Regional immigration is central to our plan. We’re focusing on people, businesses, and communities across the country. This allows us to have an immigration system flexible enough to help those in need at home and around the world.
The Levels Plan will ensure that we continue to welcome immigrants to different regions of the country, including small towns and rural communities:
➡️465,000 permanent residents (PRs) in 2023
➡️485,000 PRs in 2024
➡️500,000 PRs in 2025
To support economic growth across Canada, just over 60% of planned admissions will be Economic Class by 2025.
The 2023-2025 Levels Plan confirms Canada as a top destinations for talent, creates a strong foundation for economic growth for years to come while also reuniting family members with their loved ones and fulfilling our humanitarian commitments.
