Members of Visit Kelso are local business owners, from a variety of sectors, which have superseded Kelso Chamber of Trade. Members are happy to do this, knowing that by being part of the group they benefit greatly from the additional energy and effort put into promoting the town. Closing Kelso Chamber of Trade page....

Kelso Chamber of Trade started in 1935 for the purposes of promoting the successful development of Kelso and District – its business, its people, and its environment.

In May 2015 Visit Kelso formed as a community group aiming to proactively market and promote the town of Kelso and the surrounding area, to both locals and visitors to The Scottish Borders.

The Visit Kelso members’ group was established by local business owners, from a variety of sectors, initially working with Kelso Chamber of Trade. However in 2018 when Kelso Chamber of Trade disbanded, due to the amount of time and effort Visit Kelso had invested in promoting the town and surrounding area, the group decided to continue as an independent constituted body.

Run by volunteers, Visit Kelso is open to businesses, individual traders, event managers, community groups and other persons connected with trading and living in Kelso and the surrounding area.

A member of the committee kept the Chamber of Trade page active in an effort to communicate business opportunities to members. However, given a change in the committee and Visit Kelso's principal objective being to promote Kelso and the surrounding area, the group has decided to cease posting on this page and focus on promotion.

The popular Scottish Borders Chamber of Commerce ‘Spotlight on’ event will be focussing on Kelso on Friday 2nd April from 10-11am and we’d like to invite you to take part.

These sessions are an opportunity to come together as a community, whether you are a business owner, employed by a locally based business or involved in a community group, and cover Kelso and the surrounding area.

The last year has been challenging and isolating so these events are an ideal time to come together via Zoom, even just for one hour. We have representatives from the UK and Scottish Governments, Scottish Borders Council and support agencies on the call, so if you have feedback to give anyone, in relation to any area, this is the place to be.

As Scottish Tourism Month draws to a close we’ll be celebrating the tourism community of Dumfries & Galloway and The Scottish Borders coming together for the first time as one destination - the South of Scotland.

As your new Destination Management and Marketing Organisation, we will be sharing our vision and plans for the destination as we shine a light on all the incredible experiences available to visitors to the South of Scotland. Our story is phenomenal - from immersive nature-based and adventure activities, to uniquely layered history and heritage, from distinctive stays and unique rural escapes to quality locally produced food and drink. A Minimum Income Standard for Remote and Rural Scotland.

The Scottish Government has commissioned research to help create a better understanding of the needs and costs experienced by people who live in rural and remote areas of Scotland. This research is called the Minimum Income Standard for Remote and Rural Scotland and updates similar work which was undertaken in 2012, commissioned by Highlands and Islands Enterprise and partner organisations.

The project has now begun recruiting in Kelso and surrounding communities (within a 10 mile radius), for participants from a variety of backgrounds and age groups. The research will be conducted by a team from the Centre for Research in Social Policy (CRSP) at Loughborough University, working alongside two Highland based researchers.

Participation in this important study will enable you to make a direct contribution to our understanding of the cost of living in rural Scotland. The research will be carried out through three local focus groups. These will involve a small number of people taking part in an informal discussion led by one of the research team. Normally these focus groups would be carried out in-person at a local venue. However due to the current COVID-19 pandemic and social distancing restrictions the groups will take place online using Zoom.

You do not need to be an ‘expert’ in anything to participate and will not be discussing any personal details. Your involvement in this project is voluntary and discussions during the focus groups are strictly confidential. The researchers operate under strict ethical and legal codes, including those of the Data Protection Acts and the Social Research Association.

The dates for the focus groups are as follows:
Families (with one or more children aged 4 - 18 years old): Monday 29th March 18.30-21.30
Pensioners: Tuesday 30th March 10.00-13.00
Working age people (no dependents): Wednesday 31st March 18.30-21.30

The following announcement has today been made by

Scottish Government

Legislation for a short-term lets licensing scheme has been withdrawn from the Scottish Parliament to allow for draft guidance to be developed.
A stakeholder working group has been established to help develop the guidance and meets today for the first time. The guidance will help to provide reassurance on the operation of the scheme to operators and hosts in the sector.
Subject to the outcome of the election, the Scottish Government intends to re-lay the legislation before Parliament in June, accompanied by the draft guidance, to ensure that the timetable on introducing licensing remains the same.
The Government will continue with legislation allowing councils to establish short-term let control areas. This legislation will empower local authorities to implement short-term let control areas, if they wish to do so, to address pressures created by whole property short-term lets, ensuring that homes are used to best effect in their areas.

SHORT-TERM LETS: LICENSING ORDER
I am writing to advise you that I have decided to withdraw the Civic Government (Scotland) Act 1982 (Licensing of Short-term Lets) Order 2021. This Government’s intention, subject to the outcome of the election, is to re-lay the Order in June and keep to the timetable we have set out.
This will allow us to address the concerns raised by Members who are not content to pass this Order presently by ensuring we can also provide the draft guidance on the licensing scheme with the new Order. This will also provide further time to address the points raised by the Delegated Powers and Law Reform Committee and make any other adjustments needed to the Order following further stakeholder engagement.
As you know, we have established a stakeholder working group to develop guidance on the licensing scheme and control areas that is clear, comprehensive and easy to understand. The first meeting of the working group is taking place today. The work of that group will continue as planned and it will actively explore solutions to issues raised by operators, with a view to identifying any changes to the legislation that may be needed.
This revised approach will facilitate Members in understanding how the concerns of operators and hosts have been addressed and in seeing, through the draft guidance, how the licensing scheme will operate in practice.
I remain firmly of the view that legislation is needed and I want to reassure affected residents and communities across Scotland of our commitment to deliver this, subject to the outcome of the election.
Our proposals to licence short term lets were developed in response to many concerns raised by residents in communities across Scotland and also by Members in all parties. Our proposals provide local authorities with the powers they need to balance community needs and concerns with wider economic and tourism interests that best suit their communities. Safety of those using short term lets is vital and our proposals will ensure that all short-term lets across Scotland adhere to a common set of safety standards as well as allowing local authorities to tackle issues such as antisocial behaviour. I want to emphasise that our proposals and timetable remains the same, giving councils time to tailor their scheme to local needs and we know they want to take action to protect visitors and residents.
Therefore, this government remains committed to the following dates which are set out in the Order:
• 1 April 2022 – for local authorities to open a licensing scheme;
• 1 April 2023 – for all existing hosts to have made an application for a licence; and
• 1 April 2024 – for all hosts providing short-term let accommodation in Scotland to be
licensed.
We will also use this additional time to work with hosts and operators and local authorities to make sure the licensing scheme is as efficient and effective as it can be.
We are continuing with the Town and Country Planning (Short-term Let Control Areas) (Scotland) Regulations 2021 and I hope that the Scottish Parliament will approve this instrument.
I would also like to place on record my thanks to the Committee for their work in consideration of both the Licensing Order and Control Area Regulations.
I hope the Committee finds this information helpful and I am copying this to Business Managers.
