Заява BURI-Україна щодо діяльності компаній, що проводять соціологічні дослідження в Україні

Міжнародний дослідницький центр BURI-Україна (The Belgium-Ukraine Research Institute, Бельгія) – авторитетна науково-дослідна організація, яка понад п'ять років проводить соціологічні опитування в Україні. За цей час ми організували понад 30 досліджень, присвячених парламентським та президентським виборам, а також найбільш гострим питанням та викликам, що стоять сьогодні перед українським суспільством.

Протягом цих років ми зарекомендували себе як надійний партнер та важливе джерело актуальних соціологічних даних, наші матеріали передруковувалися сотнями засобів масової інформації у країнах Європейського Союзу та Україні. Отримані нами результати завжди підтверджувалися реальними результатами парламентських та президентських виборів.

Відповідаючи на можливі претензії щодо достовірності соціологічних даних, що отримуються різними соціологічними компаніями, ми хотіли б поставити зустрічне питання: чому тоді на обговорення не виносяться, наприклад, недавні дослідження наших колег-соціологів з Київського міжнародного інституту соціології (КМІСу), який протягом декількох днів може опублікувати два дослідження, що суперечать одне одному, і в яких кількість партій, що проходять в український парламент, наприклад, може несподівано змінитися з 5 до 8?

Чи чому на обговорення не виноситься факт очевидних протиріч, коли в Україні протягом тижня різні соціологічні компанії можуть презентувати опитування, в яких рейтинг партій, що проходять до парламенту, може відрізнятися на 5-6%, що значно перевищує величину статистичної помилки?

І як нам тоді захищати авторитет опитувань, що проводяться в Україні, під час спілкування з європейськими політиками та експертами, якщо місцеві ЗМІ, можливо не безпідставно, регулярно пишуть про те, що КМІС виконує замовлення «Європейської солідарності» і навіть ставить їх на перше місце у питанні про парламентські вибори, «Рейтинг» співпрацює з Офісом Президента, Центр Разумкова підтримує новий політичний проект, відповідно, Дмитра Разумкова, тощо?

Отвечая на возможные претензии в адрес достоверности получаемых социологических данных разными социологическими компаниями, мы хотели бы задать встречный вопрос: почему тогда на обсуждение не выносятся, например, недавние исследования наших коллег-социологов из Киевского международного института социологии (КМИСа), который на протяжении нескольких дней может опубликовать два противоречащих друг другу опроса, в которых количество проходящих в украинский парламент партий, например, может неожиданно измениться с 5 до 8?

Или почему на обсуждение не выносится факт очевидных противоречий, когда в Украине на протяжении недели разные социологические компании могут презентовать опросы, в которых рейтинг проходящих в парламент партий может отличаться на 5-6%, что значительно превышает величину статистической ошибки?

И как нам тогда защищать авторитет проводящихся в Украине опросов в общении с европейскими политиками и экспертами, если местные СМИ, возможно не без оснований, регулярно пишут о том, что КМИС выполняет заказы «Европейской солидарности» и даже ставит их на первое место в вопросе о парламентских выборах, «Рейтинг» сотрудничает с Офисом Президента, Центр Разумкова поддерживает новый политический проект Дмитрия Разумкова и т.д.?

Statement of BURI-Ukraine on the activities of companies that conduct sociological research in Ukraine

BURI-Ukraine (The Belgium-Ukraine Research Institute, Belgium) is an authoritative research organization which has been conducting sociological surveys in Ukraine for more than five years. During this time we have realized more than 30 researches devoted to the parliamentary and presidential elections, and also the most acute issues and challenges the Ukrainian society faces today.

During these years we have established ourselves as a reliable partner and an important source of up-to-date sociological data. Our materials have been reprinted by hundreds of media outlets in the European Union and Ukraine. Our results have always been confirmed by the actual results of the parliamentary and presidential elections.

Responding to possible claims about authenticity of sociological data received by different sociological companies, we would like to ask a counter-question: why then do not we discuss, for example, recent researches of our colleagues from the Kiev International Institute of Sociology (KMIS), which within several days can publish two contradictory polls, in which the number of parties passing to the Ukrainian Parliament, for example, can unexpectedly change from 5 to 8?

Or why is the fact of obvious contradictions not discussed, when in Ukraine during the same week different sociological companies can present surveys in which the rating of parties passing to Ukrainian parliament may differ by 5-6%, which significantly exceeds the value of statistical error?

And how then can we defend the authority of the polls conducted in Ukraine in communication with European politicians and experts, if the local media, perhaps not without reason, regularly note that KMIS fulfills the orders of "European Solidarity" and even puts them first in the question of parliamentary elections, "Rating" cooperates with the President's Office, Razumkov Center supports a new political project of Dmitriy Razumkov, etc.?

Ukraine: 82.3% consider Zelensky's involvement in offshore activities unacceptable, poll shows
UKRAINE: 82.3% consider Zelensky's involvement in offshore activities unacceptable. The gap between the 'Servant of the People' & 'Opposition Platform - For Life' shrinking to a minimum, poll suggests.

