Local climate adaptation starts with local action. 🌍💧

The latest Greendex Podcast explores practical solutions for climate resilience, with a particular focus on water retention, urban adaptation, and the challenges municipalities face in responding to heatwaves and extreme weather events.

In this episode, colleagues from the Project Coordination Department of the Ministry of Rural and Urban Development were invited to share their experiences and insights on local climate adaptation and the role of municipalities in building more resilient communities.

We are also pleased that the LIFE COOL ZONE project is featured in the discussion. The project aims to reduce the impacts of heatwaves in the Debrecen–Oradea urban region through green and integrated solutions, while addressing the challenges of climate change through cross-border cooperation and knowledge exchange.

The conversation highlights practical examples, innovative approaches, and the importance of long-term planning, cooperation, and community engagement in creating healthier and more climate-resilient urban environments.

🌍 What is a Functional Urban Area (FUA)?

Cities do not function alone - they are deeply connected with the surrounding towns and villages through commuting, services, education, economy, and daily life. These connected areas are called Functional Urban Areas (FUAs).

An FUA includes:

🏙️ a central city
🚆 surrounding settlements connected through commuting and services
🤝 strong social, economic, and environmental cooperation

Why are FUAs important?

Because challenges like heatwaves, transport, housing, water management, or air quality do not stop at administrative borders. Solutions need cooperation across the entire urban region.

In Hungary and across Europe, FUAs are becoming increasingly important in regional development and climate adaptation planning. They help:

✔️ improve access to services and jobs
✔️ strengthen urban-rural cooperation
✔️ support smarter, more resilient, and resource-efficient development
✔️ promote more efficient use of resources across urban regions
✔️ better prepare cities and surrounding areas for climate challenges

The LIFE COOL ZONE project focuses on developing innovative and integrated solutions for managing heatwaves at the level of Functional Urban Areas - because climate resilience works best when cities and their surrounding communities act together. ☀️🌿

The LIFE COOL ZONE opening conference in Budapest has successfully come to a close, marking two inspiring and impactful days of collaboration, knowledge-sharing, and forward-thinking discussions. ☀️🌍

On the first day, we officially launched our international cooperation, bringing together partners and experts to explore effective ways of addressing heatwave impacts at the level of Functional Urban Areas (FUAs).

The second day placed a strong focus on communication and practical implementation, highlighting how project results can be effectively translated into real impact. Through interactive sessions and hands-on workshops, partners worked together to define key target groups, shape core messages, and align on overall communication objectives.

Special attention was given to developing tailored approaches for different audiences, identifying the most effective communication channels, and setting clear indicators for measuring success.

Over the two days, the conference provided a dynamic platform for strengthening partnerships, aligning project goals, and co-creating solutions for climate adaptation at the FUA level.

A big thank you to all partners and participants for their active contributions and inspiring ideas throughout the event, and special thanks to Urbavis for facilitating the workshop and guiding the interactive sessions. 🤝

This is just the beginning - the LIFE COOL ZONE project is now moving forward with a shared vision, strong cooperation, and concrete next steps toward tackling urban heat challenges in an integrated and innovative way. 🚀

Today marked the first day of the LIFE COOL ZONE project opening conference in Budapest, where we officially launched our international cooperation aimed at exploring and identifying effective methods for managing the impacts of heatwaves at the level of Functional Urban Areas (FUAs).☀️.

The programme featured an introduction of the project partnership, led by the State Secretariat for Municipalities of Hungary, together with HungaroMet, the Lechner Knowledge Center, the Association of Climate-Friendly Municipalities, and the municipalities of Debrecen and Oradea. Throughout the day, participants explored key topics such as the role of functional urban areas in regional development, the latest insights in climatology and climate policy, and an introduction to the LIFE COOL ZONE project. The afternoon focused on professional presentations highlighting international experiences, municipal climate adaptation practices, and innovative local solutions from partners in Oradea and Debrecen, as well as insights from Hungarian institutions 🌍.

It was a valuable day of knowledge exchange, inspiring discussions, and strengthening partnerships across borders.

A big thank you to all speakers, partners, and participants for contributing to the success of today’s programme.

But what makes LIFE COOL ZONE truly unique?

In COOL ZONE, we explore whether the urban heat island effect can be analysed and addressed at the level of a Functional Urban Area (FUA), rather than being treated solely as a city-level phenomenon. Using the FUAs of Debrecen and Oradea (Nagyvárad) as pilot areas, the project investigates whether heat-related challenges can be understood and managed in a complex, integrated way across the entire urban–suburban system.

The key question is whether urban heat stress can be tackled systemically at FUA level, instead of through isolated, fragmented interventions limited to individual cities. This FUA-scale, integrated approach to managing the urban heat island effect is what makes COOL ZONE genuinely novel in the field of climate adaptation.

And this is just the beginning, tomorrow’s programme will continue with similarly rich, engaging, and forward-looking sessions. Stay tuned! 🚀

🌍 Mit tesz az EU az éghajlatváltozás ellen? A LIFE Program inspiráló példákat mutat arra, hogyan lehet valódi, helyi – sőt várostérségi szinten is összehangolt – változásokat elérni!

A cikk bemutatja, hogy a program innovatív, természetalapú megoldásokkal segíti a városokat és várostérségeket a klímaváltozáshoz való alkalmazkodásban – legyen szó a hőszigethatás csökkentéséről, a vízgazdálkodás fejlesztéséről vagy a fenntarthatóbb városi környezet kialakításáról.

Külön öröm számunkra, hogy az Önkormányzati Projektkoordinációs Főosztály három projektjét is jó példaként említik: a LIFE LOGOS 4 WATERS, a LIFE COOL ZONE és a LIFE-MICCAC projekteket.

Ezek a projektek jól mutatják, hogy gyakorlati, együttműködésen alapuló megoldásokkal hogyan lehet növelni a települések és várostérségek ellenállóképességét és élhetőségét.

A projektjeink sikere abban rejlik, hogy összekapcsolják a szakmai tudást, az önkormányzatokat és a helyi közösségeket egy közös cél érdekében.
