Kathua, May 23: Deputy Commissioner Kathua Rajesh Sharma today chaired a meeting to review the progress of Jal Sanchay Jan Bhagidari Abhiyan (JSJB) 2.0 in the district at the DC Office Complex here.

The meeting was attended by ADDC Surinder Mohan Sharma, DFO Kathua Ankit Sinha, CPO Ranjeet Thakur, SE Hydraulic, SDM Hiranagar, ACD, ACP, CAO, CHO, XEN PHE, XEN Irrigation, CEO Municipal Council Kathua, EOs of Lakhanpur and Billawar and other concerned officers.

The meeting was informed that under the previous phase of the campaign, 499 water conservation works were identified, of which 484 have been completed and 15 are under progress. It was further informed that during the current phase, 40 works have been taken up, including 03 Rain Water Harvesting structures, 32 Soak Pits, 02 Village Ponds, 01 Check Dam and 02 other water harvesting interventions. Of these, 36 works have been completed while 04 are in progress.

Reviewing the progress, the Deputy Commissioner emphasized the need for effective inter-departmental coordination to achieve the objectives of the campaign. He directed all departments to ensure timely completion of ongoing works and stressed the importance of proper geo-tagging, documentation and prompt uploading of works on the designated portal for accurate accounting and monitoring of district activities.

The DC directed the Jal Shakti Department to continue geo-tagging of water sources and recharge structures and provide technical support to Panchayats for identification of water conservation interventions. The Agriculture Department was asked to promote water-efficient farming practices, micro-irrigation and awareness regarding water-saving crops.

The Irrigation and Flood Control Department was instructed to focus on watershed management, rejuvenation of water bodies, desilting operations and creation of recharge structures. The Rural Development Department was asked to leverage MGNREGA for development of rainwater harvesting structures, soak pits, village ponds and grey water management facilities, besides generating awareness through Gram Sabhas.

The Forest Department was directed to undertake plantation drives, conserve water bodies in forest areas and support geo-tagging initiatives. The Housing and Urban Development Department was asked to promote rooftop rainwater harvesting in urban areas, rejuvenate urban water bodies and intensify awareness activities.

The DC further directed the Education Department to promote rooftop rainwater harvesting structures in educational institutions and conduct awareness programmes among students. The Social Welfare Department was asked to encourage similar interventions in Anganwadi Centres and strengthen community outreach on the role of women in water conservation and governance.

The DC reiterated that water conservation requires active public participation and called upon all departments to work in a coordinated manner for successful implementation of Jal Sanchay Jan Bhagidari Abhiyan 2.0 across the district.

PMGSY road restoration works worth ₹67 lakh in Zone.
Two road projects inaugurated; several new road and school infrastructure works directed for immediate ex*****on to strengthen rural connectivity.
, May 22: BJP MLA from Jasrota constituency Rajiv Jasrotia today gave a fresh push to rural infrastructure development by launching PMGSY road permanent restoration works and inaugurating two key road projects in Hatli Zone of the constituency.The total cost of the developmental package announced and initiated under PMGSY stands at ₹67 lakh, aimed at improving road connectivity, easing transportation issues and strengthening basic infrastructure in rural areas.
The MLA formally inaugurated two important road restoration projects including Halti to Badoli road, sanctioned at ₹8 lakh, and Tridwan road, sanctioned at ₹12 lakh. These works are part of the ongoing efforts to restore damaged rural road stretches and ensure safe and smooth movement of people and vehicles.
Speaking on the occasion, Rajiv Jasrotia said that road connectivity is the backbone of rural development and the government is committed to ensuring that even the remotest villages receive durable and all-weather road facilities. He said that timely restoration of roads will directly benefit farmers, students and daily commuters who depend heavily on rural link roads.
In addition to the inauguration, the MLA directed the concerned PMGSY and PWD authorities to immediately start work on several additional development projects in Hatli Zone.These include Rasoo to Dukhat road project worth ₹20 lakh, Sowla road project worth ₹12 lakh, Link Road Talad project worth ₹8 lakh, and infrastructure development and repair works at Middle School Hatli worth ₹7 lakh.
He instructed officials to ensure that all works are executed in a time-bound and transparent manner without compromising on quality standards. He emphasized that field monitoring and regular inspections must be carried out so that public money is used effectively and development benefits reach the grassroots level.
Rajiv Jasrotia further stated that strengthening both road infrastructure and educational facilities remains a top priority. He said that improvement in school infrastructure at Hatli will help create a better learning environment for students in rural areas and contribute to long-term social development.
Local residents appreciated the initiative and expressed satisfaction over the commencement of long-pending works. They said that better road connectivity will significantly reduce travel difficulties and improve access to essential services such as healthcare, education and markets.Senior BJP leaders, officials from PMGSY and PWD departments, and local representatives were present during the inauguration and direction programme.

