If someone told me:
"Our marketing isn't working."
I wouldn't start by asking which channel they should use.
I would start here:

2. 𝘞𝘩𝘢𝘵 𝘦𝘷𝘪𝘥𝘦𝘯𝘤𝘦 𝘢𝘳𝘦 𝘺𝘰𝘶 𝘶𝘴𝘪𝘯𝘨 𝘵𝘰 𝘥𝘦𝘤𝘪𝘥𝘦 𝘮𝘢𝘳𝘬𝘦𝘵𝘪𝘯𝘨 𝘪𝘴𝘯'𝘵 𝘸𝘰𝘳𝘬𝘪𝘯𝘨?

The answers can lead you somewhere very different from the original assumption.
A perceived lead-generation problem might turn out to be a conversion problem.
A perceived website problem might actually be poor targeting.
A perceived marketing problem might be a CRM or sales follow-up problem.
Good marketing decisions start with a good diagnosis.
