🔧 Élaboré par notre équipe avec UNICEF Innocenti, UNICEF RDC et leurs partenaires, le Manuel opérationnel pour le ciblage communautaire de la pauvreté est à télécharger sur https://lnkd.in/gE2tMqm6 et sur le site de UNICEF in the Democratic Republic of the Congo.

🌏 La publication s’appuie sur une recherche participative menée dans les provinces du Nord-Ubangi, du Sud-Kivu et du Kasaï Central visant définir la pauvreté à partir des réalités locales et des perceptions des communautés elles-mêmes plutôt qu’à travers des critères uniquement statistiques ou administratifs.

🤲 Le processus de ciblage se déroule en plusieurs étapes : vérification de la faisabilité, constitution des listes de ménages, sensibilisation communautaire, mise en place des comités de ciblage, identification participative des ménages pauvres et très pauvres, puis validation des résultats par une enquête complémentaire utilisant le Questionnaire Standard d’Éligibilité (QSE).

📊 Le QSE permet de collecter des informations sur les ménages afin de confirmer leur niveau de vulnérabilité et sert de base pour l’inscription des bénéficiaires dans le Registre Social Unique. Cette approche vise à renforcer la légitimité, la transparence et l’efficacité des programmes sociaux, tout en réduisant les erreurs d’exclusion et d’inclusion des bénéficiaires.

🍽️ Le manuel fournit également des grilles de catégories de bien-être et critères de pauvreté spécifiques aux provinces visités : accès à la nourriture, capacité de travail, logement, possession de biens, niveau d’endettement, accès aux soins ou soutien familial. Celles-ci servent de référence lors des délibérations communautaires afin d’aider les comités de ciblage à classer les ménages selon des critères partagés localement.

All else being equal, an evaluation that is delivered on time and counts on the participation of the stakeholders is much more likely to be used in planning. At the programme level, this is always a challenge given the complexity of the actor networks involved in implementation.

So it is a collective victory when learning-focused managers meet an efficient evaluation team to deliver a timely country programme evaluation with relevant, insightful, actionable recommendations.

The CPE for UNICEF Guinea-Bissau, now available for download, is a salient example of such chemistry often sought but seldom found.

Today we kicked-off another project with International Fund for Agricultural Development (IFAD) and PNUD Brasil for the Governo do Maranhão in the sustainable development sector.

Our team led by Lucas Fernandes is setting the stage for the impact evaluation of PAGES, the Amazon Project for Sustainable Management. This $37M program seeks to reduce rural poverty while simultaneously combating deforestation and environmental degradation in the Amazon region.

We'll be carrying out the baseline research with quantitative and qualitative components, as well as developing the matching model to pair up control and treatment groups for panel studies and future impact measurement.

This project managed by Laís Bertholino Faleiros is our 34th evaluation of sustainable development initiatives.

Our survey to evaluate the UNICEF-supported Community Health Programme is reaching its final stages in Guinea Bissau with conversations taking place in provinces across the country.

The evaluation will provide solid accountability evidence of how far the Community Health Programme in Guinea-Bissau has contributed to improving access and quality of services, especially for vulnerable children and women. On the learning side, it is expected to generate insights that will guide both the revision of the current 2021–2025 strategy and the design of future national health plans.

The survey counts on the support of Voz di Paz and Dalan Development Consultants.

🎈 New contract for Plan Eval in West Africa, this time for the of UNICEF Guinea Bissau Community Health Programme.

👩‍⚕️ Since 2010, Community Health Workers (CHWs) have been at the frontline for health service delivery, responsible for household visits and basic interventions related to maternal and child care to malaria, pneumonia, diarrhea, vaccination, HIV and tuberculosis. This system has helped reduce preventable deaths and increase access to care in remote communities.

💡 The evaluation will provide solid evidence of how far the Community Health Programme in Guinea-Bissau has contributed to improving access and quality of services and generate insights that will guide both the revision of the current 2021–2025 strategy and the design of future national health plans.

👂 Not just an evaluation but also a large data collection, processing and interpretation endeavor.

💡 Plan Eval is part of a consortium led by Itad to conduct the of the Newton Fund, Commissioned by the UK Government’s Department for Science, Innovation and Technology

▶️ The Newton Fund supports research and innovation partnerships through capacity building in science, student fellowships, joint research centres and challenge funds.

▶️ This independent evaluation is assessing the long-term impacts of the Fund and will provide insights to inform the design and management of future research and innovation funds. It consists of three modules:

🔸 Outcomes Study – analyzing the fund’s overall achievements
🔸 Impact Study – assessing progress toward impact in 10 country case studies
🔸 Value for Money Assessment – evaluating the fund’s overall value

▶️ Plan Eval experts are leading case studies in , , and , contributing to a broader understanding of the fund’s impact in different contexts. Our consultants have already conducted a country context analysis and are now engaging with grantees through interviews to generate evidence on the impact of Newton-funded projects.

Guinea Bissau is the next UNICEF country programme Plan Eval will evaluate, after Brazil, Uruguay and Sierra Leone.

Our tried-and-trusted team is led by João Mesquita, with Cristian Maneiro, Sofia de Fátima Mendes and Naentrem Manuel Oliveira Sanca. Paola Vaccotti acts as peer reviewer. Project managed by Laís Bertholino Faleiros.

We'll work with the country team to understand what they've done right in the last four years, how they could have done better, and draw lessons for future programming.

🎯 Just Released: UNICEF Madagascar Back to School & Learning Program Evaluation (2021-2023)

Results from our evaluation of UNICEF's innovative approach to education in Madagascar, showing significant improvements in student learning despite challenging contexts.

Key highlights:
📚 Remarkable learning gains: 18.2% improvement in reading and 21.4% in mathematics compared to non-participating schools
👩‍🏫 Extensive reach: 3,452 teachers trained (1,890 women) and 40,229 students supported
🌟 Age-specific impacts: Exceptional gains with 42.9% math improvement (ages 7-9) and 33% reading improvement (ages 13-15)
👧 Strong gender outcomes: Girls showing higher improvements than boys across subjects
🤝 Enhanced community engagement: Increased parent participation in school management and decision-making

The evaluation demonstrates the effectiveness of the Teaching at the Right Level (TaRL) approach and community-based school management in improving educational outcomes in Madagascar.