Kathua; 21 May:- As a part of its relentless effort against drug peddlers/smugglers, J&K Police Kathua *UNDER NASHA MUKT BHARAT ABHIYAN* has executed attachment operation by PS Billawar resulting in the freezing Two Single storey Residential Houses i.e immovable property worth rupees *35.85 lacs owned by drug Peddler namely *Mohd.Sadiq @ Shiku S/o Sheru R/o Galak Tehsil Ramkot Distt.Kathua.*

The action was taken by the Police team of P/S Billawar led by *SHO Billawar* assisted by IC PP Ramkot under the guidance of *SP Upper Kathua and SDPO Billawar* and *overall supervision of SSP Kathua Ms. Mohita Sharma IPS*, under sections 68 A.2 (c),& E read with 68-F of the NDPS Act of 1985, dealing with provisions for attachment of properties of drug peddlers/smugglers.

The drug Peddler Mohd.Sadiq S/o Sheru R/o Galak Tehsil Ramkot Distt.Kathua has been involved in many NDPS Act Cases the detail is as :-
1.FIR No.110/2023 U/S 8/21/22/29 NDPS Act.

2.FIR No.96/2025 U/S 8/21/22/27(a)/60/ NDPS Act.

3.FIR No. 163/2025 U/S 8/21/22/NDPS Act have been registered at PS Billawar.
The subject has also booked under PITNDPS vide Div.Com order No.01 of 2026 dated 02-01-2026 and presently lodged in Central Jail Kot Bhalwal Jammu.

The Immovable property (Two single storey Residential Houses ) was identified as illegally acquired property during the course of investigation/inquiry conducted by the police with the help of Revenue department. The properties were prima facie acquired from illicit trafficking in Narcotic Drugs and Psychotropic Substances by the drug peddler.

Kathua Police remains committed to its sustained crackdown against drug trafficking and reiterates its resolve to make the district Drug- free by targeting both Narcotics networks and illegally acquired assets of drug offenders. Kathua, May 21: Deputy Commissioner Kathua Rajesh Sharma today chaired a Public Outreach Programme at Duggan, a remote block of Bani Sub-Division, to take first-hand appraisal of public grievances and developmental needs of the area.

The programme witnessed active participation from local residents, public representatives and members of various delegations who projected issues requiring immediate attention of the district administration.

During the interaction, the locals and public representatives highlighted several concerns including inadequate health and education infrastructure, non-operational JK Bank branch at Duggan, shortage of staff in various departments, demand for a Veterinary Hospital and an Allopathic Health Centre, pending road project compensation cases, development of a playground, restoration of irrigation canals, availability of agricultural inputs such as seeds and urea, upgradation of educational institutions and strengthening of power infrastructure in the area.

Addressing the gathering, the Deputy Commissioner reiterated the administration's commitment towards addressing public concerns and ensuring balanced development of remote and far-flung areas. He said that improvement in road connectivity and infrastructure remains a key priority and would significantly improve access to essential services and economic opportunities in the region.

The DC directed the Agriculture and Horticulture Departments to ensure maximum outreach and benefits to the people of Bani and Duggan under the Holistic Agriculture Development Programme (HADP). He appealed to farmers and youth to avail benefits of horticulture, beekeeping and other livelihood generation schemes being implemented by the government.

Regarding the operationalisation of the JK Bank branch at Duggan, the DC assured that the matter would be taken up with the concerned authorities to ascertain the reasons for delay and facilitate its early functioning. On the demand for a playground, he informed that the issue would be taken up with the Sports Council, while directions were issued to the education department to prepare proposals for strengthening educational infrastructure in the area.

The DC further informed that all land compensation cases related to developmental projects have been resolved except those pending due to disputes or litigation. He urged the youth to stay away from drug abuse and actively participate in the ongoing 100-Day Nasha Mukt Abhiyan and Mission YUVA for constructive engagement and self-employment opportunities. He assured the public that all genuine demands raised during the outreach programme have been duly noted and would be examined for appropriate and timely redressal.

Responding to the issues raised during the programme, the Chief Agriculture Officer informed that a seed sale centre is already functional at Duggan and assured adequate arrangements for availability of urea despite supply constraints. He also encouraged farmers to adopt organic farming practices. The Assistant Director, Food, Civil Supplies and Consumer Affairs informed that ration card bifurcation would be taken up after completion of Census 2027 activities.

The District Horticulture Officer apprised the gathering about various departmental schemes and interventions related to kiwi, walnut, beekeeping and other horticulture activities being implemented in the Bani-Duggan region. The Executive Engineer, PDD informed that a transformer for Vaisukhi Nag Mandir would be installed within a week and added that the proposal for creation of a PDD Sub-Division for Bani is already under consideration at the Secretariat level. The Assistant Labour Commissioner highlighted the benefits available under Mission YUVA and other departmental welfare schemes.

Later, the Deputy Commissioner also met several delegations and individuals and heard their grievances for appropriate action.

Among others, the programme was attended by IAS Probationer Nidhi, CPO Ranjeet Thakur, SDM Bani Sundeep Kumar and officers of various line departments.

