Europe is feeling a bit abandoned these days. Used to regular reassurances from Washington on its commitment to transatlantic security, European leaders are now shifting their defense strategies in response to mixed signals from President Donald Trump on the United States’ role in NATO. Even Secretary of Defense James Mattis has come down hard on the alliance, demanding that Europe “show its support for our common defense” or else Washington would alter the nature of their partnership....

In the decade following the Cold War, Africa saw many democratic success stories. In 1991, Benin and Zambia became the first former dictatorships to hold multiparty elections after the fall of the Soviet Union. In both countries, the opposition beat the incumbents. In 1994, South Africa replaced apartheid with majority rule, and soon after that, Nelson Mandela was elected president. Later that decade, Ghana, Kenya, and Malawi also held elections and saw power change hands....

The Chinese people, President Xi Jinping proclaimed in 2016, “are fully confident in offering a China solution to humanity’s search for better social systems.” A year later, he declared that China was “blazing a new trail for other developing countries to achieve modernization.” Such claims come as the Chinese Communist Party (CCP) has been extending its reach overseas and reverting to a more repressive dictatorship under Xi after experimenting with a somewhat more pluralistic, responsive mode of authoritarianism....

Next February, Nigeria will hold its seventh election since transitioning to democracy in 1999. Nearly 100 million Nigerians are registered to vote, most of them under 25. By 2050, according to UN projections, Nigeria will be the third-most populous country in the world after China and India. But despite having the world’s ninth- and tenth-largest natural gas and crude oil reserves, respectively; one of the world’s largest swaths of arable land; and a young and entrepreneurial population, Nigeria has fallen far behind peer countries such as Indonesia and South Korea when it comes to gross national income, GDP per capita, and industrial production....

Shortly after Russia’s annual military expo concluded in August, Alexander Mikheyev, the head of the country’s state arms export agency, predicted that revenues from Russian arms exports in 2022 would be down 26 percent from last year. Russia remains the world’s second-largest arms exporter after the United States, according to the Stockholm International Peace Research Institute; it would take a far larger drop in revenues to change that....

In the summer of 1989, the Soviet Union was beginning to falter, and its grasp on Eastern Europe was slipping. But in Hungary, the Soviets were hardly gone yet: Moscow still maintained around 70,000 soldiers, 1,000 tanks, and 1,500 armored vehicles there. Janos Kadar, who had built and led the repressive, Soviet-aligned regime that had run the country for the past three decades, had resigned the previous year, as the economy sputtered and Kadar himself struggled with cancer....

In his final year in law school at a Catholic men’s college in Manila, Rodrigo Duterte shot a classmate who made fun of his thick accent. The young “Rody,” as Duterte was then known, was the son of a provincial governor on the southern Philippine island of Mindanao. Like many of the progeny of the Philippine political elite, he had enjoyed a privileged upbringing....

By JENNA FRYER - AP Auto Racing Writer CONCORD, N.C. (AP) — It was a race of desperation. For Christopher Bell, who had to win Sunday to stave off elimination from NASCAR's playoffs. For reigning NASCAR champion Kyle Larson, who hit the wall and suddenly found his chances of racing for a second consecutive Cup title in serious jeopardy. For Trackhouse Racing, the feel-good upstart young team hoping to celebrate its 100th start by advancing both its drivers into the third round of NASCAR's playoffs....

The Arizona Coyotes won’t make the NHL playoffs this season. Neither will the Chicago Blackhawks. Both teams are in tank-and-rebuild mode. Both will keep selling off talent until further notice. But the other 14 Western Conference teams should remain relevant and a dozen of them will be legitimate playoff contenders. The Stanley Cup champion Colorado Avalanche still reign as favorites despite losing forwards Nazem Kadri and Andre Burakovsky plus goaltender Darcy Kuemper as salary cap casualties....
