By a 49-50 vote today, senators did not advance the Clarity Act on a cloture vote. Sen. Josh Hawley was one of three Republicans voting no for the legislation to proceed in the Senate due to his concerns about the potential impact of deposit flight from local banks.

We thank Sen. Hawley for his ongoing support for Missouri’s banks and our customers as the Senate navigates this complicated issue. We appreciate his recognition that the consequences of failing to strengthen the prohibition on interest or yield payments on stablecoin balances would be felt most by the small businesses, farmers, homeowners and everyday consumers who rely on their local banks for credit.

We also want to thank you, our members, for your constant outreach to our senators on the Clarity Act. While we support creating a strong, durable regulatory framework for digital assets, we must ensure that this framework preserves the integrity of the insured banking system.

Today is the day to act on the Digital Asset Market Clarity Act (H.R. 3633)! At 2:15 p.m. ET/1:15 p.m. CT, the Senate will convene to vote on the motion to cloture on the CLARITY Act.

Sen. Josh Hawley was the first Republican senator to acknowledge the severe consequences deposit flight would have on access to credit for Missouri’s farmers, business owners, homeowners and consumers. There has been an important development demanding a call to action from Missouri’s banking community.

The Senate GOP released a revised draft of the bill that has provisions that actually worsen the bill by cementing the damage of deposit flight to stablecoin issuers.

It is extremely important that Sens. Hawley and Eric Schmitt understand our grave concern over this new language and the need to protect local lending.