#वेद #मन्दिर, #योल (हि.प्र.) में चल रहे 78 दिवसीय चारों वेदों के यज्ञानुष्ठान के 39वें दिन #स्वामी राम #स्वरूप जी, योगाचार्य ने ऋग्वेद मन्त्र 10/68/3 से जिज्ञासुओं को ज्ञान दिया कि आदि काल में ईश्वर द्वारा सृष्टि रचना के प्रारम्भ में परमात्मा ऋषियों के हृदय में जनहित एवं जनता का कल्याण करने वाली तथा दोषों को दूर करने वाली, वेद वाणियों का प्रकाश करता है। वेद वाणियाँ ध्यान द्वारा जिज्ञासुओं को प्राप्त होती हैं। वेद वाणी को ऋषिजन ठीक प्रकार से धारण करके अनादि काल से बहुत देशों में प्रचारित करते हैं। यहाँ यह समझना आवश्यक है कि इस परम्परा में ईश्वर द्वारा चार ऋषियों को वेदवाणी का ज्ञान हुआ। पुन: चार ऋषियों से ब्रह्मा नामक मनुष्य को वेद-वाणी का ज्ञान हुआ और ब्रह्मा द्वारा गुर-शिष्य परम्परा से साधारण मनुष्यों को वेद-वाणी का ज्ञान सुलभ हुआ और वे ऋषि कहलाए तथा इस कल्याणकारी वेद-वाणी के द्वारा पिछले तीन युगों [सतयुग, त्रेता, द्वापर] की जनता अति आनन्दयुक्त वातावरण में निरोग एवं सुखी जीवन व्यतीत करने में सफल हुई। परन्तु कलियुग के प्रारम्भ से ही इस वेद-वाणी का मनुष्यों ने त्याग करके स्वयं अपने पैरों पर कुल्हाड़ी मार ली और दु:खी वातावरण में रहने लगे। उस समय यह वेद-वाणी किसी को भी कठिन नहीं लगती थी। श्रीराम, श्रीकृष्ण महाराज, ऋषि-मुनियों ने इस वाणी को कठिन नहीं समझा और इस वाणी को जीवन में अपनाया। परन्तु दु:ख है कि वेद-विरोधी तत्त्वों ने कलियुग के प्रारम्भ से ही ईश्वर से उत्पन्न इस शुद्ध, पवित्र और सुखदायी वेद-वाणी का जनता से त्याग करवाकर और अपनी सुविधानुसार भिन्न-भिन्न भक्ति के मार्ग बनाकर और इस प्रकार अविद्याग्रस्त होकर, दु:खों को ही सुख मानकर, दु:खों के वातावरण मे जीने पर स्वयं को विवश कर लिया है। हमें सुख-शान्ति, निरोगता आदि पाने के लिए देश को सोने की चिड़िया और विश्व-गुरु कहलाने के लिए वेदों की ओर पुन: लौटना होगा।

Kathua, 21 May:
J&K Police Kathua today attached immovable property comprising 06 Kanal 18 Marlas of land and a single-storey residential house with a basement, having a plinth area of 2107.78 sq. ft., with a total estimated value of approximately ₹7 crores, belonging to a PIT-NDPS detenue, namely *Harpaul Singh @ Balochi, S/o Puran Singh, R/o Ward No. 13, Tehsil and District Kathua*, under the provisions of the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act (PIT-NDPS Act).

The property was identified as illegally acquired during the course of investigation. The entire proceeding was conducted under the directions of *SSP Kathua Ms. Mohita Sharma IPS alongwith Adn SP, DSP HQ and SHO Kathua.*

During the investigation, it was found that the PIT-NDPS detenue, Harpaul Singh @ Balochi, possessed immovable property valued at approximately ₹7 crores, situated under Khasra No. 362/60 at Chak Sheikha, Kathua, which was prima facie acquired through proceeds generated from illicit trafficking of narcotic drugs and psychotropic substances.

Today, in the presence of the Naib Tehsildar and the concerned Patwari, a team led by DySP Headquarters and SHO Kathua formally attached the said property under the provisions of Sections 68-E and 68-F of the NDPS Act, 1985.

During the investigation, it surfaced that the property had been acquired as a result of proceeds from narcotics-related activities. Since the property was prima facie found to have been acquired through illicit trafficking in narcotic drugs and psychotropic substances, it was attached in accordance with the law
The said individual has been involved in 04 NDPS cases registered within Kathua District, as detailed below:
1. FIR No. 48/2003 under Sections 15/18 NDPS Act
2. FIR No. 175/2007 under Sections 8/15/21/22/29 NDPS Act and 7/25 Arms Act
3. FIR No. 58/2020 under Sections 8/15/29/31 NDPS Act
4. FIR No. 24/2025 under Sections 8/21/22 NDPS Act
Local residents have hailed the initiative of Kathua Police regarding the attachment of immovable property raised or used through illicit trafficking of narcotics by drug peddlers in Kathua district.
