Agriculture: Livestock potential for economic growth.

Pakistan’s livestock sector possesses enormous untapped potential to drive economic growth, reduce rural poverty, increase exports, and strengthen food security. Agriculture remains the backbone of the national economy, and livestock contributes nearly 60 per cent of agricultural value addition while supporting the livelihoods of millions of rural families.
Recognising the strategic importance of the sector, the federal government has recently emphasised the need to improve Pakistan’s halal meat export industry through practical reforms in production systems, cold storage infrastructure, disease control, breeding, and international certification.
Authorities have also assured full support for internationally certified slaughterhouses and bilateral agreements with importing countries to strengthen Pakistan’s position in the rapidly growing global halal meat market.
The global halal food industry is expanding rapidly, with rising demand for certified halal meat products in both Muslim and non-Muslim countries. Pakistan, being one of the world’s major livestock-producing nations, has natural advantages that can help it become a leading exporter of halal meat and livestock products.

This gap exists mainly due to weak livestock management systems, inadequate cold chain facilities, limited meat processing capacity, insufficient veterinary services, and poor compliance with international sanitary and phytosanitary standards. Modernising the livestock sector and introducing scientific management can transform it into one of the strongest pillars of Pakistan’s economy.
Province-wise livestock development is essential to unlock this potential, as each province has unique climatic conditions, indigenous breeds, and production capacities that require region-specific planning and investment.
Punjab is Pakistan’s largest milk-producing province and possesses extensive irrigated areas ideal for dairy farming. The province is internationally known for high-yield breeds such as Sahiwal cattle and Nili-Ravi buffaloes, which are recognised globally for superior milk production.

Southern Punjab, especially the Cholistan region, also has considerable potential for meat production through the Cholistani breed. By expanding modern dairy farms, milk processing industries, feed industries, artificial insemination services, and veterinary healthcare systems, Punjab can further strengthen its role as the country’s dairy hub.
Sindh also holds enormous potential for dairy and meat production. The province’s desert belt, extending from Badin through Tharparkar, Umerkot, Mirpurkhas, and Sanghar, is home to some of the finest indigenous cattle breeds in Pakistan, including the Tharparkar and Kankrej breeds. These animals are highly adaptable to harsh climatic conditions and are known for producing quality milk and meat even in drought-prone environments.
For the rural communities of Thar and surrounding districts, livestock is often more important than crop farming because recurring droughts and water scarcity severely affect agriculture. Cattle, goats, sheep, and camels provide families with milk, meat, transportation, and a stable source of income during difficult times.
Thousands of rural women actively participate in livestock care, milk processing, and household dairy production, making livestock an important source of women’s economic empowerment as well.
However, the livestock sector in Sindh continues to face serious challenges, including poor veterinary facilities, weak market systems, inadequate breeding services, and a lack of modern feedlot infrastructure. Due to poverty and financial pressures, farmers often sell calves that are weak and immature to butchers before they reach their full growth potential. Every year, millions of calves are slaughtered prematurely, resulting in major economic losses and reduced meat productivity.
If Thar and the surrounding desert areas are developed as specialised meat production zones through scientific breeding, vaccination campaigns, cooperative farming systems, and modern feedlots, Sindh can become a major centre for halal meat exports. Establishing meat processing plants, refrigerated transport systems, and cold storage facilities near livestock-producing regions can greatly improve meat quality and export competitiveness.
Balochistan has significant opportunities for sheep, goat, and camel farming due to its vast rangelands and dry climate. The province is famous for high-quality sheep and goat breeds that produce meat, wool, and hair. Livestock is the backbone of the rural economy in many parts of Balochistan and supports nomadic and semi-nomadic communities. However, water scarcity, weak veterinary infrastructure, and poor market access continue to limit productivity.
Investment in wool processing industries, livestock markets, mobile veterinary clinics, and meat export facilities can transform Balochistan into a major centre for meat and wool production. Since many animals in the province are naturally grazed, Balochistan also has excellent potential for organic livestock exports.
Khyber Pakhtunkhwa offers favourable conditions for cattle, sheep, and goat farming in both settled and mountainous regions. The province’s cooler climate supports dairy farming, while hilly areas are suitable for goat and sheep rearing.
The federal government’s engagement with livestock associations and private-sector stakeholders on taxation, financing, vaccines, and exports is a positive step toward long-term development. However, sustainable progress will require coordinated efforts among federal and provincial governments, research institutions, private investors, and rural communities.

