6 Steps Before Buying Land

Step 1: Obtain a Copy of the Title

When a real estate agent or landowner offers a property for sale, the first step is to get a copy of the land title.
Investigate at the Register of Deeds using this copy to ensure the land is free of encumbrances such as mortgages, claims, or other issues. Verify that the copy matches exactly with the records at the Register of Deeds to confirm it is genuine and problem-free.

Step 2: Conduct a Relocation Survey

Hire a Geodetic Engineer to conduct a relocation survey of the land boundaries.
Ensure there are no structures or fences from adjacent lots encroaching on the property you intend to buy.

Step 3: Execute a Deed of Sale

If the land is problem-free, proceed to execute a Deed of Sale or "Contract of Sale".
Both the seller and buyer must sign the contract, and it must be notarized.

Step 4: Pay Documentary Stamps

Within one month from the notarization of the Deed of Sale, pay the Documentary Stamps.
This is a crucial payment that must be made promptly to avoid complications.

Step 5: Pay Capital Gains Tax

The seller must pay the Capital Gains Tax to the BIR (Bureau of Internal Revenue) because they earned from the sale.
The BIR will issue a Certificate of Authority to Register, certifying that all taxes have been paid and authorizing the transfer of the title to the buyer.

Step 6: Transfer Fees and Title Transfer

Once you have the Certificate of Authority to Register, take it to the Register of Deeds.
Pay the Transfer Fees, which are relatively inexpensive.

The Register of Deeds will surrender the Owner’s Copy of the title, and you will need to wait for the title transfer process to be completed. Continuous follow-up is necessary because the process at the Register of Deeds can take some time.

Following these steps ensures that the land purchase process is smooth and free from legal issues.

1. The public curators office is located at West New Britain house Level 3. Next to the Somare Foundation building (correction)

2. TIN registration is free, lodgements to be made at the building near City hall(no longer Down town)
Lodgement days are: MON•WED•FRI
Follow-up days are TUE•THURSDAYS
Always ask for their email address for follow-up purposes as well.

3. When lodging for your IPA certificate, ensure to include a postal address, IRC won't accept any application without a postal address (PRIVATE MAIL BAG address isn't allowed too)

4. When applying for an Australian visa, be sure to visit the VFS Global office at Down Town - Crown Plaza Hotel, level 1. Speak to an officer there to help with your biometrics and application before lodging online. This is to ensure you save time and resources rather than running back and forth. No longer TT SERVICS.

5. Police clearance is now K65. Pay with a card at Vulupindi. NO CASH PAYMENTS.

6. If you urgently need an eye test for your drivers license, I'd recommend the eye clinic at Brian Bell Plaza Gordons, ground floor. It's about K50 for a quick test

7. PNG PASSPORT FEES: K100(3 weeks process)
K300(48 hours)

8. There are three public dental health facilities in NCD, (i) PMGH-located inside Medical School 3mile (ii) NCDPHA -6 mile Urban Clinic and inside UPNG main campus clinic (iii) Church run -Kaugere Health Centre.

I am no rugby league football expert but it has always been my strong conviction and belief that Storm's Muster was deliberately starving Justin Olam from having access to the ball (when JO was with the Storms that is). Muster's tactics in turn killed JO's spirit. JO was less motivated to run knowing he would not be given the ball. You cannot enjoy playing with teammates who don't treat you as an equal in the team. JO's shift to Tigers was an heavenly move. Now I am enjoying watching my PNG flag carrier play football with affection, passion and love as he use to before.
