The Philippines produces approximately 700,000 to 800,000 college graduates every year. On paper, the nation has one of the highest literacy rates in Southeast Asia. However, Philippine Statistics Authority (PSA) data reveals a sobering reality: nearly 30% of the unemployed population are college graduates.

This "Degree Trap" is a direct result of a lack of coordination between the Commission on Higher Education (CHED) and the national industrial roadmap.

The Structural Mismatch:

The Oversupply: There is a massive surplus of graduates in "popular" fields like Business Administration and Education, while the local economy lacks the industrial base to absorb them.

The Underemployment Crisis: Due to the scarcity of high-value local manufacturing or tech R&D jobs, thousands of licensed teachers and engineers are forced into the BPO sector or retail management—roles that do not utilize their specialized training. This is "brain waste," where the state’s investment in education yields zero specialized economic output.

The Productivity Gap: While the government has focused on "access" to education (Free Tuition Act), it has neglected "quality" and "relevance." According to the World Bank, the "learning poverty" rate in the Philippines is among the highest in the region, meaning degrees are being issued without the corresponding technical skills required by global investors.

When education policy is decoupled from economic reality, a college degree becomes a certificate of debt rather than a ticket to the middle class. The economy is currently producing "over-educated" workers for "under-developed" industries.