In the event of snap parliamentary elections, five parties would be elected to a new Ukrainian parliament with “Servant of the People” and “Opposition Platform - For Life” parties counting on the largest quantity of votes. These results were presented in the research conducted by the International Research Сentre BURI-Ukraine (The Belgium-Ukraine Research Institute, Belgium) during November 27-30, 2021.

According to the survey, the respondents' answers to the question "How would you vote if the elections to the Supreme Council (Verkhovna Rada) of Ukraine are to be held this Sunday?" were distributed as follows: "Servant of the People" - 17.6%, "Opposition Platform - For Life" - 16.9%, "The European Solidarity" - 16.3%, "Batkivshchyna" - 12.5%, and "Syla I Chest" - 5.1% (among those who will take part in the voting and have decided on their choice). The other parties do not pass the 5-percent threshold.

64.6 percent of respondents believe that Volodymyr Zelenskyy is not doing a good job as the President of Ukraine. Only 9.5 percent of respondents expressed the opposite opinion.

Assessing the recent press conference of Volodymyr Zelensky devoted to the "equator" of his presidency in Ukraine, the majority of respondents noted that it was "a communication loss for Zelensky and his team" (74.3%):

As for the recent scandals involving Ukraine's top leadership, 53.2% said that the investigation based on the Pandora Papers (involvement of Volodymyr Zelenskiy and his closest entourage in offshore companies) would have the biggest impact on their reputation in Ukraine and abroad. 17.7% of the respondents pointed out Wagnergate as such a factor, and 11.3% pointed out the circumstances of Dmytro Razumkov's removal from the position of the head of the Verkhovna Rada of Ukraine:

Expressing their attitude towards the government actions to limit the broadcast of Ukrainian TV channels, including the closure of "112 Ukraine", "ZIK" and "Newsone", cases of censorship against "UA:Pershiy" and "DOM", attempts to influence the editorial policy of "Ukraine" and "Ukraine 24", the vast majority of respondents (71.6%) did not support such actions of the authorities:

The block of questions about the recent offshore scandal involving Ukrainian President Volodymyr Zelensky showed the following trends: 68.5% of the respondents answered in the affirmative to the question whether they were aware of the involvement of Zelensky and his inner circle (the current head of the Security Service of Ukraine Ivan Bakanov, first presidential aide Sergey Shefir and others) in the creation of a network of at least 10 offshore companies which were involved in shady tax minimisation and money laundering operations (the so-called Pandora Papers).

An overwhelming number of respondents (82.3%) believe that the involvement of Ukraine’s senior officials in offshore activities is unacceptable.

64.8% of the respondents were ready to believe the information about the involvement of Volodymyr Zelensky and his closest entourage in shady financial operations of tax minimisation and money laundering even without the investigation based on the Pandora Papers:

67.7% of respondents believe that the investigation based on Pandora Papers will worsen the reputation of the Ukrainian authorities abroad. Only 1.2% of the respondents expressed the opposite opinion.

52.5% of the respondents believe that the results of the investigation based on Pandora Papers will also lead to a drop in Volodymyr Zelensky and the "Sluga Narodu" party's rating in Ukraine.

At least 65% of respondents are planning to closely monitor the situation around the offshore companies related to the Ukrainian president Volodymyr Zelensky and his entourage.

The survey was conducted on the whole territory of Ukraine, except for temporarily uncontrolled areas of Donetsk and Luhansk regions and Crimea, by the international research center BURI-Ukraine (The Belgium-Ukraine Research Institute, Belgium) during November 27-30, 2021. The survey method was telephone interviews based on random sampling of mobile numbers. Total number of respondents was 2,014persons. Probable error margin is not exceeding 2.2%.

UKRAINE: 4 PARTIES TO ENTER THE PARLIAMENT, CLOSURE OF TV CHANNELS TO HAVE A NEGATIVE IMPACT ON REPUTATION OF AUTHORITIES, TRIAL OF MEDVEDCHUK IS SET TO DIVERT ATTENTION FROM REAL PROBLEMS IN THE COUNTRY - POLL SUGGESTS

According to the results of an All-Ukrainian Public Opinion Survey, if the parliamentary elections in Ukraine were held next Sunday, four parties would have the greatest chances of entering the next composition of the Verkhovna Rada of Ukraine: “Sluga Narodu” (21.5%), “Opposition Platform – Za Zhittya” (18.9%), “The European Solidarity” (17.7%) and “Batkivschyna” (10.7%) parties.
This was stated in a study held on June 25-29, 2021 by the international research center BURI (The Belgium-Ukraine Research Institute, Belgium).

Concerning the closure of three opposition channels 112 Ukraine, NewsOne and ZiK, 44.5% of the respondents did not support such actions of the Ukrainian authorities. 36.2% of respondents had the opposite opinion and another 19.3% of respondents found it difficult to answer this question.

