Job Description:
Teach For Afghanistan Organization is looking for qualified candidate to work as a Marketing and Branding Officer. The principal responsibility of the Marketing and Branding Officer will be to develop and implement an integrated Marketing Plan that delivers TAO’s marketing objectives. The role involves responsibility for brand marketing, donors and sponsors identification and delivery of communications which will help TAO to get well known amongst the donors and grow in Afghanistan. It is, therefore, an extremely important role for TAO and its future development, and therefore, the Marketing Officer should take a key proactive leadership role within TAO.


Job Requirements:
Following and implementing both – branding and marketing strategic plan to support the TAO overall strategies and objectives.
Responsibility for implementing strategic marketing goals of the TAO in terms of Marketing and Media strategic plan with an action plan for marketing in Afghanistan, aligning it to the TAO 5 Year Strategic Plan, and approved by the CEO
Contribute written articles for news agencies, TAO publications and website, provide the TAO employees with advice and guidance where applicable

Act as a point of contact for local and national media enquiries and monitor and analyze media trends as well as prepare and write media statements/releases
Must conduct regular Public Affairs and Communications and enhancing the reputation of TAO as an organization
Through media, radio and newsletters, to promote TAO’s image and reputation to the public, government and donor organizations in particular, and inform staff and stakeholders about what are the mission, vision, goal and objective and major activities of TAO
Provide media management support and advice to TAO staff provide an editorial resource for external news agencies, TAO publications, including the TAO website and Face book page
Improve and develop communications material for the organization such as brochure, flyers, corporate profile, newsletter, magazine website, Face book, annual report, DVD, poster etc.
Developing and implementing marketing campaigns (Weekly , monthly, quarterly, yearly and strategic)
Plan and execute campaigns to reach the target audience through appropriate channels.
Developing high quality and effective marketing materials that align correctly with the overall brand strategy.
Oversee the work of the designer and assist with layout development, design and print of all marketing materials. Select and edit the informational and illustrative materials for publication.
Presenting the brand strategy to directors and marketing teams at internal meetings and conferences.
Ensure that the program is properly connected, networked and professionally visible to outsider stakeholders and governmental departments so that any microfinance related conferences, trainings, meetings, and events that the head office staff is aware of, invited to and properly informed about.
Evaluate the performance and effectiveness of marketing approaches in terms of attractiveness for clients. Suggest improvements and evaluate how TAO marketing approaches are different from the other competitors’ approaches.
Ensure that all Main Office external documentation, reports or presentations have standardized and consistent with TAO brand identity, logo, design, and formats.
Continuously improving relationships and communication within employees, customers, investors, supporters or the general public and program beneficiaries
Executing the actions of the donor’s strategic plan with specified timelines and maintain full relationship-management responsibility with donors, in collaboration with the TAO CEO
Initiate contact with potential partners, schedule meetings, implement follow-up strategies, and co-ordinate internal office procedures to ensure potential donors and supporters are realized
Manage all media relations, prepare media statements releases and providing media advice
Support with the development and Implementation of an internal communications strategy
Undertake independent research in finding alternative resources for long-term sustainability of the organization
Suggest other innovative ideas for effective resource mobilization.
Excellent at relationship-building across countries and cultures

انجنیر سروی
شرکت دولتی نفت و گاز افغانستان تحت عنوان انحصارات دولتی با سرمایۀ ۷۲۰ هزار افغانی در سال ۱۳۳۰ هجری شمسی به منظور ایجاد ذخایر مواد نفتی، پمپ استیشن های دولتی وغیر دولتی، لابراتوارها غرض کنترول کیفیت مواد نفتی و نصب آنها در بنادر تجارتی، تثبیت کیفیت مواد نفتی، تعیین وتثبیت نرخ فروش مواد نفتی، اعطای مجوز ذخایر و پمپ استیشن ها به تاجران و متقاضیان سکتور خصوصی جهت رشد و انکشاف اقتصاد کشور تاسیس فعالیت مینمود.

این ارگان از سالها بدینسو با در نظرداشت مقتضیات زمان فعالیتهای خویش را در امر عرضه خدمات اساسی فوق، گاهی در چوکات انحصارات دولتی وگاهی هم به صورت تصدی مستقل به پیش برده است؛ درسال ۱۳۳۸ هجری شمسی ریاست انحصارات دولتی به 3 واحد اداری منقسم گردیده است:‌

1. ریاست تصفیه های واحد؛

2. ریاست شکر؛

3. ریاست مواد نفتی؛

بلاخره در 30 میزان سال 1366 هجری شمسی ریاست مواد نفتی به تصدی مواد نفتی وگاز مایع تغیر شخصیت حقوقی نموده که سرمایۀ ثابت آن مبلغ 1107 میلیون افغانی را احتوا می نمود.

