UAE Introduces New Permit System Legalizing Private Tuitions
In a groundbreaking move, the United Arab Emirates (UAE) has officially sanctioned private tuitions through the introduction of a comprehensive permit system. This two-year permit, a collaborative effort between the Ministry of Human Resources and Emiratisation (MoHRE) and the Ministry of Education (MoE), is now open for application, ushering in a new era for educators and learners alike.
1. Permit Eligibility and Application Process
The permit is available to a diverse range of individuals, including registered teachers, employed professionals, unemployed individuals, as well as school and university students aged 15 to 18. Applying for the permit is a seamless process through the MoHRE's digital platforms, specifically within the 'Private Teacher Work Permit' section under the 'Services' tab on the ministry’s website.
2. Validity, Cost, and Code of Conduct
Issued free of charge, the permit boasts a two-year validity period. Holders of this permit are authorized to offer private lessons and generate direct income, provided they adhere to a 'code of conduct' approved by the ministry. This regulatory framework aims to ensure ethical practices within the sector.
3. Penalties for Non-Compliance
The ministry has emphasized the importance of obtaining the issued permit, as offering private lessons without it may result in fines and other penalties. While specific details regarding the penalties remain unspecified, the stringent measures underscore the commitment to curbing illegal practices.
4. Geographical Flexibility and Coverage
Licensed tutors enjoy geographical flexibility, allowing them to operate from their home countries, provided they possess valid residency. The license covers both online and in-person tutoring, offering a comprehensive scope under a single permit.
5. Student Limit, Processing Time, and Application Denial
Notably, there is no specified cap on the number of students a tutor can teach. The ministry estimates a processing time of one to five working days for the permit, ensuring a swift and efficient application process. In the event of application denial, individuals have the opportunity to reapply after a six-month period.
6. Required Documentation
Applicants must provide several documents, including valid UAE residency (passport/Emirates ID), a signed declaration, certificate of good conduct, no-objection certificates from the employer and guardian (for students), relevant experience certificates, and a photo with a white background.
