A Baltimore property manager says alleged squatters changed the locks and moved into a vacant East Baltimore rowhome, but police ultimately left the scene without removing the occupants. The dispute unfolded on Glenkirk Road after a scheduled housing inspection revealed the home which was being prepared for a Section 8 tenant was suddenly occupied.

The property manager said the lockbox had been removed, locks appeared changed, and the people inside could not provide a lease, utility bill, or proof of residency. Despite that, officers reportedly treated the situation as a civil matter rather than a criminal break-in. Neighbors expressed concern over safety and uncertainty surrounding who was staying in the home.

The incident comes months after Maryland lawmakers approved tougher anti-squatting laws targeting fake leases and organized housing scams. Property owners, however, say the court process to remove alleged squatters remains slow and frustrating.