12 poultry feed factories sealed in Haripur over pollution concerns.

The district administration has sealed 12 poultry feed factories in
Haripur’s Industrial Estate following complaints from residents about foul odours and air pollution, officials said on Sunday.

The action was carried out in collaboration with the Environmental Protection Department after inspections reportedly identified environmental and sanitation concerns at the facilities.

According to the district administration, the factories were sealed over allegations of environmental pollution, poor sanitary conditions, improper disposal of industrial waste and wastewater, and suspected violations of labour laws.

Authorities have also directed the police to initiate legal proceedings over the alleged illegal transportation and disposal of poultry waste.

The district administration warned other industrial units in the estate to comply with environmental regulations, labour laws, sanitation standards and waste management requirements, adding that enforcement against environmental violations would continue.

Business leaders denounce live animal export policy.
LAHORE:
The export of live animals may provide short-term foreign exchange earnings, but it risks weakening Pakistan's meat processing industry, reducing value addition and depriving the economy of thousands of jobs, according to business leaders and meat exporters, who have urged the government to revisit the policy.

The concern has surfaced after the Punjab government allowed the export of live animals, a move that has triggered criticism from industry stakeholders, who argue that the country should instead focus on exporting processed halal meat and other value-added livestock products to maximise export revenues. Pak International Business Forum (PIBF) President Dr Mushtaq Mangat said Pakistan possesses one of the largest livestock populations in the region, giving it the potential to become a major supplier of processed halal meat to international markets rather than exporting livestock in raw form.

He added that processed meat exports generate significantly higher foreign exchange than live animal exports while creating employment opportunities across the entire value chain, including livestock farming, slaughterhouses, meat processing, packaging, cold storage, transportation and logistics.

"Pakistan must adopt an export strategy based on value addition rather than exporting raw resources. The future of the livestock sector lies in strengthening the meat processing industry, ensuring international quality standards and expanding access to global halal markets," he said.

He urged the Punjab government to review and withdraw the policy permitting live animal exports, saying greater emphasis on processed meat exports would improve food safety standards, attract investment in modern slaughterhouses and processing facilities, and enhance Pakistan's competitiveness in global halal food markets. Industry representatives argue that every animal processed domestically creates economic activity far beyond meat production. Hides, skins, offal, bones and other byproducts support the leather industry, pharmaceuticals, animal feed producers, cold-chain operators, packaging companies and transport businesses, all of which contribute additional export earnings and employment.

A policy note prepared by the All Pakistan Meat Exporters and Processors Association (APMEPA) also warns that unrestricted live animal exports could reduce the availability of quality livestock for domestic processors, increase local meat prices, weaken herd sustainability and transfer the entire downstream value chain to importing countries instead of keeping it within Pakistan.

The document notes that Pakistan has invested heavily in internationally compliant slaughterhouses, cold-storage facilities, laboratory testing, halal certification systems and export-oriented meat processing plants. Any shortage of quality animals, it says, will reduce capacity utilisation at these facilities and undermine investments made over the past several years.

According to the policy paper, processed meat exports also offer greater economic returns because a single animal can generate multiple revenue streams through boneless meat, vacuum-packed products, offal, hides and skins, whereas live animal exports generate only one-time earnings. It cautions that disease outbreaks linked to live animal shipments could damage Pakistan's reputation in international markets and jeopardise future meat exports. "The country's meat processing sector has already made substantial investments in internationally approved processing plants and cold-chain infrastructure," said Abdul Hannan, Chairman APMEPA. He added that continued export of live animals adversely affects the availability of quality livestock for local processors.

"Processed meat exports generate substantially greater economic returns by creating skilled employment and delivering higher export value. Both the federal and provincial governments should formulate policies that support value-added exports and provide incentives to the meat processing industry so Pakistan can expand its share in the rapidly growing global halal meat market," he said.

Stakeholders believe Pakistan's livestock sector should be viewed as a strategic economic asset rather than merely a source of raw exports. They maintain that strengthening domestic processing capacity, improving traceability, expanding certified halal production and promoting value-added exports will enable the country to earn more foreign exchange while supporting allied industries and creating sustainable employment.
