House Approves Bill Expanding MORE Power Franchise to Iloilo’s 1st District

The MORE Power expansion bill, authored by Representative Janette Garin, was approved on third and final reading by the House of Representatives of the Philippines during its session last Tuesday.

The measure seeks to include the municipalities of Iloilo’s 1st District in the franchise area of MORE Electric and Power Corporation.

The approval came after Jeffrey Ferrer, chair of the House Committee on Legislative Franchises, presented the panel’s favorable recommendation to the plenary.

House Bill 7647 proposes amendments to Sections 11, 16, and 21 of Republic Act No. 11212, as previously amended by Republic Act No. 11918. The original law granted MORE Power a franchise to establish, operate, and maintain an electric power distribution system in Iloilo City and districts two and four, ensuring the continuous and reliable delivery of electricity to consumers within its service area.

During the plenary vote, the bill garnered overwhelming support, with 247 lawmakers voting in favor, four opposing, and no abstentions, paving the way for its transmission to the Senate of the Philippines for consideration. The Senate is expected to conduct its own series of committee hearings for the proposed measure.

If enacted, the bill would allow MORE Power to expand its distribution services to the municipalities of Igbaras, Tubungan, Oton, Tigbauan, Guimbal, Miag-ao, and San Joaquin.

While the said municipalities are presently served by Iloilo I Electric Cooperative, Inc. (ILECO 1), Garin emphasized that the 1987 Constitution of the Philippines clearly states that franchises for public utilities should not be exclusive, and the Supreme Court has affirmed this.

Garin also pointed out that these local government units in the district have already passed resolutions urging Congress to expand MORE Power’s franchise coverage so their constituents can benefit from what they described as faster, more reliable, and responsive electricity services.

“The respective towns in the First District of Iloilo Province have passed resolutions requesting assistance in passing a measure that would allow them to be covered by MORE Power’s franchise area,” Garin said. “This would enable their residents to benefit from the fast, reliable, and modern electric power distribution services that More Power has been known to deliver.”

Supporters see the proposed expansion as a potential step toward accelerating economic growth not only in Iloilo City but also in neighboring municipalities across the province.

Every Ilongga at Babayinihan 2026

ILOILO CITY – In celebration of Women’s Month, The Medical City - Iloilo successfully
hosted ‘Babayinihan 2026’, the city’s first and grandest women’s health conference, last
March 7, 2026 at the Courtyard by Marriott Iloilo. The event brought together hundreds of
Ilonggas for a day of clinical expertise, personal storytelling, and holistic wellness.

The conference kicked off with a ceremonial ribbon-cutting led by TMC Iloilo President and CEO Dr. Felix Ray Villa, TMC Iloilo Head of Marketing, TMC Iloilo Chief Medical Officer, Dr. Debbie Noblezada-Uy, TMC Iloilo Business Development Prince Juliene Hermaine Celo, Courtyard by Marriott Iloilo General Manager Natalie Lim.

The formal program opened with an inspiring message from Dr. Felix Ray Villa, who reiterated
TMC Iloilo’s commitment to being a lifelong partner in women's health. This was followed by a special message from Hon. Raisa Treñas, Mayor of Iloilo City, who lauded the initiative for
aligning with the city’s goals of empowering women through accessible healthcare.

Diverse Group Discussion for Women’s Health
A highlight of the day was the multi-generational panel discussion moderated by mother and
host Miss Angela Tan. The panel featured a diverse group of Ilonggas, including Miss Paraw
Binibini 2026 Ms. Patricia Beerda, mother and owner of Healthy Kitchen Mikka Ella Perlas, a
mother and member of Zonta Club Iloilo, Miss Rose Candaza, and Kaye Abad-Castillo, who
shared their relatable journey of balancing a high-profile career with the demands of
motherhood and personal well-being and woman health.

To provide a clinical perspective to the personal narratives, the panel was also joined by Dr.
Jaydee Anne Dela Fuente, Obstetrics and Gynecologists and Dr. Maria Janette Jasmine De
Ramos Pediatrician, who addressed medical concerns ranging from reproductive health to the nuances of childcare to being in the prime years of womanhood.

Babayinihan was designed to be more than just a discussion. Other activities in the event
featured, a movement class to promote physical fitness, raffle and exciting prizes provided to
attendees throughout the whole morning.
TMC Iloilo distributed exclusive vouchers and promotional materials for their Women’s Health
Center services and Birthing Packages, making premium healthcare more accessible to the
