The Department of Agrarian Reform – Municipal Office of Mobo (DARMO Mobo), spearheaded by Engr. Jojie A. Pacheco, MARPO, together with his staff, successfully conducted the retrieval of Collective Certificates of Land Ownership Award (CCLOAs) today at Barangay Polot, Mobo, Masbate at around 10:00 AM. The activity covered the CCLOAs issued to Elmer Lalaguna, et al. (O-920) with an aggregate area of 10.8624 hectares; Necar Bolon, et al. (O-766) covering 4.7119 hectares; and Resurreccion B. Peralta, et al. (O-769) with a total area of 9,879 square meters.

The retrieval of the said CCLOAs forms part of the Department’s continuing efforts to facilitate the proper documentation and preparation for the parcelization process under the Comprehensive Agrarian Reform Program. This initiative ensures that land records are updated, verified, and aligned with existing policies in support of land tenure improvement and equitable land distribution. DARMO Mobo reiterates its commitment to efficient service delivery and the faithful implementation of agrarian reform programs for the benefit of all Agrarian Reform Beneficiaries (ARBs).

Pursuant to the directive outlined in the Memorandum issued by Amadeo C. Cediño, OIC–PARPO II of DARPO Masbate, regarding the retrieval of the Original Copy of the Owner’s Duplicate Copy (ODC) of the Certificate of Land Ownership Award (CLOA) in line with the target for the generation and registration of e-Titles, the Department of Agrarian Reform Municipal Office (DARMO) – Mobo conducted a field activity in Barangay Lomocloc, Mobo, Masbate on March 5–6, 2026. The activity was headed by Engr. Jojie A. Pacheco, Municipal Agrarian Reform Program Officer (MARPO), together with the DARMO–Mobo staff, who immersed themselves in the community to personally coordinate with Agrarian Reform Beneficiaries (ARBs) and concerned stakeholders.

The team facilitated the retrieval and verification of the Original Duplicate Copies (ODC) of CLOAs from the Agrarian Reform Beneficiaries to support the Department’s ongoing initiative to convert manually issued CLOAs into electronically generated titles (e-Titles). The activity also served as an opportunity to orient the ARBs on the importance of safeguarding their land ownership documents and the benefits of the e-Title system, which aims to strengthen land tenure security and improve the efficiency of land registration processes. The initiative reflects the continued commitment of the Department of Agrarian Reform to ensure proper documentation and protection of land ownership rights among farmer-beneficiaries in the municipality of Mobo.

DARMO MOBO UPDATES

The Department of Agrarian Reform Municipal Office (DARMO) of Mobo successfully facilitated the formal organization of the Barangay Agrarian Reform Committee (BARC) in Barangay Bagacay on March 3, 2026, in compliance with Department Administrative Order No. 14, Series of 1990. The activity aimed to strengthen grassroots participation and ensure effective implementation of agrarian reform programs at the barangay level. Representatives from various sectoral groups, including landowners, small owner cultivators, women’s organizations, farmworkers, and barangay-based organizations, were duly elected and constituted as members of the committee.

RUDITO B. LALAGUNA was elected as BARC Chairman representing the Landowners’ sector. The duly organized Barangay Agrarian Reform Committee (BARC) shall act as the primary coordinating body in the barangay for agrarian reform matters, including assisting in the mediation of agrarian disputes, monitoring the implementation of agrarian reform programs, and facilitating the delivery of support services to Agrarian Reform Beneficiaries (ARBs). The committee shall closely coordinate with the Department of Agrarian Reform through the Municipal Agrarian Reform Program Office (MARPO) and DARMO–Mobo to ensure the effective implementation of agrarian reform initiatives for the benefit of farmers and the local community. The organization of the BARC was duly documented and certified by BARC Secretary and SARPT Alex B. Amican and attested by MARPO Jojie A. Pacheco.

