For more than 50 years, the United States and Nigeria have enjoyed a strong security partnership and friendship. The U.S.-Nigeria relationship is among the most important in sub-Saharan Africa, given Nigeria’s status as Africa’s most populous country, largest economy, and our shared democratic values. The United States works closely with Nigeria, both bilaterally and through regional and multilateral fora like the Economic Community of West African States (ECOWAS), the Multinational Joint Task Force (MNJTF), the Global Coalition to Defeat Daesh/ISIS, and the African Union. Our joint efforts are focused on increasing cooperation on maritime and border security, military professionalization, counterterrorism efforts against Boko Haram and ISIS-West Africa, defense trade, and strengthening governance of the security sector.

The Department of State provides Nigeria with one of the highest International Military Education and Training (IMET) allocations in sub-Saharan Africa, with approximately $5 million obligated from FY 2019 –2023.. Nigeria is also a partner in the Africa Military Education Program (AMEP) and has benefited from approximately $500,000 since FY 2016 to support instructor and curriculum development at Nigerian military schools. From FY 2016-FY 2020, $1.8 million was obligated for Nigeria in Foreign Military Financing to support maritime security, military professionalization, and counterterrorism efforts. Nigeria is an active member of the Trans-Sahara Counterterrorism Partnership (TSCTP) and has benefitted over $8 million worth of training, equipment, and advisory support for counterterrorism efforts between FY 2019-FY 2023.

The United States has $590 million in active government-to-government sales cases with Nigeria under the Foreign Military Sales (FMS) system. Recent and significant sales include the 2017 sale of 12 A-29 Super Tucano aircraft worth $497 million to support Nigerian military operations against Boko Haram and ISIS West Africa. The case included special training on International Humanitarian Law, including an Air-to-Ground Integration (AGI) program designed to provide institutional and technical training to the Armed Forces of Nigeria (AFN) in order to mitigate the risk of civilian harm incidents. In August of last year, Nigeria delivered the first payment for 12 AH-1Z Attack Helicopters worth a total of $997 million. The FMS case includes an additional$25 million of funding allocated for the Nigeria’s AGI program, which continues to train the AFN on developing targeting processes that are legally compliant with International Humanitarian Law; The light attack and Intelligence, Surveillance, and Reconnaissance (ISR) capabilities Nigeria is developing will involve more than just airplanes; Nigeria will have the trained personnel and sustainment infrastructure to ensure a robust capability for the aircrafts’ full-service lifetime.

In FY 2018-22, the United States also authorized the permanent export of over $53 million in defense articles to Nigeria via the Direct Commercial Sales (DCS) process. The top three categories of defense exports to Nigeria were Fire Control, Laser, Imaging, and Guidance Equipment; Fi****ms and Related Articles; and Guns and Armament.

Building on the AGI program, the Department of State has obligated $941,000 in Peacekeeping Operations Funds (PKO) since 2021 for advisory services to the AFN to enhance accountability and justice by developing systems and practices on civilian harm mitigation.

In 2011 and 2015 Nigeria received $15 million in defense articles granted under the Excess Defense Articles program, to include 24 Mine-Resistant Ambush Protected (MRAP) vehicles and two Hamilton-class U.S. Coast Guard high endurance cutters – the USCGC Chase and USCGC Gallatin – which entered service in the Nigerian Navy as Thunder and Okpabana in 2011 and 2014, respectively.

In 2016, the United States and Nigeria signed an Acquisition and Cross-Servicing Agreement to exchange common types of support, including food, fuel, transportation, ammunition, and equipment. Since 2000, the United States has had a Status of Forces Agreement with Nigeria establishing the legal framework under which U.S. military personnel may operate when present in Nigeria.

Since 1993, the United States has provided $2.14 million to support conventional weapons destruction and humanitarian mine action programs in Nigeria. In March 2017, the Department of Defense donated demining and Explosive Ordnance Disposal (EOD) equipment to Nigeria and provides mine action training for Nigeria’s EOD teams at the Nigerian School of Military Engineering. According to the Landmine and Cluster Munition Monitor, the full extent of contamination from landmines and other explosive remnants of war is not known, but incidents have been reported in Borno, Yobe, and Adamawa states.

Nigeria participates in multiple bilateral and multilateral military exercises with the United States, to include African Lion, Flintlock, and Obangame Express.

Nigerian Books of Record (NBR) Message of Felicitation to Dr. Akinwumi Adesina on His Remarkable Decade of Visionary Leadership at the African Development Bank

The Nigerian Books of Record (NBR), the foremost custodian of Nigeria’s illustrious achievements and a beacon of excellence in chronicling the extraordinary contributions of Nigerians to humanity, joins millions across Africa and the world in celebrating an icon, a trailblazer, and a global symbol of transformative leadership—Dr. Akinwumi Adesina—on the occasion of his remarkable ten-year tenure as President of the African Development Bank (AfDB).

Dr. Adesina, your name is etched not only in the legacy database of Books of Record Nigeria but also in the hearts of over 565 million Africans whose lives have been profoundly touched by your visionary leadership. In 2019, NBR proudly immortalized you as a luminary whose work exemplifies our core mission: to honor, preserve, and celebrate the extraordinary achievements of Nigerians who redefine possibilities and inspire generations.

