Sweden's reading scores dropped, and PISA data showed nearly a quarter of 15- and 16-year-olds falling short of basic reading comprehension. Starting in 2023, the government responded by pulling back on tablets in early grades and investing hundreds of millions of kronor in printed books, quiet reading time, and handwriting practice instead.

Research from the University of Stavanger and the University of Maryland points to a real reason why: students comprehend physical text differently than digital text. There's something about holding a book, moving through pages, engaging with ink on paper that the brain processes more deeply than a scrolling screen.

Digital learning has its place. But two years into Sweden's shift, the evidence is hard to ignore. When literacy performance faltered, the country didn't blame teachers or pile on more testing. It looked at the tools themselves and asked what actually works.

It's a reminder that educational progress isn't always about the newest technology. Sometimes it's about paying attention to what the research already shows about how people actually learn to read.

The world spent years pushing screens into classrooms.

Tablets replaced textbooks. Digital assignments replaced handwritten notes. Schools were told that the future of education was sitting behind a screen.

Now some European countries are starting to reverse course.

Sweden, Finland, Norway, France, Italy, and Denmark are all moving away from heavy classroom digitalization and bringing back something many schools thought was disappearing: printed books, handwriting, and traditional reading.

And this shift is not happening because of nostalgia.

It is happening because researchers have found that writing by hand and reading physical books can improve memory, concentration, and understanding compared with relying only on digital devices.

Sweden was one of the first countries to change direction. In 2023, its Ministry of Schools paused the push for mandatory tablet use and redirected hundreds of millions of kronor toward printed textbooks.

Then other countries followed.

Denmark committed 540 million kroner to replace tablets with books, sending thousands of new printed copies into classrooms and moving toward a plan to make schools completely mobile-free by 2027.

France and Italy have already taken steps to limit smartphone use in primary and middle schools, bringing back paper planners and more traditional pencil-and-paper activities.

And in Scandinavia, the change has been widespread.

Norway reports that most primary schools have removed mobile devices from learning spaces, while Finland introduced similar restrictions in 2024.

For years, the assumption was that more technology would automatically create better education.

Now some of Europe’s most advanced education systems are asking a different question:

What if the best tool for learning was something students have used for centuries?

A book. A pencil. And the ability to focus.
