LUSAKA - The Zambia Police Service has officially invited opposition figures *Mr. Brian Mundubile* and *Mr. Makebi Zulu* for questioning over what it describes as “serious national security threats” linked to premises owned or associated with the two men.
In a press statement issued on August 20, 2026, Inspector General of Police, *Mr. Graphel C. Musamba*, said a joint team of the Zambia Police Service and other Law Enforcement Agencies has been investigating for the past few years and has now served an official call-out on the advocates of both men.
“The purpose of the said interview will be to establish the link and connection between Mr Brian Mundubile and Mr. Makebi Zulu, on one hand, and the various alarming activities that have been going on in the country, on the other hand, which have the potential to threaten or undermine national security,” Mr. Musamba stated.
Brian Mundubile is a senior opposition politician and former Leader of the Opposition in Parliament. He recently contested the August 18, 2026 Presidential Election as the candidate for the Patriotic Front, but lost to incumbent *President Hakainde Hichilema*. Mundubile has been one of the most vocal critics of the UPND government and remains an influential figure within PF structures.
*Makebi Zulu* is a prominent Lusaka lawyer and constitutional expert. He served as Deputy Attorney General under the previous PF administration and has represented several high-profile political clients. Zulu is known for his strong legal commentary on governance, human rights, and constitutional matters, and has often appeared in court on politically sensitive cases.
Mr. Musamba revealed that police are aware of the current location of both men, stating they “have sought refuge under International Law with a known International Organisation.”
He said Government has already communicated with the organisation and given assurances that due process and fundamental human rights will be respected.
“There is no harm intended to be done on them in any way,” the IGP said.
Police say the investigations are also looking into crimes of terrorism and terrorist financing. The statement warned that anyone who harbours, collaborates with, or finances persons of interest will be treated as an accessory and face criminal sanctions.
Mr. Musamba added that other members of the public with information of value to the investigations may also be invited.
He cautioned that failure to comply with lawful call-outs, or responding with threats or violence, will attract “applicable laws and proportionate measures.”
The Police urged citizens to remain law-abiding and to report any suspicious activities that could threaten national security.
