Moratuwa Multimodal Transport Hub
The Moratuwa area is a primary southern gateway to Colombo. Daily, thousands of people travel to Colombo for employment and other necessities via the Moratuwa railway station and bus terminal.
As a solution to this severe traffic congestion, this hub was initially proposed through the Colombo Metropolitan Region Transport Master Plan (ComTrans Master Plan), which was prepared with the assistance of the Japan International Cooperation Agency (JICA). Subsequently, it was also incorporated into the "Moratuwa Development Plan" formulated by the Urban Development Authority (UDA).
Key Facilities Offered by the Hub
Integration of Rail and Bus: The Moratuwa railway station and the bus terminal will be interconnected, enabling a seamless integration where passengers can disembark from a train and walk directly to catch a bus.
Park & Ride Facility: Commuters can safely park their private vehicles (cars/bikes) at this center and travel to Colombo from there via train or bus, significantly reducing road traffic congestion.
Modern Amenities: The complex will feature passenger lounges, modern restroom systems, restaurants, ATM facilities, and shopping complexes.
Eco-Friendly Transportation: Green concepts, such as the electric three-wheelers (E-Three Wheelers) and battery-charging stations recently introduced to the Makumbura Center, are scheduled to be integrated into this hub as well.
Current Status and Next Steps (2025/2026)
Cabinet Approval (November 2025): Policy approval from the Cabinet of Ministers was granted to develop the "Moratuwa Multimodal Transport Hub" as a priority project aimed at building an efficient public transport network across Sri Lanka.
Integrated Development: The project is being executed collaboratively by the Ministry of Transport and Highways, the Road Development Authority (RDA), the Urban Development Authority (UDA), the Sri Lanka Railways Department, and the Sri Lanka Transport Board (SLTB).
Investment Model: To minimize government expenditure, a Public-Private Partnership (PPP) model will be utilized. Furthermore, this hub is slated to be linked with upcoming plans for Suburban Railway Electrification.
The Macro-Development Impact
The construction of the Moratuwa Multimodal Transport Hub is not a development confined to a single city. Instead, it creates a powerful "Development Triangle" within the Colombo Metropolitan Region, interconnecting three major transport hubs: Makumbura ⇄ Colombo Fort ⇄ Moratuwa.
1. The Sub-Urban Link: Direct Connection Between Makumbura and Moratuwa
Currently, commuters arriving via the expressway must disembark at Makumbura and seek alternative options to reach Colombo or Moratuwa. Once the Moratuwa Hub is built:
Expansion of the Highway Bus Network: Direct shuttle bus services and highway connections (via the Southern Expressway / Outer Circular Highway) between Makumbura and Moratuwa will be further strengthened.
Convenience for Southern Expressway Passengers: Commuters travelling from areas like Galle and Matara to Makumbura via the expressway will gain a new transport dynamic, allowing them to reach coastal zones like Moratuwa or Panadura very rapidly.
2. The "Railway Revolution" Between Moratuwa and Colombo Fort (Coastal Line Upgrade)
A primary objective of the Moratuwa Hub is to increase rail passenger capacity, driving significant upgrades between Fort and Moratuwa:
Suburban Railway Electrification and Modernization: Alongside the Moratuwa Hub, the modernization of the coastal railway line from Colombo Fort to Moratuwa/Panadura will be accelerated. The introduction of modern Electric Multiple Unit (EMU) trains will reduce travel time to Fort to just 20–25 minutes.
Decongestion of Colombo Fort: A portion of the heavy passenger congestion currently concentrated at Colombo Fort and Maradana will be redistributed through Moratuwa (the Southern Gateway) and Makumbura (the Eastern Gateway). Commuters arriving from the Southern Province will be inclined to disembark at Moratuwa to fulfill their requirements rather than traveling all the way to Fort.
3. Real Estate & Commercial Boom
By linking these three hubs, the surrounding towns (including Ratmalana, Mount Lavinia, Nugegoda, Maharagama, and Pannipitiya) will transform into interconnected major economic zones:
Success of the "Park & Ride" Concept: Due to the availability of Park & Ride facilities at both the Moratuwa and Makumbura centers, private vehicle owners will become accustomed to parking their vehicles there and commuting to Fort via train or luxury buses. This will minimize traffic congestion and air pollution in Colombo.
Surge in Property Values: Demand for commercial land, apartments, and rental housing around the Makumbura and Moratuwa areas will see a rapid rise.
4. Business and Employment Opportunities
While Makumbura is already developing into a technology and transport hub, the mega shopping complexes, office spaces, and restaurants built within the proposed Moratuwa center will generate thousands of new employment opportunities.
Students and professionals commuting to the University of Moratuwa (UOM) and the Ratmalana IT Parks will gain the ability to travel highly efficiently from either Makumbura or Fort.