More than half of the respondents (55.2%) are convinced that the closure of three opposition TV channels will result in worsening of the reputation of the Ukrainian authorities in the world. The opinion of Ukrainian audience on this issue coincides with international reaction – the report of the Office of the UN High Commissioner for Human Rights expressed concern that the closure of 112 Ukraine, NewsOne and ZiK would negatively affect the freedom of speech in Ukraine. Prior to that, according to Ukrainian media, the world media wrote about 55,000 publications on the topic of channels' closure, and the issue was also commented on by the Members of the European Parliament and specialized international organizations.

In the block of questions about the trial in the case of Viktor Medvedchuk, the answers were as follows: 57.5% of the respondents believe that Viktor Medvedchuk is not guilty and has to be acquitted and reinstated in all the rights. 64.5% of the respondents are convinced that by serving charges and choosing the restrictive measure, the authorities are trying to divert attention of the Ukrainian audience from real problems in the country. 67.1% of the respondents are sure that the trial will lead to increase in rating of Viktor Medvedchuk and “Opposition Platform – Za Zhittya.”

According to the survey conducted on June 11-15, 2021 should parliamentary elections in Ukraine be held ‘next Sunday’, the “Sluga Narodu” (21.6%) and the “Opposition Platform – Za Zhittya” (18.7%) would receive the greatest voter support. The next Ukrainian parliament would also include “The European Solidarity” (17.8%) and “Batkivschyna” (10.5%) parties.
Other political parties, in particular “Syla i Chest” (4.9%), The Shariy Party (4.0%), The Radical Party of Oleg Lyashko (3.9%), “Groysman’s Ukrainian Strategy” (3.6%), “Svoboda” (2.3%), “Za Maibutnie” (1.8%), “Gromadyanska Pozitsiya” (1.2%), “Golos” (0.9%), "Samopomich" (0.7%), “Opposition Bloc” (0.7%), “The National Corps” (0.6%) and ‘’The People's Front’’ (0.4%) would have significantly lower chance of entering the next parliament.

Assessing the President of Ukraine Volodymyr Zelensky’s second year in office, most respondents claimed that decisions that most negatively affected reputation of Ukrainian authorities were: lack of achievements in combatting corruption, corruption scandals involving the President’s entourage (71.5%), further increase of tariffs and the promise to introduce market prices for gas and heat for the end consumers given to the IMF (68.2%), failure to vaccinate the population against COVID-19 and politically motivated choice of vaccine (64.8%), blocking the negotiations on peaceful settlement of the conflict in Donbas and no peace in Donbas (58,4%), terminated broadcasting of 112 Ukraine, NewsOne, ZiK and Pershiy Nezalezhniy TV channels (53.9%), extrajudicial repressions and sanctions against Ukrainian citizens by the National Security and Defense Council of Ukraine (sanctions against opposition politicians Viktor Medvedchuk and Taras Kozak, other individuals) (42,5%), opening of land market and threat of appropriation of the national resource by foreign corporations (40.1%), refusal from irreciprocal release of four detained citizens of Ukraine suggested by the leaders of the self-proclaimed Luhansk and Donetsk republics (38.8%), failed HR policy, weak professional level of the officials (36.3%), admission of foreigners to the management bodies of state-owned companies and unreasonably high payments to their managers and members of the Supervisory Boards (36.1%).

Speaking about the impact of the terminated broadcasting of Ukraine’s opposition TV channels NewsOne, ZiK and 112 Ukraine on the reputation of Ukrainian authorities, most respondents indicated that this decision would lead to a deterioration of Ukraine’s reputation abroad (53.7%):

According to the survey conducted on May 2-6, 2020 should parliamentary elections in Ukraine be held this Sunday the new Ukrainian parliament would consist of the following political parties: “Sluga Narodu” Party led by David Arakhamia and Oleksandr Kornienko and backed by the incumbent President of Ukraine Volodymyr Zelenskiy (30.3%), “Opposition Platform – Za Zhittya” led by Yuriy Boyko, Vadim Rabinovich, and Viktor Medvedchuk (15.9%), the “European Solidarnist” Party of the former President of Ukraine Petro Poroshenko (14.8%), and the “Batkivschyna” Party of Yulia Tymoshenko (12.3%).

The other parties so far do not have enough public support to enter the next parliament: The Shariy Party – 3.7%, “Golos” Party led by Kira Rudyk who substituted the singer Svyatoslav Vakarchuk – 3.4%, “Syla i Chest” Party of Ihor Smeshko – 3.1%, the Radical Party of Oleg Lyashko – 2.9%, “Gromadyanska Pozitsiya” of Anatoliy Grytsenko – 2.3%, the “Svoboda” Party of Oleg Tyagnybok – 2.3%, “The National Corps” Party of Andriy Biletskiy – 1.7%, “Opposition Bloc” of Boris Kolesnikov – 1.6%, and “Samopomich” Party of Oksana Syroid – 1.2%.

The results of the survey are shown in the table below.
