Marketing of agricultural products with organic tag
Any organic food manufactured, packed, sold, offered for sale, marketed or otherwise distributed in the country is regulated as per the provisions of Food Safety and Standards (Organic Food) Regulations, 2017, which were notified on 29.12.2017 and enforced from 01.07.2018. These regulations require Organic Food to comply with the provisions of National Programme for Organic Production (NPOP) or Participatory Guarantee System (PGS). However, to support small original organic producer or producer organisation, those with annual turnover not exceeding 12 lakhs per annum have been exempted from certification through NPOP or PGS. The Organic food covered through these regulations should bear FSSAI organic logo i.e. Jaivik Bharat logo along with PGS- Organic (or) India Organic logo. Jaivik Kheti portal (https://www.jaivikkheti.in/) has also been created for promotion and sale of organic produce to connect farmers involved in organic farming with consumers directly for better prices. Already 80,000 farmers are registered on the portal.

Value addition, packaging, marketing of organic products has been promoted under organic schemes of Paramparagat Krishi Vikas Yojana (PKVY) and Mission Organic Value Chain Development for North Eastern Region (MOVCDNER). Different brands have been developed at State level under these schemes for organic food marketing

Hybrid Seeds
The Indian Council of Agricultural Research (ICAR), State Agricultural Universities (SAUs) and private companies are already engaged in the development of hybrids and High Yielding Varieties (HYVs) seeds of different crops suitable for the varied agro climatic conditions of the country for increasing yield of various crops. During last five years more than 100 hybrids (maize-44, pearl millet-13, sorghum-5, rice-3, sunflower-9, castor-7, sesame-2 and cotton 23) have been released under different All India Coordinated Research Projects (AICRPs) of respective crops by ICAR Institutes and State Agricultural Universities.

Govt. is promoting hybrids and also high yielding varieties of different crops by providing financial assistance to States and implementing agencies through various ongoing crop development programmes/schemes viz. National Food Security Mission (NFSM), Bringing Green Revolution in Eastern India (BGREI), Rashtriya Krishi Vikas Yojana (RKVY) etc.

Financial assistance is being provided for distribution of hybrid seeds of rice, maize, jowar, bajra, @ 50% cost or Rs. 10,000 per qtl. whichever is less. Similarly financial assistance is also available for promoting use of hybrids of oilseed crops @ 50% cost or Rs. 8,000 per qtl. whichever is less under above schemes.

Ministry approves procurement of one lakh metric tonne potatoes from farmers under Market Intervention Scheme (MIS)

Potato purchase to be made at Rs.4870 per metric tonne

Government to provide an additional Rs.1217.50 per metric tonne for storage, transportation & mandi fee

The Ministry of Agriculture and Farmers Welfare has approved the procurement of potato under Market Intervention Scheme (MIS) in Uttar Pradesh for the crop season 2016-17. A maximum quantity of 1,00,000 metric tonne (MT) of potato may be procured under the scheme by the State Agency.

The purchase will be made at Rs. 4,870/- per MT. The Ministry will provide an additional Rs. 1217.50/- per MT or actual whichever is less for overhead expenses, such as transportation charges, mandi tax, and godown charges.

Purchase centres/areas will be decided by the state government in consultation with the state agency.

The MIS will be implemented by the state agency. The Potatoes will be purchased from the Cooperative Societies, farmers’ organizations or directly from the farmers to eliminate the possibility of middlemen taking advantage of the scheme. The state government will ensure that the produce is purchased from genuine farmers only.

The procured stocks will be disposed of in the open market to ensure maximum realizable price. If necessary, this can also be sold to processing units within the state. The state agency would also make efforts to export the procured potatoes after processing.

In order to avoid recycling, the stock would not be sold in the same market / state from where it has been procured during the period of the scheme. However, if the prices are better it can also be sold, locally.

Barter payments or payments in kind to farmers for procurement won’t be allowed.

Payment to farmers as far as possible will be made through non-cash transaction and receipts for sales must be through banking channel only, preferably through Demand Draft.
