaign was carried out through sustained implementation of programs such as Tokhang Kontra Armas Luthang (TKAL), Armas Baylo Bugas, and other community-based initiatives that encourage the voluntary surrender of unregistered fi****ms.

Among the units with the highest number of surrendered fi****ms were the Antique Police Provincial Office with 1,236, followed by the Aklan Police Provincial Office with 978, the Iloilo Police Provincial Office with 959, the Iloilo City Police Office with 177, the Capiz Police Provincial Office with 175, the Regional Mobile Force Battalion 6 with 121, and the Guimaras Police Provincial Office with 37.

Of the total fi****ms collected, 254 have already been turned over to the Regional Forensic Unit for proper disposition, while the remaining fi****ms are being safely secured by the concerned police units in accordance with established procedures.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., lauded the accomplishment, saying that every firearm removed from circulation represents a step toward preventing violence before it happens.

"Hindi lang ito tungkol sa dami ng baril na naisuko. Ang tunay na sukatan ng tagumpay ay ang mga krimeng maaaring napigilan at ang mga buhay na maaaring nailigtas. Kapag nagtutulungan ang pulisya at komunidad, mas nagiging ligtas ang bawat pamilya at mas matatag ang ating kapayapaan."

He also encouraged the public to continue supporting the campaign by coordinating with the nearest police station for the proper documentation or voluntary surrender of undocumented fi****ms.

"Patuloy nating palakasin ang tiwala at pakikiisa ng publiko. Ang bawat responsableng hakbang ng isang mamamayan ay malaking ambag sa kaligtasan ng ating komunidad. Sama-sama nating tiyakin na ang mga baril ay hindi mapupunta sa maling kamay."

The campaign supports the PNP Focused Agenda through Enhanced Managing Police Operations, strengthening crime prevention efforts and reinforcing community engagement. It also complements the peace and public safety initiatives of President Ferdinand R. Marcos Jr. aimed at creating safer and more secure communities across the country.
