همه میدانیم و جهان امروز با نگاه های نو و فرآورده های نوین به ما نشان داده است که فقط توده ها و جوامعی به قله های شامخ تعالی و ترقی صعود کرده اند و می کنند که رفتار و حرکت شان با هم بستگی ، هدفمندی و تعهد عجين باشد و ابزار رسیدن به آماج های شان دانش و تجربیات علمی باشد شوراها حلقه و مجمع تدبر ، همگرایی و تصمیم گیری اند و بستر مناسبی برای مشورت کردن و به اجماع فكری رسیدن. مستنداتی نقلی و عملی یی هم در دل تاریخ داریم که موید بنیان گذاری چنین نهاد های اجتماعی است. ایده ی دیموکراسی و مردم سالاری در یونان، شورای شش نفری ثقیفه ی بنی ساعده پس از رحلت نا به باستان، جرگه های بزرگ میان قومی و عنعنوی درهنگام پیامبر اسلام ( ص ) کشور خود ما و نص صریح قرآنی ( و امرهم شورا بینهم ) همه و همه از مواردی است که انسان ها برای هم بستگی و اجتناب از پراکنده گی و تشتت و بخاطر مدیریت اجتماعی متوسل به ساختن چنین ساختار های مردمی و اجتماعی شده اند شوراها مظهر تمثيل اراده ی مردم و نماد مجمع اهل نظر است. پس ای بومیان بامیان مقیم بلخ و شهر مزار شریف بیایید دستان ، دانایان و اهل وحدت و هم بستگی به هم داده با انتخاب خبره گان کار در سمت هیأت رهبری و اجرایی این شورا سرنوشت خودرا از نو، کارا و روشن در این سمت ها رقم بزنید و با انتخاب افراد متعهد، منتظر رویاهای روشن فردای تان باشید ما در زمان و مکان خود قرار داریم، پس اگر ساختار کهن را بیایید مظروف و درون مایه ی آنرا نو بسازیم جهان امروزمیسازیم، عمل، پشت کار، دانش و جهان سپردن کار به اهل کارجهان تعهد است. بیایید با خودگذری های مان همدیگر پذیری و حقیقت باوری را تقویت کنیم.
بیایید ( شورای اجتماعی مردم بامیان ) را طوری نهادینه کنیم تا، بل محتوا هم باشد و موجودیت آن به گونه تنها یک ساختار نباشد عملی احساس شود. این شورا باید بستری باشد برای پرواز ها و رسیدن به آرمان های شریف انسانی این شورا باید گره گشایی عقده ها و مستعان اعانت های مالی و معنوی به مستضعفان معنا و ماده باشد . این شورا باید روزنه ی امید ها و جلوه گر هم بستگی و وحدت ما باشد شورای اجتماعی مردم بامیان محل تجربه ، عمل و تعهد است نه ، تفاخر و شهره شدن. پیش برد کار این شورا یک جایگاه برای تجمل مسوولیت سنگین است نه یک صلاحیت رنگین. پس بیایید در مناصب این شورا معرفت را جابجا کنیم نه حشمت را بومیان بامیان اختلاف ها، طبقه نگری ها، سلیقه ها و اپارتایت را کنار بگذارید؛ قشلاق در قشلاق شده نفاق در نفاق و اشتقاق نشوید. بیایید با اتفاق شده بستری برای انفاق و وفاق شویم شورا ، محلی برای کوکبه ، دبدبه و بازار نیست ، جایگاه برای کار، پیکار، تعهد و عمل است.

کمیتۀ جوانان این شورا وعده میدهد تا فضا را در این نهاد طوری آماده کند تا از یک سو طرح ها، ابتکارات، پیشنهاد ها، و انتقاد های سازنده را بشنود و از سوی دیگر جایی برای رشد استعداد ها و ظرفیت سازی باشد، در سطح شورا فضای اندیشه و گفتمان باز بوده و هر عضو از شورا به ویژه جوانان در صورت داشتن نظریات سازنده مورد استقبال و تقدیر قرار خواهد گرفت.