Under your stewardship, the AfDB has emerged as a global powerhouse of development finance, rewriting the narrative of Africa’s potential. Your “High 5s” agenda—Light up and Power Africa, Feed Africa, Industrialize Africa, Integrate Africa, and Improve the Quality of Life for the People of Africa—has become a clarion call for progress, delivering tangible results that resonate across the continent. From 128 million people accessing improved health services to 28 million connected to electricity, from 104 million benefiting from enhanced food security to 121 million enjoying better transport infrastructure, your leadership has turned dreams into realities, one life, one community, one nation at a time.

The Nigerian Books of Record stands for recognizing those who embody excellence, innovation, and impact, and you, Dr. Adesina, are the epitome of these values. Your groundbreaking financial innovations—securing a historic $318 billion capital increase, achieving an $8.9 billion replenishment for the African Development Fund, and pioneering hybrid capital and synthetic securitization—have redefined development finance, positioning the AfDB as a global standard-bearer. Your courage in crises, from the $10 billion COVID-19 Crisis Response Facility to the $1.5 billion Emergency Food Production Facility, has shown the world that African leadership is not just reactive but proactive, bold, and results-driven.

As a Nigerian, you have made us proud, not merely by your origins but by your unwavering commitment to Africa’s dignity and progress. Your advocacy for Africa’s voice in global forums, your push for fairer financial systems, and your belief that Africa needs partnerships, not pity, have inspired a generation to dream bigger and aim higher. The projects you championed—from the transformative 4th Abidjan Bridge to the life-changing Government Social Programme Support Project—are testaments to your philosophy that development is about people, not just policies.

The Nigerian Books of Record is honored to celebrate you, a man whose legacy is not just in numbers but in the hope restored, the opportunities created, and the pride rekindled in every African. Your decade of service has shown that leadership is about imagining solutions, building bridges, and leaving no one behind. As you step down, the heartbeat of the AfDB, which you strengthened, continues to pulse with purpose, carrying forward the momentum of your extraordinary vision.

On behalf of the Nigerian Books of Record, we extend our heartfelt congratulations and gratitude for your unparalleled contributions to Africa and the world. Your name, already immortalized in our records, will forever shine as a beacon of what is possible when passion meets purpose. We salute your relentless pursuit of excellence, your unyielding faith in Africa, and your enduring legacy as a builder of dreams.

Dr. Akinwumi Adesina, the Nigerian Books of Record celebrates you today and always. The beat goes on, and your legacy will echo through generations. Congratulations on a decade of transformative leadership!

Dear Kemi Badenoch,

As a Nigerian, I feel compelled to address the challenges you’ve faced as the Tory leader. While I sympathize with the hostility you’ve encountered, I can’t help but note that some criticism may stem from your own actions and words.

You’ve distanced yourself from your Nigerian heritage, stating you no longer feel Nigerian, and have repeatedly criticized Nigeria unprovoked, which many of us find disheartening. Your dismissal of anti-racism efforts and critical race theory, while emphasizing that Britain isn’t racist, often feels like a rejection of your roots and the struggles of those who share your heritage.

This perception—that you’re claiming an identity disconnected from your origins while disparaging your own race—has fueled resentment among some Nigerians. It’s not just about your leadership; it’s about the sense of betrayal felt when you seem to attack Nigeria and dismiss the realities of racism that many still face.

Consider the examples of other political leaders of Nigerian descent who have embraced their heritage without shaming Nigeria or facing significant backlash in their host countries, all while earning widespread support from Nigerians at home and in the diaspora. For instance, Chuka Umunna, who served as Member of Parliament for Streatham from 2010 to 2019 and as Shadow Business Secretary, was born to a Nigerian father and a British mother. A prominent Labour Party figure before joining the Liberal Democrats in 2019, he became a vocal advocate during the Brexit referendum and remains influential in British political discourse.

Similarly, Chi Onwurah, born to a Nigerian father and a British mother, has been the Labour MP for Newcastle upon Tyne Central since 2010. Known for her work on digital rights, social justice, and diversity in the tech industry, she has held various shadow ministerial roles, particularly in science, technology, and innovation.

Across the Atlantic, Debo Adegbile, a Nigerian-American lawyer and civil rights advocate, served in significant roles within the U.S. government, focusing on civil rights issues. Although his nomination for Assistant Attorney General for Civil Rights faced challenges, his contributions remain notable. Likewise, Oye Owolewa, born in Boston to Nigerian parents, made history as the first Nigerian-American elected to the U.S. Congress as the Shadow Representative for the District of Columbia in 2020. His focus on education and healthcare initiatives reflects his commitment to community empowerment. In Georgia, Segun Adeyina, a Nigerian-American, has served in the State House of Representatives for District 110 since 2023, advocating for education reform, public safety, and economic development with a background in education and engineering. Similarly, Solomon Adesanya, born in Nigeria and raised in the U.S., represents District 43 in the Georgia House of Representatives since 2023, emphasizing healthcare, education, and affordable housing while championing social equity and economic opportunity.

These individuals, among many others, demonstrate that it’s possible to honor one’s Nigerian heritage while thriving in leadership roles abroad. Actions and words carry weight, and karma, as you can clearly see, can be harsh.

I urge you to reflect on how your rhetoric impacts those who share your heritage and consider embracing a narrative that uplifts rather than divides. Leadership is about unity, not alienation.

Sincerely,

ProfDavid O David
