Chaired the Sub Committee of PUBLIC ACCOUNTS COMMITTEE on Ministry of Defence Matters in the Parliament today.
Mr Subramani, Chief of Defence Staff and officials from the Department of Military Affairs and C& AG were present.

C& AG Report on Military Engineers Services was examined.

We had a detailed and very useful discussion on corrective measures for the future.

Valuable inputs were received from Hon’ble MPs too.

Enriching discussion, indeed!

ଆଜି ସଂସଦରେ ଲୋକ ଲେଖା ସମିତି (Public Accounts Committee) ର ପ୍ରତିରକ୍ଷା ମନ୍ତ୍ରଣାଳୟ ସମ୍ବନ୍ଧୀୟ ଉପ-ସମିତିର ବୈଠକରେ ଅଧ୍ୟକ୍ଷତା କରିବାର ସୁଯୋଗ ମିଳିଲା।

ଏହି ବୈଠକରେ ଚିଫ୍ ଅଫ୍ ଡିଫେନ୍ସ ଷ୍ଟାଫ୍ (CDS) ଶ୍ରୀ ସୁବ୍ରମଣି, ସାମରିକ ବ୍ୟାପାର ବିଭାଗ (Department of Military Affairs) ର ବରିଷ୍ଠ ଅଧିକାରୀମାନେ ଏବଂ ନିୟନ୍ତ୍ରକ ଓ ମହାଲେଖା ପରୀକ୍ଷକ (C&AG) ଙ୍କ ଅଧିକାରୀମାନେ ଉପସ୍ଥିତ ଥିଲେ।

ମିଲିଟାରୀ ଇଞ୍ଜିନିୟର୍ସ ସର୍ଭିସେସ୍ (Military Engineers Services) ସମ୍ବନ୍ଧୀୟ C&AG ରିପୋର୍ଟ ଉପରେ ବିସ୍ତୃତ ସମୀକ୍ଷା କରାଯାଇଥିଲା।

ଭବିଷ୍ୟତରେ ଅଧିକ ଫଳପ୍ରଦ ଓ ସୁଦୃଢ଼ ବ୍ୟବସ୍ଥା ଗଠନ ପାଇଁ ଆବଶ୍ୟକ ସଂଶୋଧନାତ୍ମକ ପଦକ୍ଷେପ ଉପରେ ବିସ୍ତୃତ ଏବଂ ଫଳପ୍ରସୂ ଆଲୋଚନା ହୋଇଥିଲା।

ମାନ୍ୟବର ସାଂସଦମାନଙ୍କର ମୂଲ୍ୟବାନ ମତାମତ ଓ ପରାମର୍ଶ ମଧ୍ୟ ମିଳିଲା।

ନିଶ୍ଚିତ ଭାବେ, ଏହା ଏକ ଅତ୍ୟନ୍ତ ଜ୍ଞାନବର୍ଦ୍ଧକ ଓ ସମୃଦ୍ଧ ଆଲୋଚନା ଥିଲା।

On the invitation of SOUTH ASIA REGIONAL PARLIAMENTARY FORUM ( SARPF ), I spoke at length in the Workshop on

‘Climate Change and Climate Resilience- From Parliament to the Local Level ‘
In Delhi yesterday.

Did mention that Yuval Noah Harari , the author of ‘ 21 Lessons from 21st Century’ has talked about Ecological Challenge as a major concern like Technological and Nuclear Challenges for us.
Besides, I suggested the need for Environmental Budget and Environmental Audit.

My talk was well received.

ଦକ୍ଷିଣ ଏସିଆ ଆଞ୍ଚଳିକ ସଂସଦୀୟ ଫୋରମ୍ (SARPF)-ର ଆମନ୍ତ୍ରଣକ୍ରମେ ଗତକାଲି ନୂଆଦିଲ୍ଲୀରେ ଆୟୋଜିତ ‘ଜଳବାୟୁ ପରିବର୍ତ୍ତନ ଓ ଜଳବାୟୁ ସ୍ଥିତିସ୍ଥାପକତା – ସଂସଦରୁ ସ୍ଥାନୀୟ ସ୍ତର ପର୍ଯ୍ୟନ୍ତ’ ଶୀର୍ଷକ କର୍ମଶାଳାରେ ମୋର ମତାମତ ରଖିବାର ସୁଯୋଗ ମିଳିଥିଲା।

ମୋର ବକ୍ତବ୍ୟରେ ମୁଁ ପ୍ରଖ୍ୟାତ ଲେଖକ ୟୁଭାଲ୍ ନୋଆ ହରାରିଙ୍କ ‘21 Lessons for the 21st Century’ ପୁସ୍ତକର ଉଲ୍ଲେଖ କରିଥିଲି। ସେ ଯେପରି ପ୍ରଯୁକ୍ତିଗତ ଓ ପରମାଣୁ ଚ୍ୟାଲେଞ୍ଜ ସହିତ ପରିବେଶଗତ ଚ୍ୟାଲେଞ୍ଜକୁ ମାନବଜାତି ପାଇଁ ଏକ ପ୍ରମୁଖ ଚିନ୍ତାର ବିଷୟ ବୋଲି ଉଲ୍ଲେଖ କରିଛନ୍ତି, ସେହି ପ୍ରସଙ୍ଗକୁ ମଧ୍ୟ ଉଠାଇଥିଲି।

ଏହା ସହିତ ପରିବେଶ ବଜେଟ୍ (Environmental Budget) ଏବଂ ପରିବେଶ ଅଡିଟ୍ (Environmental Audit) ପ୍ରଣୟନର ଆବଶ୍ୟକତା ଉପରେ ମଧ୍ୟ ମୁଁ ଗୁରୁତ୍ୱାରୋପ କରିଥିଲି।

ମୋର ବକ୍ତବ୍ୟକୁ ଉପସ୍ଥିତ ବିଶିଷ୍ଟ ଅତିଥି ଓ ପ୍ରତିନିଧିମାନେ ସକାରାତ୍ମକ ଭାବେ ଗ୍ରହଣ କରିଥିଲେ।

The Event was held within the premises of Servants of People Society at Delhi .

The legendary figure of Odisha- Utkalmani Sri Gopabandhu Dash- is a source of inspiration for all Odiyas.

Informed him about the responsibility assigned to me by the Public Accounts Committee to look into C & AG Reports regarding Defence Matters .

Also, we talked of various issues of Parliament and Centre-States.
Sought his Blessings and Guidance.

After ‘SAPIENS’ this is a masterpiece- to my mind.

What a Book ! Strongly recommend this one to all.
A thought provoking and prolific writer.

‘SAPIENS’ ପରେ, ମୋ ଦୃଷ୍ଟିରେ ଏହା ତାଙ୍କର ଆଉ ଏକ ଅସାଧାରଣ ସୃଷ୍ଟି।