شرکت دولتی نفت و گاز افغانستان الی پایان سال مالی 1398 منحیث تصدی انتفاعی خود کفا دولتی که بیشترینه عواید آن از حق الخدمت که در بنادر از بابت ارایه خدمات بندری بدست می آورد با ساختار تشکیلاتی 1767 نفر کارمند و اجیر؛ در سال مالی 1398 بتعداد 1505 تن و درسال 1399 به تعداد 1503 تن کازکنان به وظایف خویش ادامه داد، این تصدی بشمول تمام تصدی ها که در افغانستان فعالیت می نمود که با انفاذ قانون شرکت های دولتی در 15 عقرب 1397، به شرکت دولتی تغییر شخصیت حقوقی نمودند. از اینکه اساسنامه شرکت های دولتی رسما به جریده رسمی انتشار نیافته بود الی مواصلت اساسنامه منحیث تصدی ادامه فعالیت نمود.

در نهایت به اساس مصوبه شماره 27 مورخ 1399/09/18 کابینه جمهوری اسلامی افغانستان وقت به داخل 5 فصل و 55 ماده، اساسـنامه شرکت دولتی نفت و گـاز افغانسـتان به با سرمایـه ابتدائی مبلغ5.9 میلیارد افغانی تصویب و در جریده شماره 1395 مورخ 10/10/1399 انتشار یافته و به اساس متحد المال شماره SOCEO-308 مورخ 11/12/1399 ریاست عمومی شرکت های دولتی وزارت محترم مالیه رسما از تصدی و به شرکت دولتی نفت و گاز افغانستان تغیر شخصیت حقوقی نمود

Job Summary
سروی و سازماند دهی امور و تثبیت قمیت , حجم، کیفیت ,زمان بندی پروژه های ذخایر مواد نفتی ،‌گازمایع ، تانک های تیل ،‌تاسیسات و سایر پروژه های مربوطه.

Duties & Responsibilities
1. سروی ابتدایی و نهایی تمامی پروژه های ساختمانی و ترمیماتی ذخایر مواد نفتی وگازمایع ،‌تانکهای تیل و سایر تاسیسات به طور دوامدار ، جهت شناسایی مشکلات فنی و تخنیکی پروژه های ساختمانی قبل از احداث و ترمیم و بعداز آن همچنان شناسایی مشکلات تخنیکی ذخایر ،‌مواد نفتی ، گازمایع ، تعمیرات ، و تانکهای تیل و سایر پروژه های مرتبط به شرکت دولتی نفت وگاز .

2. شناسایی مشکلات پروژه های ساختمانی ، عوامل و دریافت راه حل برای جلوگیری از تخریب تاسیسات و زیربنا های ریاست و ارائه یشنهادات جهت رفع مشکلات تاسیسات .

3. ارائه مشوره های سودمند و مسلکی در راستاي رفع مشکلات تخنیکی و تطبيق پروگرامهاي ساختمانی.

4. همکاری با انجنیران پروژه در پیشبرد امور کاری (سروی تخنیکی , دیزاین , برآورد ابتدائی , ترمیمات.(

5. نظارت دوامدار از چگونگی تطیق پروژه های ساختمانی مرکز و ولایات همچنان شناسایی و ارائه پیشنهادات جهت رفع مشکلات تاسیسات ریاست .

6. كمك با انجنیران غرض تشخيص نيازمندي براي ترميمات و فراهم آوري سامان و وسايل ايكه براي ترميمات ضرورت اند.

7. مدیریت، رهبری، سروی و ارزیابی اجراأت کارکنان .

8. اجرای سایر امور مرتبط به وظیفه جهت کسب اهداف اداره که از طرف آمر مستقیم مطابق به قوانین، مقررات و اهداف به وی سپرده میشود.

9. تهیه و ارائه گزارش از فعالیت های انجام شده بطورماهوار، ربعوار و سالانه به مراجع مربوط.

Job Requirements
تحصیلات لازم مرتبط به بست:

داشتن سند تحصیلی حد اقل لیسانس در رشته سیول، دیزان ، مهندسی از مؤسسات تحصیلی رسمی داخل و یا خارج کشورو به درجات بلند تر تحصیلی ترجیح داده میشود.

