Most website problems are not technical problems. They are ownership problems.
Think about who, specifically, is responsible for your website this month. Not who built it. Who is responsible for it now. In a lot of small businesses the honest answer is nobody, or it is the owner, in theory, somewhere below about forty more urgent things.
That is why sites drift. Nothing dramatic happens. The updates slip, the content goes stale, a form breaks quietly, and none of it is anyone's fault because none of it was anyone's job.
Handing it to someone is not really about the technical work. It is about it becoming a job again.
