This seminar details the changes in copyright law which took place in 2019 and 2021 and impact on the publishing sector. Digital technologies are transforming how creative content is produced, distributed and accessed and the changes provide a framework that benefits from clearer rules adapted to the digital era. In particular, we will take a look at the obligations of publishers in relation to author relationships and equitable remuneration, digital legal deposit, the introduction of a parody defence and text & data mining. These changes result from Ireland’s implementation of the Digital Single Market Directive in two stages. There will also be a briefing on the Digital Services Act which harmonises rules for online liability and illegal online content and is on the Government’s Legislative Plan for 2023, and the forthcoming European Accessibility Act transposition which sets out a timeline for new and backlist e-books meeting specific accessibility standards.

Samantha Holman has been the CEO of the Irish Copyright Licensing Agency, the CMO for the text and image sector in Ireland, for twenty-one years. She has also been involved in establishing the CMO for Visual Artists in Ireland, IVARO, and lectures about copyright and authors’ rights at national and international levels. She has been a board member of IFRRO, the international umbrella organisation for RROs since 2015 and was elected the First Vice President in 2022. Previously she was Chair of the IFRRO European Group and Chair of the European Development – the committee which concentrated on capacity building and development of copyright systems and authors' rights in Eastern Europe and Eurasia. She lives just outside Dublin and is married to a poet!