تجارب لازم مرتبط به بست:

Job Description:
Conducting morning meeting with all staff( if the midwife is the clinic in charge)
Lead monthly staff meeting as per the agenda, draft minutes, and follow action plan for implementation( if the midwife is the clinic in charge)
Provide necessary advise and assist in initial consultation of clients during pregnancy ( ANC ), labor and the postnatal period (PNC) and Family Planning methods
Provision of correct examination of the clients (patients) and provide necessary advice
Prescribe medicine according to right diagnosis and necessity of client
Explaining the treatment plan to the patient and allow sufficient time for clients ask questions
Write up necessary and required information on client cards and ensure important information is not missing
Conduct monthly clinical record audit and report to Health Support and Research Team in Support Office

Job Description:

About UNHCR:
Having entered the fifth decade of their displacement, Afghan refugees constitute one of the largest protracted displacement crises of our time. Over the years, the region has remained in flux and return movements have been interspersed with waves of emigration, sporadic flows of refugees, and exponential internal displacement. COVID-19 has pushed millions of vulnerable people further into poverty, with potential implications for population movements within the region and further afield. Hundreds of thousands remain further afield, notably in Germany, other European Union Member States and Turkey.

Between 2002 and 2020 an estimated 7 million Afghans have returned to Afghanistan, with more than 5.2 million being refugees who have voluntarily repatriated with UNHCR’s assistance. Refugee returns during the last three years have been far lower than in previous years, with 2,147 Afghan refugees returned from Pakistan (1,092), Iran (939), and other countries (116) in 2020, the lowest return figure that could be attributed to the deteriorating political, security and economic situation in Afghanistan and the impact of COVID-19. These returns have taken place against a backdrop of increased internal displacement due to conflict and natural disaster. OCHA, estimates that overall, nearly five million persons have been displaced since 2012 and have not returned to their place of origin.

Despite strong political will to achieve peace in Afghanistan, uncertainties result from the current political context, including the significant delays in the intra-Afghan peace negotiations and the withdrawal of US troops as part of the US/Taliban negotiations. There are currently two elements constituting the international military forces in Afghanistan: the US Operation Freedom with 2,500 troops, which were recently reduced from 4,500 troops on 15 January 2021 with a possible complete withdrawal by May 2021; and the NATO Resolute Support with fewer than 12,000 troops from dozens of nations involved in a non-combat mission of training and advising the Afghan security forces.

There are 72,445 refugees living in Afghanistan. Most of this group were displaced from Pakistan to Afghanistan in 2014 and settled in areas of Khost and Paktika provinces. A small number (approximately 380 people) reside in urban areas of Kabul and other cities. Refugees constitute one of the most vulnerable populations in the country. They face significant legal challenges due to the fact that that the National Law on Asylum still has not been enacted.

UNHCR provides international protection and finds solutions to the refugee situation in Afghanistan building upon the ongoing consultations within the context of the Support Platform for the Solutions Strategy for Afghan Refugees (SSAR) and the Global Compact on Refugees. These include the Inaugural Meeting of the Core Group of the SSAR Support Platform (7 October 2020), the 7th Meeting of the SSAR Quadripartite Steering Committee (1 October 2020), and the High-Level Meeting on the SSAR Support Platform (6 July 2020).

While ongoing security challenges remain significant, there is also an opportunity at present for Afghanistan’s gradual progression on the path towards peace and stability, which could pave the way for the long-awaited solution of voluntary repatriation. UNHCR will expand the Priority Area of Return and Reintegration (PARR) from 20 to 40 areas in 2021. Full, explicit and impactful inclusion of returning refugees into national development planning and programming is essential to enable their sustainable reintegration which will in turn solidify and fortify the broader peacebuilding, reconciliation and stabilization efforts, the integral linkages between timely, inclusive and forward-looking planning for return and reintegration and the three overarching pillars of Afghanistan’s National Peace and Development Framework (ANPDF II) for 2021-2025, as well as relevant implementation mechanisms, including the National Priority Programs (NPPs):

Peacebuilding: ensuring that the imperative of voluntary return and reintegration is firmly embedded in relevant peace processes and any subsequent agreement with a view to enabling returning refugees to become part of cohesive and harmonious communities and to
participate in peacebuilding and reconciliation efforts.

Market-building: capitalizing on the human capital, skills and assets acquired by refugees in host countries to support market-building efforts and address human resource gaps, including through return of qualified individuals, private sector investments or opportunities for regional connectivity; and
State-building: advancing inclusion of the displaced in development processes, planning and programmes; with particular focus on enhancing absorption capacity and delivery of quality services and ensuring rights through targeted humanitarian, development, and peace (triple nexus) investments in priority areas of return and reintegration, building resilience of communities as a whole; in full alignment with the strategic long-term approach to peacebuilding outlined by the President of the Islamic Republic of Afghanistan.

Job Description:
The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.

The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.



Duties and Responsibilities

Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
Keep regular contacts with local authorities and implementing partners as requested by supervisor.
Act as interpreter when required.
Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
Negotiate with local authority counterparts, partners and populations of concern.
Represent UNHCR in physical monitoring of projects.
Perform other related duties as required.
