I WILL INTRODUCE ADMINISTRATIVE REFORMS - DCE
The District Chief Executive for Kwabre East in the A shanti region, Hon. Nana Osei Assibey Bonsu has assured of a great reform in the administration of the Assembly in the coming years.
He said these reforms will include change in attitude, how staff members respond to duty and responsibility and the provision of logistics and machines to make them perform their duties effectively.
Hon, Bonsu made this known at the first general meeting of the Assembly held on 28th and 29th of June this year at Mamponteng. He said the reform is intended to elevate the district to an acceptable standard and also to motivate the staff members to put up their best for increased productivity. He lamented why in this age and time of development in technology, the Assembly operates with obsolete machines and equipment and without internet and intercom facilities. He therefore added that though he has been in office for just two months, the process of change has started and very soon, it will spread to every part of the district.
He added that efforts are being put in place to strengthen the town/area council and unit committees of the Assembly. This he said is as a result of the interest and complex nature the work of the Metropolitan/Municipal/District Assemblies (MMDAs) work have become. He added that the Assembly will not be complete without participation from the various stakeholders who they intend to serve and satisfy. He revealed that his observation in these few months have revealed that the sub-district structure (Area council/unit committees) are too dormant, thus do not function as expected.
Some of the means to achieve this include recruiting of more revenue collectors at the area council level; ceding rateable items to area councils; attaching national service personnel to area councils as secretaries; and training of area councilors and unit committee members.
On the financial standing of the Assembly, Hon. Assibey Bonsu revealed that the Assembly is indebted to a tune of GH₵999,756.89 as at the time he assumed office. The debt according to him is the total of project sum minus payment made. The breakdown is as follows, a District Assembly Common Fund (DACF) physical project is indebted to the tune of GH₵566.192.51, other DACF commitment is GH₵362.857.94 and Internally Generated Fund (IGF) is GH₵70,706.44. Meanwhile, efforts are being made to settle some of the debts through the IGF.
Hon, Bonsu again revealed that the Assembly has a tall list of uncompleted and unpaid projects which he described as unacceptable. Some of these projects are at various stages of completion while just a few have been completed. Thus, there is a need for the Assembly to take a critical view of these projects, scattered across the district and get them completed for use to serve their intended purpose.
He also commented on the poor road network in the district and revealed that together with the Member of Parliament (MP), Hon. Francisca Oteng Mensah efforts are being made to repair most of the roads in the district, starting from Mamponteng, the district capital. “For a start, 10kms of Mamponteng town roads have been awarded on contract for bitumirious surfacing, as well as the Asonomanso-Nkwanta-Bonwire-Juaben junction road” he said.
Some of the roads that need urgent attention are Fawoade-Bampenase, Fawoade-Kenyase, Mamaponteng-Ahodwo, Nkwanta-Kasem, Old Asonomanso-Safo and Old Asonomaso-Wonoo/Krobo. The rest are Abira-Adense industrial village, Abira/Antoa/Abira Bonwire, Abrirem-Nwamase, and Brofoyedro Junction-Aboaso. The other roads according to him will be considered in due time.
He also announced to the house that Hon. Francisca Oteng Mensah has again secured some external funding for the provision of ten mechanized boreholes with overhead tanks for selected communities in the district. Ahodwo happens to be the first beneficiary with Assenua, Aboaso, Abira, Ntonso, Dumanafo and Truba (Kenyasi) also in line to receive their share.
The meeting was chaired by Hon. Nana Baffour Kyere Ampadu who is the Presiding Member and also the assemblyman for Abensenase electoral area. Also present was the District Coordinating Director, Alhaji J.M. Hardi and some heads of departments of the assembly.
