According to Reuters, China will impose a new set of beef import restrictions in 2026 to shield its domestic cattle sector, including a 55% tariff on imports that exceed a newly established annual quota. The 2026 quota is capped at 2.7 million metric tons across key suppliers such as Brazil, Australia, Argentina, Uruguay, New Zealand, and the United States. These measures will last for three years, gradually increasing quota limits annually. Notably, Brazil and Australia—China's top two suppliers—will see their 2026 quotas fall below their 2025 export volumes to China, setting up a potential contraction in trade. Brazilian and Australian industry leaders expressed concern over the impact, while officials downplayed the move, citing potential compensation negotiations and alternative markets.
The decision follows a year-long investigation by China’s Ministry of Commerce, citing harm to its domestic industry from growing beef imports. Despite recent profitability in domestic cattle farming, China remains largely uncompetitive against export powerhouses like Brazil and Argentina. Analysts expect Chinese imports to decline in 2026, further tightening global beef supplies amid already elevated prices, particularly in the U.S. The move is expected to have ripple effects throughout the global supply chain, especially for Brazil, whose beef exports to China account for nearly half its total volume. Industry groups there warn of up to $3 billion in revenue losses in 2026 if the tariffs disrupt trade as expected.
