Yesterday, Eamon Sallam, Chief Operating Officer at Elevision, joined the VIOOH State of the Nation: Middle East virtual conference, hosted by VIOOH in partnership with The Drum.

Moderated by Gavin Wilson, Global Chief Commercial Officer at VIOOH, the industry panel brought together perspectives from across the Programmatic Digital Out-of-Home ( ) ecosystem, including Dom Kozak, Director of Programmatic at JCDecaux Middle East, Farshad Dabeshkhoy, Head of Partnerships MEA at The Trade Desk, and Eamon Sallam representing Elevision.

The discussion explored the current state and future growth of pDOOH across the Middle East, including:

• The continued growth of pDOOH adoption across the region
• Why the UAE remains the market leader, with Saudi Arabia rapidly accelerating
• How flexibility and data-driven planning are helping brands navigate periods of uncertainty
• The growing importance of audience targeting alongside location-based planning
• Why unified measurement and stronger workflows are critical to scaling the ecosystem

During the discussion, Dom Kozak highlighted how pDOOH’s flexibility and reduced budget risk continue to support adoption, particularly during periods of market uncertainty, while Farshad Dabeshkhoy discussed the growing role of data, infrastructure maturity, and measurement in accelerating regional demand.

Eamon shared Elevision’s perspective on how the market is developing in practice, noting that while pDOOH growth is positive, adoption still has room to mature. He also highlighted the importance of combining reach with more precise audience targeting, supported by premium environments, real-time impression measurement, and stronger data infrastructure.

As pDOOH continues to evolve, the opportunity is not only to make buying more flexible. It is to make outdoor media more measurable, more accountable, and more contextually relevant for brands.
