Clarification on Thai Workforce in Malaysia
Regarding recent reports and concerns surrounding Thai nationals working in Malaysia, the Southern Border Provinces Administrative Centre (SBPAC) would like to provide the following clarification:

In previous years, an estimated 100,000 Thai nationals were employed in Thai restaurants across Malaysia without proper work authorization. This was largely due to a general lack of familiarity with official application procedures and limited awareness of the legal safeguards and benefits available to documented workers.

At present, this figure has fallen significantly to approximately 10,000. The decrease is primarily driven by workers returning home to take up employment in major economic and tourism hubs across Thailand, including Bangkok and Phuket—a movement that accelerated during the COVID-19 pandemic.

While this shift has reduced the presence of southern border province culinary talent in Malaysia, where local Thai-Malay fusion cuisine has long enjoyed strong popularity, it also highlights the need for structural adjustment.

SBPAC considers this an opportune moment for both nations to review and update the bilateral Memorandum of Understanding (MOU) on Labor Cooperation. Aligning the framework with current economic realities will not only serve the mutual interest of both countries, but also deepen the enduring friendship between our peoples.

SBPAC Meets President of the Islamic University of Madinah to Strengthen Support for Thai Students, Build Networks and Prepare Them for Employment and Southern Border Development

On 6 September 2026, a delegation of executives and officials from the Southern Border Provinces Administrative Center (SBPAC) paid a visit to Dr. Saleh bin Ali Al-Aqla, President of the Islamic University of Madinah, in Madinah, Kingdom of Saudi Arabia, to discuss approaches to providing care and support for Thai students currently studying at the university. The meeting also provided an opportunity for both sides to exchange views on expanding cooperation in various areas of mutual interest.
On the same occasion, the SBPAC delegation met with members of the Thai Students’ Association at the Islamic University of Madinah to follow up on their well-being, listen to their suggestions, concerns and challenges, and offer encouragement in their studies. The delegation also provided guidance on preparing for life after graduation so that students can effectively apply and further develop the knowledge and skills they have acquired and successfully transition into the workforce.
SBPAC also emphasized the importance of building a strong student network capable of providing mutual assistance and support among Thai students while studying abroad. The network will also serve to strengthen connections between current students and alumni. SBPAC stands ready to serve as a central coordinating and supporting mechanism for student welfare in a systematic manner, from the period of study through graduation and the transition into professional life.
In addition, SBPAC will take students’ suggestions, concerns and issues into consideration in developing approaches and activities to support them in 2027. The initiatives will focus on facilitating the recognition and transfer of educational qualifications, promoting employment opportunities and developing new skills in line with changes in the global labor market.
These efforts aim to enable Thai students and alumni networks to bring back their knowledge, expertise in languages, international educational experiences and individual potential, and further develop these strengths into a vital force for advancing the economy, society and quality of life of people in Thailand’s southern border provinces.

Islamic Chief Visits Pattani, Uniting Religious Leaders, Government and Communities to Drive Social Development in Thailand’s Southern Border Provinces under the “Hukum Pakat 9 Dee” Guidelines toward Peace
Today (7 September 2026), Mr. Nipon Cha-yai, Assistant Secretary-General of the Southern Border Provinces Administrative Center (SBPAC), participated in an activity to promote and disseminate the principles of “Hukum Pakat 9 Dee,” or the Village Charter, as a guideline for community development in the five southern border provinces.
The activity was presided over by Mr. Arun Boonchom, Sheikhul Islam of Thailand, who also announced the fatwa “Fatoni Darussalam,” meaning “Fatoni, the Land of Peace.” The event was held at the Chabangtiko Conference Room, C.S. Pattani Hotel, Mueang District, Pattani Province.
The event was attended by Lieutenant General Naratip Poyanok, Commander of the Fourth Army Region; Ms. Pateemoh Sadiyamu, Governor of Pattani Province; Dr. Waedueramae Mamingji, Chairman of the Pattani Provincial Islamic Committee; chairpersons of the Islamic Committees in the five southern border provinces; the President of the Five-Province Pondok School Association; the President of Pattani FC; religious leaders; community leaders; representatives from government agencies, civil society and various sectors.
Mr. Arun Boonchom, Sheikhul Islam of Thailand, said that the formulation of “Hukum Pakat,” or rules jointly agreed upon by members of a community, which serve as a “Village Charter,” represents cooperation among administrative authorities, religious leaders, village committees and the people in establishing common principles and guidelines for building peaceful communities. Such rules must not conflict with religious principles or the laws of the country and should therefore be supported.
The “Hukum Pakat 9 Dee” framework serves as a guideline for building strong and resilient communities and covers nine areas:
1. Being Good People – Promoting morality and ethics, encouraging people to do good, refrain from wrongdoing and be mindful of sin.
2. Having Wisdom – Promoting education, learning and the ability to keep pace with changes in the world.
3. Balanced Income – Promoting livelihoods in accordance with the principles of the Sufficiency Economy Philosophy.
4. Good Health – Taking care of both physical and mental well-being.
5. A Healthy Environment – Conserving local natural resources and the environment.
6. A Caring Society – Fostering love and unity within families and communities.
7. Freedom from Crime and Drugs – Preventing and addressing drug-related problems.
8. Establishing Self-Reliance Funds – Building financial security at the grassroots level.
9. Strong Village Committees – Developing the capacities of community leaders and promoting collaborative work.
Nevertheless, the heart of the “9 Dee” principles is collective cooperation in upholding morality and ethics within the community, encouraging people to be good in accordance with religious principles while respecting the laws of the country. It also emphasizes volunteerism, selflessness and working together for the benefit of society.