Today, February 23, 2026, at 9:30 in the morning, the Department of Agrarian Reform – Municipal Office of Mobo (DARMO Mobo), headed by MARPO Engr. Jojie A. Pacheco, conducted a Mediation and Conference at its office located at Door 3, Kimberly Apartment, Pakwan Road, Brgy. Nursery, Masbate City. The conference focused on the presentation and review of the survey undertaken by Professional Surveyor Jose Reyes on February 6, 2026, covering the agricultural properties under CLOAs T-6718, T-5273, T-5118, and T-5119, with an aggregate area of 18.9051 hectares situated in Barangay Lomocloc, Mobo, Masbate. The survey findings were comprehensively discussed to clarify the technical descriptions, boundary lines, and actual ground measurements in support of the required legal and administrative procedures.
The meeting also deliberated on the proposed installation and fencing of GI barbed wire set on February 27, 2026, as part of the preparatory activities for the Survey and Parcelization of the Collective CLOA pursuant to Administrative Order No. 1, Series of 2021. After due discussion, the mediation resulted in a peaceful and mutually agreed settlement. The Farmers-Respondent, Mrs. Susan Raga, with spouse Eufemio G. Flores of Barangay Lomocloc, Mobo, Masbate, and the Claimants, Mary Ann R. Japson, representative of the landowner Ms. Jennifer Lee, expressed their conformity to the survey results and agreed to proceed with the fencing activity while upholding respect for the established boundaries. The conference concluded in an atmosphere of cooperation and mutual understanding. Notably, Mrs. Jelma Raga of Guentorelan, Mobo, Masbate, did not attend the said mediation.

The Department of Agrarian Reform – Municipal Office of Mobo (DARMO Mobo), headed by Engr. Jojie A. Pacheco, MARPO, conducted the distribution of official mediation letters to concerned Agrarian Reform Beneficiaries (ARBs) and stakeholders in Barangay Guentorelan and Barangay Lomocloc, Mobo, Masbate. The mediation and conference are scheduled on February 23, 2026, in connection with the concerns involving CLOAs T-6718, T-5273, T-5118, and T-5119 located at Barangay Lomocloc. This activity is undertaken in compliance with DAR Administrative Order No. 3, Series of 2017, ensuring proper observance of mediation procedures and due process prior to further field implementation.

The scheduled mediation forms part of the preparatory steps for the survey and parcelization of the Collective Certificate of Land Ownership Award (CCLOA) pursuant to Administrative Order No. 1, Series of 2021. In coordination with concerned agencies, DARMO Mobo also formally requested assistance from the Philippine Army Detachment San Jose, Milagros, Masbate, to help maintain peace and order during the conduct of mediation and related activities. DARMO Mobo remains committed to transparency, fairness, and the orderly implementation of agrarian reform programs in the municipality.

Today, February 17, 2026, the Department of Agrarian Reform – Municipal Office of Mobo (DARMO Mobo) is currently conducting a Pulong-Pulong in Barangay Marintoc, Mobo, Masbate. The activity was held to disseminate important information relative to the preparation and possible coverage of the landholding under Republic Act No. 6657, otherwise known as the Comprehensive Agrarian Reform Program (CARP). The landholding involved is registered in the name of ISIDRO DE MESA, covered by Transfer Certificate of Title (TCT) No. T-4549, identified as Lot No. 3601, with a total land area of 19.3916 hectares.
The activity aimed to inform the landowner, potential Agrarian Reform Beneficiaries (ARBs), barangay officials, and concerned stakeholders about the legal basis, processes, and requirements under CARP. DAR MARPO, Engr. Jojie A. Pacheco and his staff discussed the procedures for land acquisition and distribution, rights and obligations of both landowners and beneficiaries, and the necessary documentation to ensure smooth implementation. The Pulong-Pulong served as an avenue for open dialogue, clarification of issues, and strengthening coordination among stakeholders to facilitate the proper implementation of agrarian reform policies in the municipality of Mobo.
