Setup Facebook pixel, Linkedin insight tags, Google analytics tag to track your website visitors.

These codes help you understand your target audience/website visitors and help you in retargeting as well.

These are small java codes, you have to paste in your website header or you can use google tag manager to install all these tags.

Using Google tag manager, you don't have to edit your website code again and again.

Here's a good example of retargeting:

In the image, I ran 2 ads(marked in the red box) for new customers where I am getting good conversions with relevance score 7 whereas I was running the retargeting ad(3rd ad) getting conversions in half cost with relevancy 10.

Advice: Start to retarget as soon as you start advertising.
